Since Operation Desert Shield/Desert Storm, Gulf War veterans have expressed concerns about health effects that could be associated with their deployment and service during the war. Although similar concerns were raised after other military operations, the Gulf War deployment focused national attention on the potential, but uncertain, relationship between the presence of chemical and biological (CB) agents and other harmful agents in theater and health symptoms reported by military personnel. Strategies to Protect the Health of Deployed U.S. Forces which is one of the four two-year studies, examines the detection and tracking of exposures of deployed personnel to multiple harmful agents.

Review of the Toxicologic and Radiologic Risks to Military Personnel from Exposures to Depleted Uranium During and After Combat

Since the 1980s, the U.S. military has used depleted uranium in munitions and in protective armor on tanks. Depleted uranium is a toxic heavy metal and is weakly radioactive. Concerns have been raised about the adverse health effects from exposure to depleted uranium that is aerosolized during combat. Some think it may be responsible for illnesses in exposed veterans and civilians. These concerns led the Army to commission a book, Depleted Uranium Aerosol Doses and Risks: Summary of U.S. Assessments, referred to as the Capstone Report that evaluates the health risks associated with depleted uranium exposure. This National Research Council book reviews the toxicologic, radiologic, epidemiologic, and toxicokinetic data on depleted uranium, and assesses the Army's estimates of health risks to personnel exposed during and after combat. The book recommends that the Army re-evaluate the basis for some of its predictions about health outcomes at low levels of exposure, but, overall, the Capstone Report was judged to provide a reasonable characterization of the exposure and risks from depleted uranium.

To guide mission planning, military decision makers need information on the health risks of potential exposures to individual soldiers and their potential impact on mission operations. To help with the assessment of chemical hazards, the U.S. Army Center for Health Promotion and Preventive Medicine developed three technical guides for characterizing chemicals in terms of their risks to the mission and to the health of the force. The report reviews these guides for their scientific validity and conformance with current risk-assessment practices. The report finds that the military exposure guidelines are appropriate (with some modification) for providing force health protection, but that for assessing mission risk, a new set of exposure guidelines is needed that predict concentrations at which health effects would degrade the performance of enough soldiers to hinder mission accomplishment.

Application of Modern Toxicology Approaches for Predicting Acute Toxicity for Chemical Defense

The US Department of Defense (DOD) is faced with an overwhelming task in evaluating chemicals that could potentially pose a threat to its deployed personnel. There are over 84,000 registered chemicals, and testing them with traditional toxicity-testing methods is not feasible in terms of time or money. In recent years, there has been a concerted effort to develop new approaches to toxicity testing that incorporate advances in systems biology, toxicogenomics, bioinformatics, and computational toxicology. Given the advances, DOD asked the National Research Council to determine how DOD could use modern approaches for predicting chemical toxicity in its efforts to prevent debilitating, acute exposures to deployed personnel. This report provides an overall conceptual approach that DOD could use to develop a predictive toxicology system. Application of Modern Toxicology Approaches for Predicting Acute Toxicity for Chemical Defense reviews the current state of computational and high-throughput approaches for predicting acute toxicity and suggests methods for integrating data and predictions. This report concludes with lessons learned from current high-throughput screening programs and suggests some initial steps for DOD investment.

The U.S. Army Program Manager for Assembled Chemical Weapons Alternatives (PMACWA) is charged with disposing of chemical weapons as stored at two sites: Pueblo, Colorado, and Blue Grass, Kentucky. In accordance with congressional mandates, technologies other than incineration are to be used if they are as safe and as cost effective. The weapons are to be disposed of in compliance with the Chemical Weapons Convention. Although an element of the U.S. Army, the PMACWA is responsible to the Assistant Secretary of Defense for Acquisitions, Technology, and Logistics for completing this mission. This book deals with the expected significant quantities of secondary wastes that will be generated during operations of the facilities and their closure. While there are only estimates for the waste quantities that will be generated, they provide a good basis for planning and developing alternatives for waste disposal while the plants are still in the design phase. Establishing efficient disposal options for the secondary wastes can enable more timely and cost-effective operation and closure of the facilities.

