Why has violence spiked in Latin America's contemporary democracies? What explains its temporal and spatial variation? Analyzing the region's uneven homicide levels, this book maps out a theoretical agenda focusing on three intersecting factors: the changing geography of transnational illicit political economies; the varied capacity and complicity of state institutions tasked with providing law and order; and organizational competition to control illicit territorial enclaves. These three factors inform the emergence of 'homicidal ecologies' (subnational regions most susceptible to violence) in Latin America. After focusing on the contemporary causes of homicidal violence, the book analyzes the comparative historical origins of weak and complicit public security forces and the rare moments in which successful institutional reform takes place. At the beginning of World War II, the United States and Mexico launched the bracero program, a series of labor agreements that brought Mexican men to work temporarily in U.S. agricultural fields. In Braceros, Deborah Cohen asks why these migrants provoked so much concern and anxiety in the United States and what the Mexican government expected to gain in participating in the program. Cohen creatively links the often-unconnected themes of exploitation, development, the rise of consumer cultures, and gendered class and race formation to show why those with connections beyond the nation have historically provoked suspicion, anxiety, and retaliatory political policies.
Deborah Levenson-Estrada provides the first comprehensive analysis of how urban labor unions took shape in Guatemala under conditions of state terrorism. In Trade Unionists against Terror, she explores how workers made sense of their struggle for rights in the face of death squads and other forms of violent opposition from the state. Levenson-Estrada focuses especially on the case of 400 workers at the Coca-Cola bottling plant in Guatemala City, who, in order to protect their union, successfully occupied the factory for over a year beginning in 1984 while the country was under a state of siege. According to Levenson-Estrada, religion provided the language of resistance, and workers who were engaged in what seemed to be a dead-end battle constructed an identity for themselves as powerful agents of change. Based on oral histories as well as documentary sources, Trade Unionists against Terror also illuminates complex relationships between urban popular culture, gender, family, and workplace activism in Guatemala.

Americans claim to care about character. Over four fifths want it taught in public schools, and 95 percent think that a president's character is important. And historically, philosophers, educators, politicians, religious leaders, judges, and the general public have agreed that character should be valued and reinforced. Yet in the United States, the institutions charged with that mission have consistently fallen short. Simply put, too little effort has been made to understand the importance of character and the strategies that can best develop and support it. After first exploring the history of the concept over time, Deborah Rhode turns her focus to the institutions that have traditionally fostered good character: families, schools, youth organizations, civic groups, and political organizations. However, as we have increasingly de-emphasized the subject-a trend that is most evident in our politics-our awareness of its shaping influence has waned. Indeed, we often focus on the wrong things when it comes to fostering good character. For instance, almost a third of the workforce is covered by licensing laws requiring good moral character, even occupations where the need for screening is not self-evident: florist, fortune teller, and frog farmers. Character also plays a pivotal role in the criminal justice system, in defining guilt, punishment, and eligibility for parole. All too often, these legal requirements are idiosyncratic, inequitable, and subject to race and class bias. Millions of Americans who have convictions for minor offenses are excluded from a vast range of occupations and benefits without evidence that such exclusion serves the public interest. We can do better, she stresses, and outlines a powerful program for reform. Rhode punctuates the book through a series of portraits of exemplary individuals whose good character made them who they were: Ida B. Wells, Jane Addams, Martin Luther King, Mother Teresa, Nelson Mandela, Albert Schweitzer, and Thurgood Marshall. All of these individuals had flaws, but through their commitments to both social justice and helping the less fortunate, they all demonstrate the power and importance of strong character.

The number of Hispanics living in Oregon has burgeoned over the past several decades. The number of Spanish-speaking churches in the state has also grown exponentially. However, most non-Hispanic Oregonians know very little about the Hispanic population. This lack of knowledge about Latinos, and about Hispanic ministries specifically, is found among academics and Anglo Protestants alike. This book is the result of my desire to provide information that will serve as a bridge between Spanish-speaking and English-speaking churches and facilitate understanding between groups in the broader population, and provide a well-documented study for the academy.

