In this report, RAND researchers assess the potential future production levels, production costs, greenhouse gases, and other environmental implications of synthetic crude oil from oil sands and fuels produced via coal liquefaction relative to conventional petroleum-based transportation fuels. The findings indicate the potential cost-competitiveness of these alternative fuels and potential economic-environmental trade-offs from their deployment.
The volume of freight transported in the United States is expected to double in the next 30 years. An increased use of rail freight could allow the supply chain to accommodate these increased volumes while minimizing highway congestion and improving energy efficiency in the transportation sector. Shippers and policymakers are concerned that the existing infrastructure--much diminished after decades of track abandonment--lacks sufficient capacity to accommodate the increased demand for rail freight. This report draws from publicly available data on the U.S. railroad industry to provide observations about rail infrastructure capacity and performance in freight transportation. Railroads have improved their productivity in the past three decades, mitigating immediate concerns about capacity, but concerns about future capacity constraints appear to be justified. Insufficient data exist to determine whether rail performance is now stable, significantly declining, or improving. The railroad system is privately owned and operated, but there is a public role for easing rail capacity constraints because private decisions about transportation investment and freight shipping have public consequences for safety and the environment. A better understanding of the public and private cost trade-offs between shipping freight by truck and by rail is needed. Improvements to data quality and freight-modeling tools will improve the ability for policymakers to better target public investment in the rail freight transportation system.
Carbon capture and storage (CCS) is the process of capturing carbon dioxide (CO2) prior to its being emitted into the atmosphere, then either using it in a commercial application or storing it in geological formations for hundreds to thousands of years. If policies aimed at large reductions of CO2 emissions from industrial sources and power plants are enacted, more CCS will be needed. RAND researchers explored the ability of the industrial base supporting the transportation and storage of CO2 to expand, assessing the industrial base for transportation and injection for CO2 for both geologic storage and enhanced oil recovery. They also identified and quantified the activities, equipment, and labor required for transporting CO2 to an injection site, using it in oil recovery, and storing it in a geologic formation. RAND developed four scenarios for future CCS development and determined that under most of them, significant expansion of geologic storage capacity is required after 2025, and that based on current activities, it appears that the industrial base supporting the development of geologic storage has the ability to meet increased needs for CO2 storage.

Policymakers have become increasingly concerned in recent years about the possibility of future maritime terrorist attacks. Though the historical occurrence of such attacks has been limited, recognition that maritime vessels and facilities may be particularly vulnerable to terrorism has galvanized concerns. In addition, some plausible maritime attacks could have very significant consequences, in the form of mass casualties, severe property damage, and attendant disruption of commerce. Understanding the nature of maritime terrorism risk requires an investigation of threats, vulnerabilities, and consequences associated with potential attacks, as grounded both by relevant historical data and by intelligence on the capabilities and intentions of known terrorist groups. These risks also provide the context for understanding government institutions that will respond to future attacks, and particularly so with regard to the U.S. civil justice system. In principle, civil liability operates to redistribute the harms associated with legally redressable claims, so that related costs are borne by the parties responsible for having caused them. In connection with maritime terrorism, civil liability creates the prospect that independent commercial defendants will be held responsible for damages caused by terrorist attacks. This book explores risks and U.S. civil liability rules as they may apply in the context of these types of attacks.
Large U.S. coal reserves and viable technology make promising a domestic industry producing liquid fuels from coal. Weighing benefits, costs, and environmental issues, a productive and robust U.S. strategy is to promote a limited amount of early commercial experience in coal-to-liquids production and to prepare the foundation for managing associated greenhouse-gas emissions, both in a way that reduces uncertainties and builds future capabilities.

The founding idea of “America” has been based largely on the expected sweeping away of Native Americans to make room for EuroAmericans and their cultures. In this authoritative study, David L. In January 2004, spurred by the events of September 11, 2001, the U.S. Department of Homeland Security inaugurated a new system for the tracking of foreign visitors at ports of entry to the United States: the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) program. US-VISIT incorporates new technology, processes, and changes to immigration law across multiple federal departments and agencies. The technological aspects of US-VISIT include biometric visas, passports, and scanning equipment; linked databases; and the recording of the arrival and departure of nonimmigrant aliens. The US-VISIT information systems link several databases, including a watch list of known immigration violators and other criminals, a system for storing information on foreign students, and a database of previous visa holders. It is being implemented in four increments, with the first initiated in January 2004, and the final configuration of the system available near the end of the decade. Building on previous RAND research, this paper discusses some of the policy issues raised by the introduction and development of US-VISIT. Such issues include the program's effect on national security, personal privacy, and trade and tourism. Informing this analysis is a comparative case study of visa requirements instituted by France in the late 1980s and early 1990s in direct response to terrorist attacks.
