Confronting insurgent violence in Iraq and Afghanistan, the U.S. military has recognized the need to “re-learn” counterinsurgency. But how has the Department of Defense with its mixed efforts responded to this new strategic environment? Has it learned anything from past failures? In The New Counterinsurgency Era, David Ucko examines DoD’s institutional obstacles and initially slow response to a changing strategic reality. Ucko also suggests how the military can better prepare for the unique challenges of modern warfare, where it is charged with everything from providing security to supporting reconstruction to establishing basic governance—all while stabilizing conquered territory and engaging with local populations. After briefly surveying the history of American counterinsurgency operations, Ucko focuses on measures the military has taken since 2001 to relearn old lessons about counterinsurgency, to improve its ability to conduct stability operations, to change the institutional bias against counterinsurgency, and to account for successes gained from the learning process. Given the effectiveness of insurgent tactics, the frequency of operations aimed at building local capacity, and the danger of ungoverned spaces acting as havens for hostile groups, the military must acquire new skills to confront irregular threats in future wars. Ucko clearly shows that the opportunity to come to grips with counterinsurgency is matched in magnitude only by the cost of failing to do so.
Despite attracting headlines and hype, insurgents rarely win. Even when they claim territory and threaten governmental writ, they typically face a military backlash too powerful to withstand. States struggle with addressing the political roots of such movements, and their military efforts mostly just "mow the grass," yet, for the insurgent, the grass is nonetheless mowed-and the armed project must start over. This is the insurgent's dilemma: the difficulty of asserting oneself, of violently challenging authority, and of establishing sustainable power. In the face of this dilemma, some insurgents are learning new ways to ply their trade. With subversion, spin and disinformation claiming centre stage, insurgency is being reinvented, to exploit the vulnerabilities of our times and gain new strategic salience for tomorrow. As the most promising approaches are refined and repurposed, what we think of as counterinsurgency will also need to change. The Insurgent's Dilemma explores three particularly adaptive strategies and their implications for response. These emerging strategies target the state where it is weak and sap its power, sometimes without it noticing. There are options for response, but fresh thinking is urgently needed-about society, legitimacy and political violence itself.

This volume describes the results of the Longstones Project , a joint-universities programme of excavation and survey designed to develop a fuller understanding of the context and dynamics of monument construction in the later Neolithic (3rd millennium BC) of the Avebury region, Wiltshire. Several elements of this internationally important prehistoric monument complex were investigated: an early-mid 3rd millennium BC enclosure at Beckhampton; the recently re-discovered Beckhampton Avenue and Longstones Cove; a section of the West Kennet Avenue; the Falkner's stone circle; and the Cove within Avebury's Northern Inner Circle. The research sheds new light on the complexities and development of this monument rich area and consideration is given to the questions of how and why ceremonial centres such as that at Avebury came into being in the 3rd millennium BC. The importance of understanding the agency - the affective and perceived inherent qualities - of materials and landscapes is stressed; and the unusual character of the Wessex monument complexes is highlighted by comparison with the format and sequences of other ceremonial centres in southern Britain. The second part of the monograph tracks the later, post-prehistoric, lives of Avebury's megalithic monuments including a detailed account of the early 18th-century records of the Beckhampton Avenue made by the antiquary William Stukeley.

Learning to Forget analyzes the evolution of US counterinsurgency (COIN) doctrine over the last five decades. Beginning with an extensive section on the lessons of Vietnam, it traces the decline of COIN in the 1970s, then the rebirth of low intensity conflict through the Reagan years, in the conflict in Bosnia, and finally in the campaigns of Iraq and Afghanistan. Ultimately it closes the loop by explaining how, by confronting the lessons of Vietnam, the US Army found a way out of those most recent wars. In the process it provides an illustration of how military leaders make use of history and demonstrates the difficulties of drawing lessons from the past that can usefully be applied to contemporary circumstances. The book outlines how the construction of lessons is tied to the construction of historical memory and demonstrates how histories are constructed to serve the needs of the present. In so doing, it creates a new theory of doctrinal development.

