This year's accountability hearings focused on three areas of particular interest: the arrangements for revalidation of doctors, which are to commence on 3 December 2012, and associated matters such as patient involvement and examination of the language competence of doctors; the professional leadership activity undertaken by the GMC in the last year; and the regulation activity undertaken by the GMC, including the establishment of the Medical Practitioner Tribunal Service. The Council is performing effectively in its two roles of defining and applying standards for the medical profession and providing a focus of professional leadership. The outcome of the Law Commission's consultation on professional regulation in the health and care sector, which proposed a formal role for the Health Committee in the accountability structures, is still awaited. Specific concerns included that whilst there has been some progress on the amendment of domestic legislation which restricts the language testing of doctors this is no substitute for the revision of the European legislation which presently prohibits language testing of doctors on a national basis. There have also been continued upward trends in complaints against doctors received by the GMC, and the Committee expects to examine in 2013 the outcomes of further research the GMC has commissioned into these trends. The Committee feels that the present 15-month target for the GMC to complete 90% of its fitness to practise cases should be lowered to 12 months. The Committee also welcomes proposed legislation to enable the GMC's investigatory arm to appeal against decisions made by the MPTS where the outcome of a hearing is disputed
This Interim report on digital Britain has been produced by a Steering Board for two Government departments, the Department for Culture, Media and Sport and the Department for Business, Enterprise and Regulatory Reform. Divided into six sections, it looks specifically at the following areas: digital networks; digital content; universal connectivity and equipping everyone to benefit from digital Britain, along with an introduction and conclusion. The conclusion sets out a number of goals that the Government would like to aspire to by 2012 and before publishing a final report. Those goals include: universal participation in the broadband world; highly capable and robust networks; a world leading position in the communications and creative industries and a high quality digital delivery of essential public services. In all there are 24 recommendations within this report, and the Government has set out five key measures, which are: achievement of universal connectivity; a set of digital networks (wired and wireless); a digital economy; compelling programmes and online content; public service transactions which form part of the Government's objectives in acheiving the goals. This document sets out the Government's reply to the Culture, Media and Sport Committee's report on the preparations for the London 2012 Olympic Games and Paralympic Games (HCP 69-I, session 2006-07; ISBN 9780215032140) published in January 2007. Amongst its findings, the Committee's report raised concerns over the rising costs of the project and the Government's intention to draw increased contributions from the National Lottery and the London Council Tax to meet any budget shortfall, as well as the need for legacy use to be identified for each new permanent Games venue. The Committee's report concluded that it remained confident that London can host a Games as good as any before, but that more needs to be done if the UK is to achieve all of the potential benefits. The Government's detailed response to the Committee's 49 recommendations are made under the headings of: land preparation; staging the Games; security; contingency planning; cost increases; lottery funding; land values; the sporting and community legacy of the Games; regeneration; venues; sporting participation; tourism; training camps; branding; the Cultural Olympiad; and the legacy for the nations and regions.
Following the Machinery of Government changes in June 2007 three new departments were set up in place of the Department for Education and Skills and the Department of Trade and Industry. This 2007 Autumn Performance Report identifies the targets applicable to the Department of Children, Schools and Families (DCFS) and charts its progress against the Spending Review 2004 (SR04), Public Service Agreement (PSA) targets and introduces a new suite of Comprehensive Spending Review Public Service Agreements (CSR07). There is also a chapter on targets from the Spending Review 2002 PSA targets that are still outstanding.

This white paper outlines the Government's proposals to foster and encourage informal adult learning. Informal adult learning is part-time, non-vocational learning where the primary purpose is not to gain a qualification but learning for its intrinsic value. People participate for enjoyment and are driven by their desire for personal fulfillment or intellectual, creative and physical stimulation. Activities cover a huge range, from dance classes and book clubs, visits to museums, galleries and historic properties, online research, volunteer projects. Such activity contributes to the health and well-being of communities by building the confidence and resilience of the individuals involved, developing social relationships, and acting as a stepping stone to further learning and skill development. The Government will establish a clear identity for informal learning and promote four initiatives: a Learning Pledge; a Festival of Learning; an Open Space Movement and a Transformation Fund of £20 million. Partner organisations from the private and public sector will be invited to contribute to the strategy. Increased access to informal adult learning will be addressed through: widening learning opportunities for older people; reaching out to the disadvantaged; developing a package of support for community learning champions; increasing availability of informal working in the workplace. Technology and broadcasting are seen as crucial in transforming the way people learn: 65 per cent of all households now have an internet connection and 90 percent of the population has at least one digital television. Government will act as a catalyst, investing additional funding in building the capacity and linkages that enable innovative learning opportunities to flourish.
The UK's export controls of objects of cultural interest are aimed to strike a balance between the need to protect the heritage, the rights of owners and the encouragement of a thriving art market. This is the fifth annual report on the operation of export controls on objects of cultural interest which covers the period 1 May 2008 to 30 April 2009. As well as the Reviewing Committee report, it includes descriptions of 22 individual export cases that were referred to the Committee by expert advisors.

