This report presents guidelines on evaluating and implementing strategies to improve the skills of the transit industry's maintenance workforce in order to keep pace with evolving technology. The report is intended to help maintenance departments develop highly skilled, high-performance work organizations. Research was undertaken by Rand Corporation to assess technological demands, document current practices, and examine and propose new approaches to link maintenance-staffing practices with evolving technology to improve effectiveness. The areas addressed in the research included the range of programs currently in place, differences and similarities in current practice, analysis of major pitfalls and keys to success, an examination of vendor roles and responsibilities in training, and the effect of labor relations and work rules.
For the few hundred television viewers in 1946, a special treat on the broadcast schedule was the variety show called Hour Glass. It was the first TV program to go beyond talking heads, cooking demonstrations, and sporting events, featuring instead dancers, comics, singers, and long commercials for its sponsor, Chase and Sanborn coffee. Within two years, another variety show, Texaco Star Theatre, became the first true television hit and would be credited with the sales of thousands of television sets. The variety show formula was a staple of television in its first 30 years, in part because it lent itself to a medium where everything had to be live and preferably inside a studio. Most of the early television stars--including Jackie Gleason, Milton Berle, Sid Caesar, Ed Sullivan, Red Skelton, Dinah Shore, and Arthur Godfrey--rose to prominence through weekly variety shows. In the 1960s, major stars such as Jerry Lewis, Dean Martin, Judy Garland and Danny Kaye were hosting variety shows. By the 1970s, the format was giving way to sitcoms and dramas, but pop music stars Sonny and Cher, Tony Orlando and Dawn, and Donny and Marie Osmond hosted some of the last of the species. This book details 57 variety shows from the 1940s through the 1990s. A history of each show is first provided, followed by a brief look at each episode. Air date, guest stars, sketches performed, and a listing of songs featured are included.
This synthesis report will be of interest to transportation agency planners; design, construction, and maintenance engineers; and administrators, managers, economists, and other decisionmakers involved in programming highway pavement projects. This synthesis describes current practice with regard to road user and mitigation costs in highway pavement projects. Information for the synthesis was collected by surveying U.S. and Canadian transportation agencies and by conducting a literature search of both domestic and foreign publications. This report of the Transportation Research Board provides detailed information on the various methods employed by transportation agencies to estimate user costs. The advantages and disadvantages of each are reported. Information on the various components of user costs (that is, time related, vehicle operating, safety, and environmental costs) is also included. In addition, the study reports on the various mitigation strategies available to agencies to reduce user costs. Information is also provided on how user costs and mitigation strategies have been applied to evaluate different alternatives; and how uncertainties, political considerations, and quality control contribute to the decisionmaking process.
This synthesis report will be of interest to department of transportation (DOT) preconstruction engineering supervisors and program managers, contract administrators, and project managers. It will also be of interest to engineering consultants who do work for state DOTs. It describes current practice in contracting with consultants for DOT preconstruction engineering work. The synthesis documents the practices in all stages involved with obtaining consulting services, from the initial designation of projects for consultant work to project completion and acceptance procedures. The study also collected the views of selected consultants on DOT practices. Information for the synthesis was collected by surveying U. S. transportation agencies and by conducting a literature search. This report of the Transportation Research Board provides information on the history and trends in outsourcing of preconstruction engineering activities and compares current levels with those found a decade earlier. The steps in the procurement and management of consulting services are provided in detail. These include deciding on when and what to contract out and the selection, negotiation, and consultant management activities that follow. Finally, the appendixes contain numerous samples of collected forms and procedures used by a variety of states to accomplish this work.

The synthesis describes the current state of the practice for determining dynamic impact factors for bridges. Information for the synthesis was collected by surveying U.S. and Canadian transportation agencies and by conducting a literature search using domestic and foreign sources. This report of the Transportation Research Board documents relevant background and recent information with regard to vehicular dynamic load effects on bridges. It provides details on the basic concepts of bridge dynamics, including identification of the main variables affecting bridge dynamic response. In addition, current code provisions for accounting for vehicular dynamic load effects for new bridge design and load evaluation of existing bridges are reported, including a discussion on the background of the provisions. Finally, a discussion of observed field problems associated with vehicular dynamic load effects, as obtained from the survey, are included.

It describes the current practice for measuring in situ mechanical properties of pavement subgrade soils. The tests conducted to measure the mechanical properties of soil strength and stiffness are the primary topics, and these are discussed in the context of design procedures, factors affecting mechanical properties, and the variability of measurements. Information for the synthesis was collected by surveying U.S., Canadian, and selected European transportation agencies and by conducting a literature search. This TRB report provides information on existing and emerging technologies for static and dynamic, and destructive and nondestructive testing for measuring in situ mechanical properties of pavement subgrade soils. Correlations between in situ and laboratory tests are presented. The effects of existing layers on the measurement of subgrade properties, and soil spatial and seasonal variability are discussed. Most importantly, the use of soil properties in pavement design and evaluation are explained. New applications or improvements to existing test methods to support the use of mechanistic/stochastic-based pavement design procedures are also explained.
For scope, drama, and importance, the Atlanta Campaign was second only to Ulysses S. Grant’s Overland Campaign in Virginia. Despite its criticality and massive array of primary source material, it has lingered in the shadows of other campaigns and has yet to receive the treatment it deserves. Powell’s The Atlanta Campaign, Volume 1: Dalton to Cassville, May 1–19, 1864, the first in a proposed five-volume treatment, ends that oversight. Once Grant decided to go east and lead the Federal armies against Robert E. Lee’s Army of Northern Virginia, he chose William T. Sherman to do the same in Georgia against Joseph E. Johnston and his ill-starred Army of Tennessee. Sherman’s base was Chattanooga; Johnston’s was Atlanta. The grueling campaign opened on May 1, 1864. While Grant and Lee grappled with one another like wrestlers, Sherman and Johnston parried and feinted like fencers. Johnston eschewed the offensive while hoping to lure Sherman into headlong assaults against fortified lines. Sherman disliked the uncertainty of battle and preferred maneuvering. When Johnston dug in, Sherman sought his flanks and turned the Confederates out of seemingly impregnable positions in a campaign noted Civil War historian Richard M. McMurry dubbed “the Red Clay Minuet.” Contrary to popular belief Sherman did not set out to capture Atlanta. His orders were “to move against Johnston’s army, to break it up and to get into the interior of the enemy’s country . . . inflicting all the damage you can against their war resources.” No Civil War army could survive long without its logistical base, and Atlanta was vital to the larger Confederate war effort. As Johnston retreated, Southern fears for the city grew. As Sherman advanced, Northern expectations increased. This first installment of The Atlanta Campaign relies on a mountain of primary source material and extensive experience with the terrain to examine the battles of Dalton, Resaca, Rome Crossroads, Adairsville, and Cassville—the first phase of the long and momentous campaign. While none of these engagements matched the bloodshed of the Wilderness or Spotsylvania, each witnessed periods of intense fighting and key decision-making. The largest fight, Resaca, produced more than 8,000 killed, wounded, and missing in just two days. In between these actions the armies skirmished daily in a campaign its participants would recall as the “100 days’ fight.” Like Powell’s The Chickamauga Campaign trilogy, this multi-volume study breaks new ground and promises to be this generation’s definitive treatment of one of the most important and fascinating confrontations of the entire Civil War.