Florida Bay Research Programs and Their Relation to the Comprehensive Everglades Restoration Plan

This report is a product of the Committee on Restoration of the Greater Everglades Ecosystem (CROGEE), which provides consensus advice to the South Florida Ecosystem Restoration Task Force. The Task Force was established in 1993 and was codified in the 1996 Water Resources Development Act (WRDA); its responsibilities include the development of a comprehensive plan for restoring, preserving and protecting the South Florida ecosystem, and the coordination of related research. The CROGEE works under the auspices of the Water Science and Technology Board and the Board on Environmental Studies and Toxicology of the National Research Council. The CROGEE's mandate includes providing the Task Force not only with scientific overview and technical assessment of the restoration activities and plans, but also providing focused advice on technical topics of importance to the restoration efforts. One such topic was to examine "the linkage between the upstream components of the greater Everglades and adjacent coastal ecosystems." This report addresses this issue by breaking it down into three major questions: What is the present state of knowledge of Florida Bay ("the Bay") on scientific issues that relate to the success of the overall CERP? What are the potential long-term effects of Everglades restoration as currently designed on the nature and condition of the Bay? What are the critical science questions that should be answered early in the restoration process to design a system that benefits not only the terrestrial and freshwater aquatic Everglades but the Bay as well? This study was inspired in part by the 2001 Florida Bay and Adjacent Marine Systems Science Conference held on April 23-26, 2001 in Key Largo, Florida. An overlapping meeting of the CROGEE was held at the same location on April 26-28, 2001. The conference was organized by the Program Management Committee (PMC) of the Florida Bay and Adjacent Marine Systems Science Program. The PMC organized the conference around five questions suggested by the Florida Bay Science Oversight Panel. These questions related to circulation, salinity patterns, and outflows of the Bay; nutrients and the nutrient budget; onset, persistence and fate of planktonic algal blooms; temporal and spatial changes in seagrasses and the hardbottom community; and recruitment, growth and survivorship of higher trophic level species. Some of these issues are discussed in the present report. However, as noted earlier, this report focuses on the subset of questions that relate to linkages between the Bay and the upstream portion of the Everglades system that arose at the 2001 Florida Bay Conference.

Impact of Revised Airborne Exposure Limits on Non-Stockpile Chemical Materiel Program Activities

The U.S. Army's Non-Stockpile Chemical Materiel program is responsible for dismantling former chemical agent production facilities and destroying recovered chemical materiel. In response to congressional requirements, the Center for Disease Control (CDC), in 2003, recommended new airborne exposure limits (AELs) to protect workforce and public health during operations to destroy this materiel. To assist in meeting these recommended limits, the U.S. Army asked the NRC for a review of its implementation plans for destruction of production facilities at the Newport Chemical Depot and the operation of two types of mobile destruction systems. This report presents the results of that review. It provides recommendations on analytical methods, on airborne containment monitoring, on operational procedures, on the applicability of the Resource Conservation and Recovery Act, and on involvement of workers and the public in implementation of the new AELs.

A Critique of the Pilot Projects and Related Plans for ASR in the Lake Okeechobee and Western Hillsboro Areas

Aquifer storage and recovery (ASR) is a process by which water is recharged through wells to an aquifer and extracted for beneficial use at some later time from the same wells. ASR is proposed as a major water storage component in the Comprehensive Everglades Restoration Plan (CERP), developed jointly by the U.S. Army Corps of Engineers (USACE) and the South Florida Water Management District (SFWMD). The plan would use the Upper Floridan aquifer (UFA) to store as much as 1.7 billion gallons per day (gpd) (6.3 million m3/day) of excess surface water and shallow groundwater during wet periods for recovery during seasonal or longer-term dry periods, using about 333 wells. ASR represents about one-fifth of the total estimated cost of the CERP. Aquifer Storage and Recovery in the Comprehensive Everglades Restoration Plan examines pilot project from the perspective of adaptive assessment, i.e., the extent to which the pilot projects will contribute to process understanding that can improve design and implementation of restoration project components. This report is a critique of the pilot projects and related studies.

