Developing countries have recently proved reluctant to participate in sovereign debt moratoria and debt relief initiatives. We argue that debtors' (non-)participation decisions can be understood through the lens of real options. Eligible countries compare the net benefits of participating in a debt relief initiative now with the value of waiting to potentially execute their participation option later, when they may have more information on the benefits and costs. We corroborate the real option framing with anecdotal evidence and through a survival analysis that exploits cross-country and time variation in the requests to participate in the Debt Service Suspension Initiative (DSSI), which provided temporary debt moratoria during the COVID-19 pandemic. Structured along the policy levers suggested by the real option framework, we discuss a number of ways in which participation in debt relief initiatives can be made more attractive to debtor countries.

This book examines the British and German approach to naval air power, describing the creation and development of the two naval air service organizations and doctrine. This work provides new insights as to how two naval air services were influenced by internal and political interventions, and how each was integrated into the organizational structures of the Royal Navy and the Kaiserlichemarine (KM). Both the Admiralty and the KM made substantial alterations to their organizations and doctrine in the process. Principal air doctrines employed are examined chronologically and the application of operational doctrine is described. While they adopted similar air doctrines, there were differences in operational doctrine, which they addressed according to their different requirements. This book is a comparative study about the development of organization and air power doctrine in the RNAS (Royal Naval Air Service) and the IGNAS (Imperial German Naval Air Service). It investigates public and political interventions and early concepts of air power, placing into context the factors which contributed to how naval theorists came to think about the best means of controlling its working medium, air space. Ultimately, it examines the similarities, and differences, between the RNAS and IGNAS understanding of naval air power, within the broader strategic and theoretical framework of their parent organizations. This book will be of great interest to students of air power, naval power, military history, strategic studies and IR in general.
This unique book investigates the extent tot which a taxpayer may invoke the freedom of movement within the Community in order to avoid national direct taxes. A Member State's right to protect its taxing authority and tax jurisdiction may collide with a Union citizen's right to free movement under Community law. The author shows what at the national level is viewed as abuse may often be viewed from an EC law perspective as invoking the Treaty freedoms. As his starting point, the author describes relevant Community law as it stands at present, whereby Member States are exclusively authorized to determine the types, tax bases, rates, and procedural aspects of direct taxes. He goes on to examine the possibilities offered by primary EC law to cross-border taxpayers who seek to avoid tax, basing his presentation on an in-depth analysis of the tax and non-tax case law of the Court of Justice of the European Communities. Among the issues raised in the course of the analysis are the following: applicability of each of the freedoms of the citizen, of goods, of workers, of establishment, of services, and of capital;tests entailed by Community law: the economic activity test, the artificiality test, and the substance test;the extent to which holding and letterbox companies may invoke the freedom of movement; andthe fiscal cohesion justification. The author describes the implicit concept of avoidance that the Court apparently uses by examining its tax and non-tax decisions in avoidance-like cases, thus offering a valuable discussion of whether the anti-abuse doctrine development by the Court is a principle of Community law.