This report sets out interim assessments of the progress made by the Department for Education and Skills (DfES) against its Public Service Agreement (PSA) performance targets as agreed in the 2004 Spending Review, together with progress against the Department's efficiency target and the outstanding targets from the 2002 Spending Review. This White Paper details the Government's 10-year reform programme for secondary and post-secondary education for 14-19 year olds, and sets out its response to the recommendations of the Tomlinson report (Working Group on 14-19 Reform final report available at www.14-19reform.gov.uk) published in October 2004. Proposals include: i) retention of GCSEs and A levels as the cornerstones of the education system (rather than adopting a universal baccalaureate-style qualification), but making improvements such as ensuring it is impossible to get a GCSE grade C or above without functional numeracy and literacy skills, promoting science GCSEs, allowing the most able A level students to take HE modules in the sixth form, and reducing the assessment burden at A level; ii) introducing new specialised Diplomas, covering both academic and vocational subjects as well as work experience, at three levels equivalent to foundation, GCSE and advanced level. The first four Diplomas will be available by 2008 for information and communication technology (ICT), engineering, health and social care, creative and media subjects; iii) developing a pilot programme for 14-16 year olds by 2007-08, based on the post-16 Entry to Employment programme, which will give pupils intensive personal guidance and support, involve significant work-based learning, lead to a level 1 Diploma with a range of further options including apprenticeships; iv) other proposals including introducing models of moderated teacher assessment in compulsory subjects to help raise standards across the curriculum; and introducing a 'pupil profile' for all 14 year old to record their cross-curricula achievements.
This report unveils proposals for the biggest programme of reform in the education and health support for children with special educational needs (SEN) and disabilities in 30 years. The Government wants to fundamentally reform the SEN system to address problems including: parents having to battle to get the support their child needs; SEN statements not joining up education, health and care support; children falling between the gaps in services or having to undergo multiple assessments; multiple layers of paperwork and bureaucracy adding delays to getting support, therapy and vital equipment; confusing and adversarial assessment process, with the perceived conflict of interest where the local authority must provide SEN support as well as assess children's needs; too many children are being over-identified as SEN, preventing them from achieving their potential because teachers have lower expectations of them. The Government proposes to: include parents in the assessment process and introduce a legal right, by 2014, to give them control of funding for the support their child needs; replace statements with a single assessment process and a combined education, health and care plan so that health and social services is included in the package of support; ensure assessment and plans run from birth to 25 years old; replace the existing complicated School Action and School Action Plus system with a simpler new school-based category to help teachers focus on raising attainment; overhaul teacher training and professional development; inject greater independence from local authorities in assessments; give parents a greater choice of school and the power to set up special free schools
This review by Reg Bailey, Chief Executive of Mothers' Union expresses the concerns at the commercialisation and sexualisation of childhood. We are all living in an increasingly sexual and sexualised culture and many parents feel that his culture is often inappropriate for their children. This leaves many feeling that children are being encouraged to grow up too quickly and that we don't allow them to be children. This is compounded in some new media where there is limited regulation. The review makes 14 recommendations covering 4 themes. The aims of these being: i) that sexualised images used in public places and on television, the internet, music videos and other places are more in line with what parents find acceptable, and that public space becomes more family-friendly; ii) that retailers do not sell or market inappropriate products or services for children; iii) that regulations protecting children from excessive commercial pressures are comprehensive and effective; and iv) that parents find it easier to voice their concerns, are listened to more readily when they so and have their concerns visibly acted on by businesses and regulators. Ultimately of course these recommendations need to be implemented by broadcasters, advertisers, retailers, other businesses and regulators within a reasonable timescale
This White Paper sets out the government's policies for the reform of higher education. The reforms seek to tackle three challenges (i) Putting higher education on a sustainable footing; (ii) Seeking to deliver a better student experience - that is, improvements in teaching, assessment, feedback and preparing the student for the world of work; (iii) Pushing for higher education institutions to take more responsibility for increasing social mobility. The Paper is divided into six chapters, with an annex. Chapter 1: Sustainable and fair funding; Chapter 2: Well-informed students driving teaching excellence; Chapter 3: A better student experience and better-qualified graduates; Chapter 4: A diverse and responsive sector; Chapter 5: Improved social mobility through fairer access; Chapter 6: A new, fit-for-purpose regulatory framework. By shifting public spending away from teaching grants and towards repayable tuition loans, the government believes higher education will receive the funding it needs whilst making savings on public expenditure. The reforms aim to deliver a more responsive higher education sector in which funding follows the decisions of learners and successful institutions are freed to thrive. Also, creating an environment in which there is a new focus on the student experience and the quality of teaching and in which further education colleges and other alternative providers are encouraged to offer a diverse range of higher education provision. The Government, through the Office for Fair Access (OFFA), will be introducing a National Scholarship Programme and will also increase maintenance grants and loans for nearly all students. New Technology Innovation Centres will also be rolled out followed by publication of an innovation and research strategy, exploring the roles of knowledge creation, business investment, skills and training.
