Civil wars vary greatly in their duration. This book argues that conflicts are longer when they involve more actors who can block agreement (veto players) and identifies specific problems that arise in multi-party bargaining. Quantitative analysis of over 200 civil wars since World War II reveals that conflicts with more of these actors last much longer than those with fewer. Detailed comparison of negotiations in Rwanda and Burundi demonstrates that multi-party negotiations present additional barriers to peace not found in two party conflicts. In addition, conflicts with more veto players produce more casualties, are more likely to involve genocide and are followed by shorter periods of peace. Because they present many barriers to peace, the international community has a poor track record of resolving multi-party conflicts. David Cunningham shows that resolution is possible in these wars if peace processes are designed to address the barriers that emerge in multi-party conflicts.

East Timor's violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence. In this major study, David Connery examines how the Australian Government - at the political and bureaucratic levels - developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

Countries will need to cooperate on policies that extend across borders to address issues that affect them all. In this report, the authors argue that the United States should increasingly look to international institutions -- the United Nations and regional organizations like the European Union, the African Union, and the Association of Southeast Asian Nations -- as partners in conflict prevention and peacemaking worldwide. These organizations can serve as a platform for developing and enforcing international norms; provide a source of legitimacy for diplomatic and military efforts; and aggregate the operational resources of their members, all of which can increase the ease and effectiveness of Americanpeacemaking efforts.