Disposal Options for the Rocket Motors From Nerve Agent Rockets Stored at Blue Grass Army Depot

The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is under construction near Richmond, Kentucky, two dispose of one of the two remaining stockpiles of chemical munitions in the United States. The stockpile that BGCAPP will dispose of is stored at the Blue Grass Army Depot (BGAD). BGCAPP is a tenant activity on BGAD. The stockpile stored at BGAD consists of mustard agent loaded in projectiles, and the nerve agents GB and VX loaded into projectiles and M55 rockets. BGCAPP will process the rockets by cutting them, still in their shipping and firing tube (SFT), between the warhead and motor sections of the rocket. The warhead will be processed through BGCAPP. The separated rocket motors that have been monitored for chemical agent and cleared for transportation outside of BGCAPP, the subject of this report, will be disposed of outside of BGCAPP. Any motors found to be contaminated with chemical agent will be processed through BGCAPP and are not addressed in this report. Disposal Options for the Rocket Motors From Nerve Agent Rockets Stored at Blue Grass Army Depot addresses safety in handling the separated rocket motors with special attention to the electrical ignition system, the need for adequate storage space for the motors in order to maintain the planned disposal rate at BGCAPP, thermal and chemical disposal technologies, and on-site and off-site disposal options. On-site is defined as disposal on BGAD, and off-site is defined as disposal by a commercial or government facility outside of BGAD.

Americans drink many gallons of tap water every day, but many of them question the safety of tap water every day as well. In fact, devices have been created to filter tap water directly before reaching cups. It's true; however, that the provision and management of safe drinking water throughout the United States have seen triumphs in public health since the beginning of the 20th century. Although, advances in water treatment, source water protection efforts, and the presence of local, state, and federal regulatory protection have developed over the years, water in the United States still contain chemical, microbiological, and other types of contaminants at detectable and at times harmful levels. This in addition to the growth of microbial pathogens that can resist traditional water treatment practices have led to the question: Where and how should the U.S. government focus its attention and limited resources to ensure safe drinking water supplies for the future? To deal with these issues the Safe Drinking Water Act (SDWA) Amendments of 1996 Safe included a request that the U.S. Environmental Protection Agency (EPA) publish a list of unregulated chemical and microbial contaminants and contaminant groups every five years that are or could pose risks in the drinking water of public water systems. The first list, called the Drinking Water Contaminant Candidate List (CCL), was published in March 1998. The main function of the CCL is to provide the basis for deciding whether to regulate at least five new contaminants from the CCL every five years. However, since additional research and monitoring need to be conducted for most of the contaminants on the 1998 CCL, the list is also used to prioritize these related activities. Classifying Drinking Water Contaminants for Regulatory Consideration is the third report by the Committee on Dinking Water Contaminants with the purpose of providing advice regarding the setting of priorities among drinking water contaminants in order to identify those contaminants that pose the greatest threats to public health. The committee is comprised of 14 volunteer experts in water treatment engineering, toxicology, public health, epidemiology, water and analytical chemistry, risk assessment, risk communication, public water system operations, and microbiology and is jointly overseen by the National Research Council's (NRC'S) Water Science and Technology Board and Board on Environmental Studies and Toxicology. In this report the committee needed to readdress its second report as well as explore the feasibility of developing and using mechanisms for identifying emerging microbial pathogens for research and regulatory activities. The promotion of public health remains the guiding principle of the committee's recommendations and conclusions in this report.