The counterinsurgency (COIN) paradigm dominates military and political conduct in contemporary Western strategic thought. It assumes future wars will unfold as "low intensity" conflicts within rather than between states, requiring specialized military training and techniques. COIN is understood as a logical, effective, and democratically palatable method for confronting insurgency—a discrete set of practices that, through the actions of knowledgeable soldiers and under the guidance of an expert elite, creates lasting results. Through an extensive investigation into COIN's theories, methods, and outcomes, this book undermines enduring claims about COIN's success while revealing its hidden meanings and effects. Interrogating the relationship between counterinsurgency and war, the authors question the supposed uniqueness of COIN's attributes and try to resolve the puzzle of its intellectual identity. Is COIN a strategy, a doctrine, a theory, a military practice, or something else? Their analysis ultimately exposes a critical paradox within COIN: while it ignores the vital political dimensions of war, it is nevertheless the product of a misplaced ideological faith in modernization.

It considers Darwinism in some depth, concentrating on the relationship between natural selection and cultural change. These include concepts such as incidental domestication, specialized domestication, and agricultural domestication. Almost every great figure in nineteenth-century Britain, from Thomas Carlyle to William Gladstone to Charles Darwin, read histories of ancient Egypt and argued about their content. Egypt became a focal point in disputes over the nature of human origins, the patterns underlying human history, the status and purpose of the Bible, and the cultural role of the classics. By examining both the chronology of place-names in 'thorp' and 'throp' and their qualifying elements (notably the presence or absence of personal names), it appears possible to chart both the speed at which arable enterprises farmed in severalty converted to communal cultivation as well as the direction in which the changes spread. Every military must prepare for future wars despite not really knowing the shape such wars will ultimately take. As former U.S. Secretary of Defense Robert Gates once noted: "We have a perfect record in predicting the next war. We have never once gotten it right." In the face of such great uncertainty, militaries must be able to adapt rapidly in order to win. Adaptation under Fire identifies the characteristics that make militaries more adaptable, illustrated through historical examples and the recent wars in Iraq and Afghanistan. Authors David Barno and Nora Bensahel argue that militaries facing unknown future conflicts must nevertheless make choices about the type of doctrine that their units will use, the weapons and equipment they will purchase, and the kind of leaders they will select and develop to guide the force to victory. Yet after a war begins, many of these choices will prove flawed in the unpredictable crucible of the battlefield. For a U.S. military facing diverse global threats, its ability to adapt quickly and effectively to those unforeseen circumstances may spell the difference between victory and defeat. Barno and Bensahel start by providing a framework for understanding adaptation and include historical cases of success and failure. Next, they examine U.S. military adaptation during the nation's recent wars, and explain why certain forms of adaptation have proven problematic. In the final section, Barno and Bensahel conclude that the U.S. military must become much more adaptable in order to address the fast-changing security challenges of the future, and they offer recommendations on how to do so before it is too late.
The discipline of Egyptology has been criticized for being too insular, with little awareness of the development of archaeologies elsewhere. It has remained theoretically underdeveloped. For example the role of Ancient Egypt within Africa has rarely been considered jointly by Egyptologists and Africanists. Egypt's own view of itself has been neglected; views of it in the ancient past, in more recent times and today have remained underexposed. Encounters with Ancient Egypt is a series of eight books which addresses these issues. The books interrelate, inform and illuminate one another and will appeal to a wide market including academics, students and the general public interested in archaeology, egyptology, anthropology, architecture, design and history. This book addresses some of the main themes of the study of Egypt during the nineteenth and twentieth centuries. In a combination of case studies and discursive chapters, the status of Egypt as an important example of traditional Orientalist scholarship, and as an ancient model of imperialism itself, is examined. Contributions range from studies of nineteenth century antiquarianism, and the collecting of Egyptian antiquities as an extension of the territorial ambitions and rivalries of the European powers, to explorations of how Egypt is understood and interpreted in contemporary societies.
