Water at the Surface of the Earth: An Introduction to Ecosystem Hydrodynamics provides an introduction to the ways in which biological, physical, cultural, and urban systems at the surface of the earth operate, with a particular focus on the hydrodynamics of ecosystems, i.e., water and its association with other forms of matter, including pollutants, and with several forms of energy. The chapter sequence in this book follows the downward progress of water from the lower atmosphere, through ecosystems at the earth's surface, through the soil and mantle rock, to the ""waters under the earth."" In other words, the book begins with input of water to ecosystems, then describes how it is processed in these systems, and ends with the liquid water yield from them. The book first discusses storms in the atmosphere. These are systems that convert inflows of water vapor into outflows of raindrops and snowflakes that are precipitated to the underlying surface. This is followed by separate chapters on how water is delivered from the atmosphere to surface ecosystems; water budgets at the surface and in the soil; evaporation from these systems back to the atmosphere; water in the local air and rocks; and horizontal movement of water transformed by ecosystems where the preceding storages and fluxes were located.

This is the first global study of the single most important intellectual and artistic movement in Brazilian cultural history before Modernism. The Indianist movement, under the direct patronage of the Emperor Pedro II, was a major pillar of the Empire's project of state-building, involving historians, poets, playwrights and novelists in the production of a large body of work extending over most of the nineteenth century. Tracing the parallel history of official indigenist policy and Indianist writing, Treece reveals the central role of the Indian in constructing the self-image of state and society under Empire. He aims to historicize the movement, examining it as a literary phenomenon, both with its own invented traditions and myths, and standing at the interfaces between culture and politics, between the Indian as imaginary and real. As this book demonstrates, the Indianist tradition was not merely an example of Romantic exoticism or escapism, recycling infinite variations on a single model of the Noble Savage imported from the European imaginary. Instead, it was a complex, evolving tradition, inextricably enmeshed with the contemporary political debates on the status of the indigenous communities and their future within the post-colonial state. These debates raised much wider questions about the legacy of colonial rule-the persistence of authoritarian models of government, the social and political marginalization of large numbers of free but landless Brazilians, and above all the maintenance of slavery. The Indianist stage offered the Indian alternately as tragic victim and exile, as rebel and outlaw, as alien to the social pact, as mother or protector of the post-colonial Brazilian family, or as self-sacrificing ally and voluntary slave.

This paper presents a conceptual framework for water accounting and provides generic terminologies and procedures to describe the status of water resource use and consequences of water resources related actions. The framework applies to water resource use at three levels of analysis: a use level such as an irrigated field or household, a service level such as an irrigation or water supply system, and a water basin level that may include several uses. Water accounting terminology and performance indicators are developed and presented with examples at all the three levels. Concepts and terminologies presented are developed to be supportive in a number of activities including: identification of opportunities for water savings and increasing water productivity; developing a better understanding of present patterns of water use and impacts of interventions; improving communication among professionals and communication to non-water professionals; and improving the rationale for allocation of water among uses. It is expected that with further application, these water accounting concepts will evolve into a robust, supporting methodology for water basin analysis.

Considering the case of Rudolf Nureyev, Caute pours cold water on overheated speculations about KGB plots to injure him and other defecting dancers. Turning to painting, where socialist realism prevailed in Russia, and the impressionist heritage was condemned, Caute explores the paradox of Picasso's membership of the French Communist Party. Re-assessing the extent of covert CIA patronage of abstract expressionism (Pollock, De Kooning), Caute finds that the CIA's role has been much exaggerated, likewise the dominance of the New York School. Caute challenges some recent, one-dimensional, American accounts of 'Cold War culture', which ignore not only the Soviet performance but virtually any cultural activity outside the USA. The West presented its cultural avant-garde as evidence of liberty, even through monochrome canvases and dodecaphonic music appealed only to a minority audience. Soviet artistic standards and teaching levels were exceptionally high, but the fear of freedom and innovation virtually guaranteed the moral defeat which accelerated the collapse of the Soviet Union.

In this study, satellite remote sensing and geographic information system (GIS) techniques were used to analyze the agricultural performance and sustainability of the Bhakra Irrigation System in India. The results demonstrate the synergy possible from applying satellite remote sensing and GIS to evaluate trends in rising water tables and salinity, which are two important threats to the sustainability of irrigation systems, and the cost-effectiveness of these techniques as diagnostic tools for irrigation system improvement.

The methodology used identifies the quantities and productivity of various uses of water within a basin. This information is then used to identify the water-saving potential, and the means of improving the productivity of the managed supplies.

This is one those rare prefaces in which the author need not attempt to justify, or apologize for, the addition of another book to an already over burdened field. There is certainly no plethora of serious studies on inter national organization in general, and almost none dealing with the administrative aspects of such organization. More precisely, the author is not aware of a single comprehensive treatment of the finances of any international political organization, past or present. Over the years, many former Secretariat members of the League, the United Nations, and their affiliated agencies have come forth with either memoirs or general commentaries on their organizations. And frequently these works have included revealing, but brief, passages dealing with budg etary questions, yet none has dealt with these questions in any detailed or thorough fashion. It is unfortunate that this is so. Not that the fate of the world rides on the United Nations budget, or that matters of peace and war will be determined by the dollars and cents of the Secretary-General's estimates. Yet questions of real importance to many of the world's citizens are decided in the budgetary struggle.