Trichloroethylene (TCE) is a solvent that is used as a degreasing agent, a chemical intermediate in refrigerant manufacture, and a component of spot removers and adhesives. It is produced in mass quantities but creates dangerous vapors and is an environmental contaminant at many industrial and government facilities, including facilities run by the U.S. Department of Defense (DoD). It is important to determine the safe occupational exposure level (OEL) for the solvent in order to protect the health of workers who are exposed to its vapors. However, there are concerns that the current occupational standards insufficiently protect workers from these health threats. Review of DOD's Approach to Deriving an Occupational Exposure Level for Trichloroethylene makes recommendations to improve the DoD's approach to developing an OEL for TCE, strengthen transparency of the process, and improve confidence in the final OEL value. This report reviews the DoD's approach using a literature review, evidence synthesis based on weight of evidence [WOE], point-of-departure derivation, physiologically based pharmacokinetic modeling, extrapolation tools, and explores other elements of the process of deriving an OEL for TCE. It examines scientific approaches to developing exposure values and cancer risk levels, defining the scope of the problem, and improving hazard identification.

Systems and Technologies for the Treatment of Non-Stockpile Chemical Warfare Materiel

The main approach adopted by the U.S. Army for destruction of all declared chemical weapon materiel (CWM) is incineration. There has been considerable public opposition to this approach, however, and the Army is developing a mix of fixed site and mobile treatment technologies to dispose of non-stockpile CWM. To assist in this effort, the Army requested NRC to review and evaluate these technologies, and to assess its plans for obtaining regulatory approval for and to involve the public in decisions about the application of those technologies. This book presents an assessment of non-stockpile treatment options and the application of these systems to the non-stockpile inventory, of regulatory and permitting issues, and of the role of the public.

Coal remains one of the principal sources of energy for the United States, and the nation has been a world leader in coal production for more than 100 years. According to U.S. Energy Information Administration projections to 2050, coal is expected to be an important energy resource for the United States. Additionally, metallurgical coal used in steel production remains an important national commodity. However, coal production, like all other conventional mining activities, creates dust in the workplace. Respirable coal mine dust (RCMD) comprises the size fraction of airborne particles in underground mines that can be inhaled by miners and deposited in the distal airways and gas-exchange region of the lung. Occupational exposure to RCMD has long been associated with lung diseases common to the coal mining industry, including coal workers' pneumoconiosis, also known as "black lung disease." Monitoring and Sampling Approaches to Assess Underground Coal Mine Dust Exposures compares the monitoring technologies and sampling protocols currently used or required by the United States, and in similarly industrialized countries for the control of RCMD exposure in underground coal mines. This report assesses the effects of rock dust mixtures and their application on RCMD measurements, and the efficacy of current monitoring technologies and sampling approaches. It also offers science-based conclusions regarding optimal monitoring and sampling strategies to aid mine operators' decision making related to reducing RCMD exposure to miners in underground coal mines.

Chemical warfare materiel (CWM) encompasses diverse items that were used during 60 years of efforts by the United States to develop a capability for conducting chemical warfare. Non-Stockpile CWM (NSCWM) is materiel not included in the current U.S. inventory of chemical munitions and includes buried materiel, recovered materiel, components of binary chemical weapons, former production facilities, and miscellaneous materiel. Because NSCWM is stored or buried at many locations, the Army is developing transportable treatment systems that can be moved from site to site as needed. Originally, the Army planned to develop three transportable treatment systems for nonstockpile chemical materiel: the rapid response system (RRS), the munitions management device (MMD), and the explosive destruction system (EDS). This report supplements an earlier report that evaluated eight alternative technologies for destruction of the liquid waste streams from two of the U.S. Army's transportable treatment systems for nonstockpile chemical materiel: the RRS and the MMD. This report evaluates the same technologies for the destruction of liquid waste streams produced by the EDS and discusses the regulatory approval issues and obstacles for the combined use of the EDS and the alternative technologies that treat the EDS secondary waste streams. Although it focuses on the destruction of EDS neutralent, it also takes into consideration the ability of posttreatment technologies to process the more dilute water rinses that are used in the EDS following treatment with a reagent.

