A Brookings Institution Press and Lincoln Institute of Land Policy publication Since the demise of urban renewal in the early 1970s, the politics of large-scale public investment in and around major American cities has received little scholarly attention. In Mega-Projects, Alan Altshuler and David Luberoff analyze the unprecedented wave of large-scale (mega-) public investments that occurred in American cities during the 1950s and 1960s; the social upheavals they triggered, which derailed large numbers of projects during the late 1960s and early 1970s; and the political impulses that have shaped a new generation of urban mega-projects in the decades since. They also appraise the most important consequences of policy shifts over this half-century and draw out common themes from the rich variety of programmatic and project developments that they chronicle. The authors integrate narratives of national as well as state and local policymaking, and of mobilization by (mainly local) project advocates, with a profound examination of how well leading theories of urban politics explain the observed realities. The specific cases they analyze include a wide mix of transportation and downtown revitalization projects, drawn from numerous regions—most notably Boston, Denver, Los Angeles, New York City, Chicago, Atlanta, Dallas, Portland, and Seattle. While their original research focuses on highway, airport, and rail transit programs and projects, they draw as well on the work of others to analyze the politics of public investment in urban renewal, downtown retailing, convention centers, and professional sports facilities. In comparing their findings with leading theories of urban and American politics, Altshuler and Luberoff arrive at some surprising findings about which perform best and also reveal some important gaps in the literature as a whole. In a concluding chapter, they examine the potential effects of new fiscal pressures, business mobilization to relax environmental constraints, and security concerns in the wake of September 11. And they make clear their own views about how best to achieve a balance between developmental, environmental, and democratic values in public investment decisionmaking. The Potawatomi Indians were the dominant tribe in the region of Wisconsin, Illinois, Indiana, and southern Michigan during the seventeenth and early eighteenth centuries. Active participants in the fur trade, and close friends with many French fur traders and government leaders, the Potawatomis remained loyal to New France throughout the colonial period, resisting the lure of the inexpensive British trade goods that enticed some of their neighbors into alliances with the British. During the colonial wars Potawatomi warriors journeyed far to the south and east to fight alongside their French allies against Braddock in Pennsylvania and other British forces in New York. As French fortunes in the Old Northwest declined, the Potawatomis reluctantly shifted their allegiance to the British Crown, fighting against the Americans during the Revolution, during Tecumseh’s uprising, and during the War of 1812. The advancing tide of white settlement in the Potawatomi lands after the wars brought many problems for the tribe. Resisting attempts to convert them into farmers, they took on the life-style of their old friends, the French traders. Raids into western territories by more warlike members of the tribe brought strong military reaction from the United States government and from white settlers in the new territories. Finally, after great pressure by government officials, the Potawatomis were forced to cede their homelands to the United States in exchange for government annuities. Although many of the treaties were fraudulent, government agents forced the tribe to move west of the Mississippi, often with much turmoil and suffering. This volume, the first scholarly history of the Potawatomis and their influence in the Old Northwest, is an important contribution to American Indian history. Many of the tribe’s leaders, long forgotten, such as Main Poc, Siggenauk, Onanghisse, Five Medals, and Billy Caldwell, played key roles in the development of Indian-white relations in the Great Lakes region. The Potawatomi experience also sheds light on the development of later United States policy toward Indians of many other tribes.

This synthesis describes the remedial technologies that may be available to transportation agencies faced with the regulatory responsibility to clean or remediate petroleum-contaminated soils in the vadose zone (unsaturated soils above the groundwater table) at a particular site as well as the state of the practice within the agencies. This report of the Transportation Research Board describes the applicability and cost-effectiveness of alternate technologies to remediate petroleum-contaminated soil. Practices currently being used by state transportation agencies to remediate petroleum-contaminated soils, both on site and off site are also described. This summary of transportation agency practice complements the limited telephone survey of soil remediation techniques that was performed in preparing NCHRP Report 351, Hazardous Wastes in Highway Rights-of-Way.

