Jim Crow laws pervaded the south, reaching from the famous "separate yet equal" facilities to voting discrimination to the seats on buses. Agriculture, a key industry for those southern blacks trying to forge an independent existence, was not immune to the touch of racism, prejudice, and inequality. In Reaping a Greater Harvest, Debra Reid deftly spotlights the hierarchies of race, class, and gender within the extension service. Black farmers were excluded from cooperative demonstration work in Texas until the Smith-Lever Agricultural Extension act in 1914. However, the resulting Negro Division included a complicated bureaucracy of African American agents who reported to white officials, were supervised by black administrators, and served black farmers. The now-measurable successes of these African American farmers exacerbated racial tensions and led to pressure on agents to maintain the status quo. The bureau that was meant to ensure equality instead became another tool for systematic discrimination and maintenance of the white-dominated southern landscape. Historians of race, gender, and class have joined agricultural historians in roundly praising Reid's work.

While existing literature provides compelling evidence that women in public office make a difference, the relationship between descriptive and substantive representation of women in political institutions long the domain of men is neither simple nor certain. Embracing New Institutionalists' warnings of the dangers of studying behaviour in an institutional vacuum, this book uses two strikingly different yet consecutive congresses - the Democratically controlled 103rd Congress elected during the 'Year of the Woman' and the Republican-controlled 104th Congress elected during the 'Year of the Angry White Male' - as laboratories to explore the complexity of the relationship between women's presence and impact. In-depth interviews with hundreds of staff, lobbyists, and women members of Congress, along with other quantitative and archival data, are the foundation for case studies of three highly visible policy areas (reproductive rights, women's health, and health care policy) important to women, but with strikingly different outcomes across the two Congresses. The inquiry is quickly moved beyond the simple question 'Do women make a difference?' Dodson confronts the contested issues surrounding difference which often lurk beneath the surface - the probabilistic rather than deterministic relationship between descriptive and substantive representation of women, the contested legitimacy of women representing women, and the disagreement about what it means to represent women. The analysis moves the literature toward a better integrated understanding of how gendered forces at the individual, institutional, and societal levels combine to reinforce and redefine gendered relationships to power in the public sphere. Although the creation of the European Food Safety Authority (EFSA) in February 2002 can be viewed as an EU response to this crisis, it in fact represents an inevitable milestone in a body of food-specific European legislation and case law that has been growing for many years. The EFSA does, however, clearly establish food law as an autonomous branch of EU law. Botetourt is known for its agricultural production, as well as its natural resources: over the centuries, visitors have been drawn to the area's scenic beauty, healing springs, and trout-filled streams.