A Class Approach to Hazard Assessment of Organohalogen Flame Retardants

In the 1970s, flame retardants began to be added to synthetic materials to meet strict flammability standards. Over the years, diverse flame retardants have been manufactured and used in various products. Some flame retardants have migrated out of the products, and this has led to widespread human exposure and environmental contamination. There also is mounting evidence that many flame retardants are associated with adverse human health effects. As a result, some flame retardants have been banned, restricted, or voluntarily phased out of production and use. This publication develops a scientifically based scoping plan to assess additive, nonpolymeric organohalogen flame retardants as a class for potential chronic health hazards under the Federal Hazardous Substances Act, including cancer, birth defects, and gene mutations.

Unpriced Consequences of Energy Production and Use

Despite the many benefits of energy, most of which are reflected in energy market prices, the production, distribution, and use of energy causes negative effects. Many of these negative effects are not reflected in energy market prices. When market failures like this occur, there may be a case for government interventions in the form of regulations, taxes, fees, tradable permits, or other instruments that will motivate recognition of these external or hidden costs. The Hidden Costs of Energy defines and evaluates key external costs and benefits that are associated with the production, distribution, and use of energy, but are not reflected in market prices. The damage estimates presented are substantial and reflect damages from air pollution associated with electricity generation, motor vehicle transportation, and heat generation. The book also considers other effects not quantified in dollar amounts, such as damages from climate change, effects of some air pollutants such as mercury, and risks to national security. While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. The Hidden Costs of Energy will therefore be a vital informational tool for government policy makers, scientists, and economists in even the earliest stages of research and development on energy technologies.

The Chemical Weapons Convention requires, among other things, that the signatories to the conventionâ€"which includes the United Statesâ€"destroy by April 29, 2007, or as soon possible thereafter, any chemical warfare materiel that has been recovered from sites where it has been buried once discovered. For several years the United States and several other countries have been developing and using technologies to dispose of this non-stockpile materiel. To determine whether international efforts have resulted in technologies that would benefit the U.S. program, the U.S. Army asked the NRC to evaluate and compare such technologies to those now used by the United States. This book presents a discussion of factors used in the evaluations, summaries of evaluations of several promising international technologies for processing munitions and for agent-only processing, and summaries of other technologies that are less likely to be of benefit to the U.S. program at this time.

The last decade has seen growing interest in using aggressive source remediation technologies to remove contaminants from the subsurface, but there is limited understanding of (1) the effectiveness of these technologies and (2) the overall effect of mass removal on groundwater quality. This report reviews the suite of technologies available for source remediation and their ability to reach a variety of cleanup goals, from meeting regulatory standards for groundwater to reducing costs. The report proposes elements of a protocol for accomplishing source remediation that should enable project managers to decide whether and how to pursue source remediation at their sites.

Under the direction of the U.S. Army's Chemical Materials Agency (CMA) and mandated by Congress, the nation is destroying its chemical weapons stockpile. Over the past several years, the Army has requested several studies from the NRC to assist with the stockpile destruction. This study was requested to advise the CMA about the status of analytical instrumentation technology and systems suitable for monitoring airborne chemical warfare agents at chemical weapons disposal and storage facilities. The report presents an assessment of current monitoring systems used for airborne agent detection at CMA facilities and of the applicability and availability of innovative new technologies. It also provides a review of how new regulatory requirements would affect the CMA's current agent monitoring procedures, and whether new measurement technologies are available and could be effectively incorporated into the CMA's overall chemical agent monitoring strategies.

This report describes the work of the Committee on Proposal Evaluation for Allocation of Supercomputing Time for the Study of Molecular Dynamics, Ninth Round. The committee evaluated submissions received in response to a Request for Proposals (RFP) for biomolecular simulation time on Anton 2, a supercomputer specially designed and built by D.E. Shaw Research (DESRES). Over the past 8 years, DESRES has made an Anton or Anton 2 system housed at the Pittsburgh Supercomputing Center (PSC) available to the non-commercial research community, based on the advice of previous National Research Council committees. As in prior rounds, the goal of the ninth RFP for simulation time on Anton 2 is to continue to facilitate breakthrough research in the study of biomolecular systems by providing a massively parallel system specially designed for molecular dynamics simulations. The program seeks to continue to support research that addresses important and high impact questions demonstrating a clear need for Anton's special capabilities. Report of the Committee on Proposal Evaluation for Allocation of Supercomputing Time for the Study of Molecular Dynamics, Ninth Round is the final report of the committee's evaluation of proposals based on scientific merit, justification for requested time allocation, and investigator qualifications and past accomplishments. This report identifies the proposals that best met the selection criteria.

