Every modern democracy in our increasingly complex world must confront a fundamental problem: how should politicians manage police, ensuring that they act in the public interest while avoiding the temptation to utilize them in a partisan manner? Drawing on first-hand experiences from six democracies, the authors describe how frequently disagreements arise between politicians and police commanders, what issues are involved, and how they are resolved.Governing the Police is organized into three parts: the intellectual and governmental context of democratic governance; the experience of chief officers in that relationship; and the reflections on lessons learned. Instead of describing practices within each individual country, it compares them across countries, developing generalizations about practices, explanations for differences, and assessments of success in managing the police/political relationship.Focusing mainly on the daily, informal interactions between politicians and police as they balance their respective duties, this book compares the experiences and opinions of chief police officers in Australia, Britain, Canada, India, New Zealand, and the United States. By examining the experiences of important officials, the authors explain how the balance between accountability and independence can be managed and what challenges leaders face. The authors conclude by posing well-informed recommendations for improving police governance.

In this book, Moyer provides a perspective beyond the standard DSM-5 diagnoses and even the very concept of mental illness. The stove-piped diagnoses dominating current medical practices are obsolete. While the medical establishment resists the need for major reformation, the public is beginning to demand science-based diagnoses and treatments. Here Moyer outlines deficiencies in current diagnostic systems that consign many to a lifetime of chronic illness. Their illnesses are not being properly diagnosed and treated. Since the publication of Beyond Mental Illness in 2014, a plethora of academic research in some of the best journals has validated some of his hypotheses. The key for more effective treatments is not to be found in drugs that mitigate downstream biological processes. The key is to identify and treat the diagnosable and treatable upstream biological processes.

The first few years of a child' s life sets the pattern for many issues associated with quality of life. Although intervention may at later stages enhance quality oflife, it is in these first years thatthe attitudes and systems of society can have long lasting effects. The early years are increasingly seen as the province of the educator and in children with disabilities, special education. They are already recognized as the province of the health professional. Here we attempt to take a different line re-inforcing the idea that child and family are the interacting system we serve. The needs are often multidisciplinary, but we need to recognize context as the critical marker. Thus assessment needs tobe linked to program mes and therefore programmes themselves have tobe evaluated, and environmental issues underlined. In particular the contribu tion from those with sociological interests are noted. Intervention, whether it be psychological or educational, is frequently and ideally placed in the hands of parents or the nearest caregiver. The African subspecies Apis mellifera scutellata (formerly adansonii) was introduced into South America in 1956 with the intent of cross-breeding it with other subspecies of bees already present in Brazil to obtain a honey bee better adapted to tropical conditions. Shortly after its introduction, some of the African stock became established in the feral population around Sao Paulo, Brazil, and spread rapidly through Brazil. It has since migrated through most of the neotropics, displacing and/or hybridizing with the previously imported subspecies of honey bees. Africanized bees have been stereotype d as having high rates of swarming and absconding, rapid colony growth, and fierce defensivebehavior. As they have spread through the neotropics they have interacted with the human population, disrupting apiculture and urban activities when high levels of defensive behavior are expressed.