Lincoln's Censor examines the effect of government suppression on the Democratic press in Indiana during the spring of 1863. Indiana's Democratic newspaper editors were subject to Milo S. Hascall's General Order Number Nine, which proclaimed that all newspaper editors and public speakers that encouraged resistance to the draft or any other war measure would be treated as traitors. Brigadier General Hascall, commander of the District of Indiana, was amplifying General Order Number Thirty-eight of Major General Ambrose Everts Burnside, the commander of the Department of the Ohio. Burnside's order declared that criticism of the president and the war effort was tantamount to "declaring sympathies with the enemy." Eleven Democratic newspapers in Indiana faced suspension." "The author found that Democratic newspapers in majority Republican counties were more likely to face suppression, even if constraints on the Democratic press were more necessary in majority Democratic counties. The second edition of Gas Chromatography and Mass Spectrometry: A Practical Guide follows the highly successful first edition by F.G. Kitson, B.S. Larsen, and C.N. McEwen (1996), which was designed as an indispensible resource for GC/MS practitioners regardless of whether they are a novice or well experienced. The Fundamentals section has been extensively reworked from the original edition to give more depth of an understanding of the techniques and science involved with GC/MS. Even with this expansion, the original brevity and simple didactic style has been retained. Information on chromatographic peak deconvolution has been added along with a more in-depth understanding of the use of mass spectral databases in the identification of unknowns. Since the last edition, a number of advances in GC inlet systems and sample introduction techniques have occurred, and they are included in the new edition. Other updates include a discussion on fast GC and options for combining GC detectors with mass spectrometry. The section regarding GC Conditions, Derivatization, and Mass Spectral Interpretation of Specific Compound Types has the same number of compound types as the original edition, but the information in each section has been expanded to not only explain some of the spectra but to also explain why certain fragmentations take place. The number of Appendices has been increased from 12 to 17. The Appendix on Atomic Masses and Isotope Abundances has been expanded to provide tools to aid in determination of elemental composition from isotope peak intensity ratios. An appendix with examples on "Steps to follow in the determination of elemental compositions based on isotope peak intensities" has been added. Appendices on whether to use GC/MS or LC/MS, third-party software for use in data analysis, list of information required in reporting GC/MS data, X+1 and X+2 peak relative intensities based on the number of atoms of carbon in an ion, and list of available EI mass spectral databases have been added. Others such as the ones on derivatization, isotope peak patterns for ions with Cl and/or Br, terms used in GC and in mass spectrometry, and tips on setting up, maintaining and troubleshooting a GC/MS system have all been expanded and updated. - Covers the practical instruction necessary for successful operation of GC/MS equipment - Reviews the latest advances in instrumentation, ionization methods, and quantitation - Includes troubleshooting techniques and a variety of additional information useful for the GC/MS practitioner - A true benchtop reference - A guide to a basic understanding of the components of a Gas Chromatograph-Mass Spectrometer (GC-MS) - Quick References to data interpretation - Ready source for information on new analyses

Only 15 years ago a conference on dietary fiber, let alone an international conference, would have been considered an extremely unlikely, and in fact an unthinkable, event. Yet in recent years a number of such conferences have taken place at the international level and in different parts of the world; the conference of which the present volume is an outgrowth is the second to have been held in Washington, D. C. This extraordinary development of interest in a hitherto largely neglected component of diet has been reflected by a veritable explosion of scientific literature, with published articles increasing 40-fold, from around ten to over 400 per year, within the decade 1968-1978. Not only has the growth of interest in and knowledge of fiber made it perhaps the most rapidly developing aspect of nutritional science in recent history if not in all time, but epidemiologic studies relating fiber intake to disease patterns, subsequently broadened to include other food components, have been largely responsible for the current concept of diseases characteristic of modern Western culture and lifestyle. The potential importance of this realization is forcefully underlined by the considered judgment of Thomas MacKeown, epidemiologist and medical historian of Birmingham University, England.

On this occasion a former colleague exclaimed back in 1990: "How can you write 250 pages on the knapsack problem?" Indeed, the definition of the knapsack problem is easily understood even by a non-expert who will not suspect the presence of challenging research topics in this area at the first glance. However, in the last decade a large number of research publications contributed new results for the knapsack problem in all areas of interest such as exact algorithms, heuristics and approximation schemes. Moreover, the extension of the knapsack problem to higher dimensions both in the number of constraints and in the num ber of knapsacks, as well as the modification of the problem structure concerning the available item set and the objective function, leads to a number of interesting variations of practical relevance which were the subject of intensive research during the last few years. Hence, two years ago the idea arose to produce a new monograph covering not only the most recent developments of the standard knapsack problem, but also giving a comprehensive treatment of the whole knapsack family including the siblings such as the subset sum problem and the bounded and unbounded knapsack problem, and also more distant relatives such as multidimensional, multiple, multiple-choice and quadratic knapsack problems in dedicated chapters.

Making sense of this status ambiguity remains the key methodological and theoretical challenge facing status research in international relations scholarship. In The Grammar of Status Competition, Paul David Beaumont tackles this puzzle head on by making a strength out of status' widely acknowledged slipperiness. Given that states, statesmen, and citizens care about and pursue status despite its difficulty to assess, Beaumont argues that we can study international status hierarchies through these actors' attempts to grapple with this same status ambiguity. The book thus redirects inquiry toward the theories of international status (TIS) that governments and citizens themselves produce and use to make sense of their state's position in the world.