Review and Evaluation of the Army Non-Stockpile Chemical Materiel Disposal Program

Chemical warfare materiel (CWM) is a collection of diverse items that were used during 60 years of efforts by the United States to develop a capability for conducting chemical warfare. Nonstockpile CWM, which is not included in the current U.S. inventory of chemical munitions, includes buried materiel, recovered materiel, binary chemical weapons, former production facilities, and miscellaneous materiel. CWM that was buried in pits on former military sites is now being dug up as the land is being developed for other purposes. Other CWM is on or near the surface at former test and firing ranges. According to the Chemical Weapons Convention (CWC), which was ratified by the United States in April 1997, nonstockpile CWM items in storage at the time of ratification must be destroyed by 2007. The U.S. Army is the designated executive agent for destroying CWM. Nonstockpile CWM is being handled by the Non-Stockpile Chemical Materiel Program (NSCMP); stockpile CWM is the responsibility of the Chemical Stockpile Disposal Program. Because nonstockpile CWM is stored or buried in many locations, the Army is developing transportable disposal systems that can be moved from site to site as needed. The Army has plans to test prototypes of three transportable systems-the rapid response system (RRS), the munitions management device (MMD), and the explosive destruction system (EDS)-for accessing and destroying a range of nonstockpile chemical agents and militarized industrial chemicals. The RRS is designed to treat recovered chemical agent identification sets (CAIS), which contain small amounts of chemical agents and a variety of highly toxic industrial chemicals. The MMD is designed to treat nonexplosively configured chemical munitions. The EDS is designed to treat munitions containing chemical agents with energetics equivalent to three pounds of TNT or less. These munitions are considered too unstable to be transported or stored. A prototype EDS system has recently been tested in England by non-stockpile program personnel. Although originally proposed for evaluation in this report, no test data were available to the committee on the composition of wastes from the EDS. Therefore, alternative technologies for the destruction of EDS wastes will be discussed in a supplemental report in fall 2001. Treatment of solid wastes, such as metal munition bodies, packing materials, and carbon air filters, were excluded from this report. Review and Evaluation of the Army Non-Stockpile Chemical Materiel Disposal Program: Disposal of Neutralent Wastes evaluates the near-term (1999-2005) application of advanced (nonincineration) technologies, such as from the Army's Assembled Chemical Weapons Assessment Program and the Alternative Technologies and Approaches Project, in a semi-fixed, skid-mounted mode to process Rapid Response System, Munitions Management Device, and Explosive Destruction System liquid neutralization wastes.

The number of hazardous waste sites across the United States has grown to approximately 217,000, with billions of cubic yards of soil, sediment, and groundwater plumes requiring remediation. Sites contaminated with recalcitrant contaminants or with complex hydrogeological features have proved to be a significant challenge to cleanup on every levelâ€"technologically, financially, legally, and sociopolitically. Like many federal agencies, the Navy is a responsible party with a large liability in hazardous waste sites. Environmental Cleanup at Navy Facilitites applies the concepts of adaptive management to complex, high-risk hazardous waste sites that are typical of the military, EPA, and other responsible parties. The report suggests ways to make forward progress at sites with recalcitrant contamination that have stalled prior to meeting cleanup goals. This encompasses more rigorous data collection and analysis, consideration of alternative treatment technologies, and comprehensive long-term stewardship.