Through an intensive examination of photographs and engravings from European, Peruvian, and U.S. archives, Deborah Poole explores the role visual images and technologies have played in shaping modern understandings of race. Vision, Race, and Modernity traces the subtle shifts that occurred in European and South American depictions of Andean Indians from the late eighteenth to the early twentieth centuries, and explains how these shifts led to the modern concept of "racial difference." While Andean peoples were always thought of as different by their European describers, it was not until the early nineteenth century that European artists and scientists became interested in developing a unique visual and typological language for describing their physical features. Poole suggests that this "scientific" or "biological" discourse of race cannot be understood outside a modern visual economy. Although the book specifically documents the depictions of Andean peoples, Poole's findings apply to the entire colonized world of the nineteenth century. Poole presents a wide range of images from operas, scientific expeditions, nationalist projects, and picturesque artists that both effectively elucidate her argument and contribute to an impressive history of photography. This in-depth examination of one of the most controversial episodes in U.S.-Cuba relations sheds new light on the program that airlifted 14,000 unaccompanied children to the United States in the wake of the Cuban Revolution. Operation Pedro Pan is often remembered within the U.S. as an urgent “rescue” mission, but Deborah Shnookal points out that a multitude of complex factors drove the exodus, including Cold War propaganda and the Catholic Church’s opposition to the island’s new government. Shnookal illustrates how and why Cold War scare tactics were so effective in setting the airlift in motion, focusing on their context: the rapid and profound social changes unleashed by the 1959 Revolution, including the mobilization of 100,000 Cuban teenagers in the 1961 national literacy campaign. Other reforms made by the revolutionary government affected women, education, religious schools, and relations within the family and between the races. Shnookal exposes how, in its effort to undermine support for the revolution, the U.S. government manipulated the aspirations and insecurities of more affluent Cubans. She traces the parallel stories of the young “Pedro Pans” separated from their families—in some cases indefinitely—in what is often regarded in Cuba as a mass “kidnapping” and the children who stayed and joined the literacy brigades. These divergent journeys reveal many underlying issues in the historically fraught relationship between the U.S. and Cuba and much about the profound social revolution that took place on the island after 1959. In the night of 9 November the images of thousands of Eastern Germans pouring into Berlin security checkpoints at Bernauerstraße and West Berliners knocking the first brick out of the Wall literally travelled around the world. More than any other frontier, the division of Berlin as its physical representation epitomized in peoples mind the ultimate sign of the division of Europe into spheres of influence. More than any other event in Central Eastern Europe, the Berlin Walls demolition contributed to reshape both geographical maps and ideological camps. It is, therefore, not in the least surprising that these events captured the attention of millions of Europeans, ranging from present-day observers to prominent experts. Still, throughout the years, the main research focus has been either on the inner German dynamics or on the role played by the Superpowers. With the 30th anniversary of the fall of the Wall in the offing and an apparent creeping estrangement between Italy and Germany making the front page, the time is ripe for providing deeper insights into the reactions arising in Italy from the German events. How did the Italian vision of the German Question evolve? How did Rome perceive and react to the process leading to German unity? What kind of tools had the European integration process and the evolution of the Italian-German relations? How did Rome cope with the challenge issued by this acceleration of history? In answering these questions, the book goes far beyond the limitations imposed by a traditional diplomatic and foreign policy approach, embracing also the economic and cultural levels, as well as the mass media. In her research with transnational Mexicans, Deborah A. Boehm has often asked individuals: if there were no barriers to your movement between Mexico and the United States, where would you choose to live? Almost always, they desire the freedom to "come and go." Yet the barriers preventing such movement are many. Because of rigid U.S. immigration policies, Mexican immigrants often find themselves living long distances from family members and unable to easily cross the U.S.-Mexico border. Transnational Mexicans experience what Boehm calls "intimate migrations," flows that both shape and are structured by gendered and familial actions and interactions, but are always defined by the presence of the U.S. state. By showing how intimate relations direct migration, and by looking at kin and gender relationships through the lens of "illegality," Boehm sheds new light on the study of gender and kinship, as well as understandings of the state and transnational migration.

Clinical psychologists and neuropsychologists are traditionally taught that cognition is mediated by the cortex and that subcortical brain regions mediate the coordination of movement. However, this argument can easily be challenged based upon the anatomic organization of the brain. The relationship between the prefrontal cortex/frontal lobes and basal ganglia is characterized by loops from these anterior brain regions to the striatum, the globus pallidus, and the thalamus, and then back to the frontal cortex. There is also a cerebrocerebellar system defined by projections from the cerebral cortex to the pontine nuclei, to the cerebellar cortex and deep cerebellar nuclei, to the red nucleus and then back to thalamus and cerebral cortex, including all regions of the frontal lobes. Therefore, both the cortical-striatal and cortical-cerebellar projections are anatomically defined as re-entrant systems that are obviously in a position to influence not only motor behavior, but also cognition and affect. This represents overwhelming evidence based upon neuroanatomy alone that subcortical regions play a role in cognition. The first half of this book defines the functional neuroanatomy of cortical-subcortical circuitries and establishes that since structure is related to function, what the basal ganglia and cerebellum do for movement they also do for cognition and emotion. The second half of the book examines neuropsychological assessment. Patients with lesions restricted to the cerebellum and/or basal ganglia have been described as exhibiting a variety of cognitive deficits on neuropsychological tests. Numerous investigations have demonstrated that higher-level cognitive functions such as attention, executive functioning, language, visuospatial processing, and learning and memory are affected by subcortical pathologies. There is also considerable evidence that the basal ganglia and cerebellum play a critical role in the regulation of affect and emotion. These brain regions are an integral part of the brain’s executive system. The ability to apply new methodologies clinically is essential in the evaluation of disorders with subcortical pathology, including various developmental disorders (broadly defined to include learning disorders and certain psychiatric conditions), for the purpose of gaining greater understanding of these conditions and developing appropriate methodologies for treatment. The book is organized around three sources of evidence: neuroanatomical connections; patients with various disease processes; experimental studies, including various imaging techniques. These three sources of data present compelling evidence that the basal ganglia and cerebellum are involved in cognition, affect, and emotion. The question is no longer if these subcortical regions are involved in these processes, but instead, how they are involved. The book is also organized around two basic concepts: (1) the functional neuroanatomy of the basal ganglia and the cerebellum; and (2) how this relates to behavior and neuropsychological testing. Cognitive neuroscience is entering a new era as we recognize the roles of subcortical structures in the modulation of cognition.
