Ohio’s Rufus P. Ranney embodied many of the most intriguing social and political tensions of his time. He was an anticorporate campaigner who became John D. Rockefeller’s favorite lawyer. A student and law partner of abolitionist Benjamin F. Wade, Ranney acquired an antislavery reputation and recruited troops for the Union army; but as a Democratic candidate for governor he denied the power of Congress to restrict slavery in the territories, and during the Civil War and Reconstruction he condemned Republican policies. Ranney was a key delegate at Ohio’s second constitutional convention and a two-time justice of the Ohio Supreme Court. He advocated equality and limited government as understood by radical Jacksonian Democrats. Scholarly discussions of Jacksonian jurisprudence have primarily focused on a handful of United States Supreme Court cases, but Ranney’s opinions, taken as a whole, outline a broader approach to judicial decision making. A founder of the Ohio State Bar Association, Ranney was immensely influential but has been understudied until now. He left no private papers, even destroying his own correspondence. In The Jacksonian Conservatism of Rufus P. Ranney, David M. Gold works with the public record to reveal the contours of Ranney’s life and work. The result is a new look at how Jacksonian principles crossed the divide of the Civil War and became part of the fabric of American law and at how radical antebellum Democrats transformed themselves into Gilded Age conservatives.

In this study of the role of taverns in the development of Massachusetts society, David Conroy brings into focus a vital and controversial but little-understood facet of public life during the colonial era. Concentrating on the Boston area, he reveals a popular culture at odds with Puritan social ideals, one that contributed to the transformation of Massachusetts into a republican society. Public houses were an integral part of colonial community life and hosted a variety of official functions, including meetings of the courts. They also filled a special economic niche for women and the poor, many of whom turned to tavern-keeping to earn a living. But taverns were also the subject of much critical commentary by the clergy and increasingly restrictive regulations. Conroy argues that these regulations were not only aimed at curbing the spiritual corruption associated with public houses but also at restricting the popular culture that had begun to undermine the colony's social and political hierarchy. Specifically, Conroy illuminates the role played by public houses as a forum for the development of a vocal republican citizenry, and he highlights the connections between the vibrant oral culture of taverns and the expanding print culture of newspapers and political pamphlets in the eighteenth century.

Hull Rifles looks at the 4th East Yorkshire Regiment during the Great War and examines the origins of the battalion and its history over the three years it fought in France and Belgium. The battalion was involved in some of the bloodiest battles of the war and suffered such high casualty rates in early 1918 that the unit ceased to exist, except in name. The men of the original battalion were Territorials, part-time soldiers who gave their free time to provide home defense during a war. Officially formed on 1 April 1908 as a result of the Haldane changes, the unit could trace its history back hundreds of years and was one of the oldest in the country. All the men were volunteers and held a full-time job. They had committed themselves to regular weekly training and a camp in the summer where they practised large-scale manoeuvres with other units. When the call came to volunteer for overseas service, 80 per cent came forward. Their ranks were quickly filled with new volunteers who were prepared to fight abroad. Volunteer numbers were high and quickly the overseas battalion was at full strength, as was a second for home service. A third battalion was also formed to provide replacements for the men at the Front. As well as fighting on the Western Front, a battalion was sent to guard Bermuda for the duration. The text uses letters, newspaper cuttings and the war diary to provide a detailed picture of a typical Territorial battalion at war. Also included are many previously unseen photographs, a nominal list of the men who volunteered before Christmas 1915, including a convicted murderer, awards, casualty details and lists of officers.

The study shows, rather disturbingly, that less progress has been made in judicial reform than in most other areas of institutional reform in these countries. The transition from socialism to capitalism requires a fundamental reorientation of legal and judicial institutions. This study reviews the environment preceding reforms, forces that provoked and supported them, and the reform agendas undertaken in these countries since 1990. Against this background, it exposes the impact of reforms, implementation gaps, and the underlying determinants of success and failure. The report examines how courts have performed, and reveals their impact on public opinion and the business environment. It provides insight into linkages among reforms as well as linkages between reforms and public demand for a fair judiciary. The authors show that while each country presents different challenges and opportunities, certain lessons apply in most settings. Their insights and data would be useful to policy makers, judicial personnel, and those involved in reforming judiciaries. The study draws on numerous data sources. These include the World Bank, the European Bank for Reconstruction and Development (EBRD, the American Bar Association-Central European and Eurasian Law Initiative (ABA-CEELI), the World Values Survey, the World Economic Forum, and the University of Strathclyde.