More than 3.7 million U.S. service members have participated in operations taking place in the Southwest Asia Theater of Military Operations since 1990. These operations include the 1990-1991 Persian Gulf War, a post-war stabilization period spanning 1992 through September 2001, and the campaigns undertaken in the wake of the September 11, 2001, attacks. Deployment to Iraq, Kuwait, Saudi Arabia, Bahrain, Gulf of Aden, Gulf of Oman, Oman, Qatar, the United Arab Emirates, and Afghanistan exposed service members to a number of airborne hazards, including oil-well fire smoke, emissions from open burn pits, dust and sand suspended in the air, and exhaust from diesel vehicles. The effects of these were compounded by stressors like excessive heat and noise that are inevitable attributes of service in a combat environment. Respiratory Health Effects of Airborne Hazards Exposures in the Southwest Asia Theater of Military Operations reviews the scientific evidence regarding respiratory health outcomes in veterans of the Southwest Asia conflicts and identifies research that could feasibly be conducted to address outstanding questions and generate answers, newly emerging technologies that could aid in these efforts, and organizations that the Veterans Administration might partner with to accomplish this work.

Despite the increase in funding for research and the rising numbers of peer-reviewed publications over the past decade that address the environmental, health, and safety aspects of engineered nanomaterials (ENMs), uncertainty about the implications of potential exposures of consumers, workers, and ecosystems to these materials persists. Consumers and workers want to know which of these materials they are exposed to and whether the materials can harm them. Industry is concerned about being able to predict with sufficient certainty whether products that it makes and markets will pose any environmental, health or safety issues and what measures should be taken regarding manufacturing practices and worldwide distribution to minimize any potential risk. However, there remains a disconnect between the research that is being carried out and its relevance to and use by decision-makers and regulators to make informed public health and environmental policy and regulatory decisions. Research Progress on Environmental, Health, and Safety Aspects of Nanomaterials evaluates research progress and updates research priorities and resource estimates on the basis of results of studies and emerging trends in the nanotechnology industry. This report follows up the 2012 report A Research Strategy for Environmental, Health, and Safety Aspects of Engineered Nanomaterials, which presented a strategic approach for developing the science and research infrastructure needed to address uncertainties regarding the potential environmental, health, and safety risks posed by ENMs. This new report looks at the state of nanotechnology research, examines market and regulatory conditions and their affect on research priorities, and considers the criteria for evaluating research progress on the environmental, health, and safety aspects of nanotechnology.

The nanotechnology sector, which generated about $225 billion in product sales in 2009, is predicted to expand rapidly over the next decade with the development of new technologies that have new capabilities. The increasing production and use of engineered nanomaterials (ENMs) may lead to greater exposures of workers, consumers, and the environment, and the unique scale-specific and novel properties of the materials raise questions about their potential effects on human health and the environment. Over the last decade, government agencies, academic institutions, industry, and others have conducted many assessments of the environmental, health, and safety (EHS) aspects of nanotechnology. The results of those efforts have helped to direct research on the EHS aspects of ENMs. However, despite the progress in assessing research needs and despite the research that has been funded and conducted, developers, regulators, and consumers of nanotechnology-enabled products remain uncertain about the types and quantities of nanomaterials in commerce or in development, their possible applications, and their associated risks. A Research Strategy for Environmental, Health, and Safety Aspects of Engineered Nanomaterials presents a strategic approach for developing the science and research infrastructure needed to address uncertainties regarding the potential EHS risks of ENMs. The report summarizes the current state of the science and high-priority data gaps on the potential EHS risks posed by ENMs and describes the fundamental tools and approaches needed to pursue an EHS risk research strategy. The report also presents a proposed research agenda, short-term and long-term research priorities, and estimates of needed resources and concludes by focusing on implementation of the research strategy and evaluation of its progress, elements that the committee considered integral to its charge.

A Framework for Decision Making

Protecting buildings and their occupants from biological and chemical attacks to ensure continuous building operations is seen as an urgent need in the Department of Defense, given recent technological advances and the changing threats. Toward this end, the Department of Defense established the Immune Building Program to develop protective systems to deter biological and chemical attacks on military facilities and minimize the impacts of attacks should they occur. At the request of the Defense Threat Reduction Agency, the National Research Council convened a committee to provide guiding principles for protecting buildings from airborne biological or chemical threat agents and outline the variables and options to consider in designing building protection systems. This report addresses such components of building protection as building design and planning strategies; heating, ventilating, and air-conditioning systems; filtration; threat detection and identification technologies; and operational responses. It recommends that building protection systems be designed to accommodate changing building conditions, new technologies, and emerging threats. Although the report's focus is on protection of military facilities, the guiding principles it offers are applicable to protection of public facilities as well.

Expanding water reuse-the use of treated wastewater for beneficial purposes including irrigation, industrial uses, and drinking water augmentation-could significantly increase the nation's total available water resources. Water Reuse presents a portfolio of treatment options available to mitigate water quality issues in reclaimed water along with new analysis suggesting that the risk of exposure to certain microbial and chemical contaminants from drinking reclaimed water does not appear to be any higher than the risk experienced in at least some current drinking water treatment systems, and may be orders of magnitude lower. This report recommends adjustments to the federal regulatory framework that could enhance public health protection for both planned and unplanned (or de facto) reuse and increase public confidence in water reuse.

From 1962 to 1971, the U.S. military sprayed herbicides over Vietnam to strip the thick jungle canopy that could conceal opposition forces, to destroy crops that those forces might depend on, and to clear tall grasses and bushes from the perimeters of US base camps and outlying fire-support bases. Mixtures of 2,4-dichlorophenoxyacetic acid (2,4-D), 2,4,5-trichlorophenoxyacetic acid (2,4,5-T), picloram, and cacodylic acid made up the bulk of the herbicides sprayed. The main chemical mixture sprayed was Agent Orange, a 50:50 mixture of 2,4-D and 2,4,5-T. At the time of the spraying, 2,3,7,8-tetrachlorodibenzo-p-dioxin (TCDD), the most toxic form of dioxin, was an unintended contaminant generated during the production of 2,4,5-T and so was present in Agent Orange and some other formulations sprayed in Vietnam. Because of complaints from returning Vietnam veterans about their own health and that of their children combined with emerging toxicologic evidence of adverse effects of phenoxy herbicides and TCDD, the National Academies of Sciences, Engineering, and Medicine was asked to perform a comprehensive evaluation of scientific and medical information regarding the health effects of exposure to Agent Orange, other herbicides used in Vietnam, and the various components of those herbicides, including TCDD. Updated evaluations were conducted every two years to review newly available literature and draw conclusions from the overall evidence. Veterans and Agent Orange: Update 11 (2018) examines peer-reviewed scientific reports concerning associations between various health outcomes and exposure to TCDD and other chemicals in the herbicides used in Vietnam that were published between September 30, 2014, and December 31, 2017, and integrates this information with the previously established evidence database.

Interim Report

Between 1942 and 1975, the U.S. Army conducted tests with human subjects to study the effects of a variety of agents, including chemical warfare and biological agents. The potential long-term health effects on the test subjects from their exposures have been evaluated periodically, most recently in a report titled Assessment of Potential Long-Term Health Effects on Army Human Test Subjects of Relevant Biological and Chemical Agents, Drugs, Medications and Substances: Literature Review and Analysis (the Report), which was prepared by a contractor to assist the Army with making determinations about providing medical care to former test subjects. In response to a request by the Army, the National Academies of Sciences, Engineering, and Medicine formed a committee that was tasked with examining whether the Report appropriately identified potential long-term health effects from exposure to the test agents and whether an adequate weight-of-evidence approach was used to characterize the strength of the associations between the agents and their potential health effects. The committee was made aware at its first meeting on November 30, 2017, that the Army had already begun to receive applications for medical care and that some determinations may need to be made before the committee's evaluation of the Report was completed. Because of this urgency, the Army developed a process by which applications for medical care will be reviewed, and as a result, the committee was given the additional task of reviewing the Army's Memorandum that describes the approach that will be used by the Army to evaluate agent- and outcome-specific associations. This interim report was prepared to facilitate the Army's deliberations. A review of the Report is presented first, followed by a review of the Memorandum.
