In this adventure-filled memoir, Joaquin Jackson recalls what it was like to be the Ranger who responded when riots threatened, violence erupted, and criminals needed to be brought to justice across a wide swath of the Texas-Mexico border from 1966 to 1993. Jackson has dramatic stories to tell. Defying all stereotypes, he was the one Ranger who ensured a fair election—and an overwhelming win for La Raza Unida party candidates—in Zavala County in 1972. He followed legendary Ranger Captain Alfred Y. Allee Sr. into a shootout at the Carrizo Springs jail that ended a prison revolt and left him with nightmares. He captured “The See More Kid,” an elusive horse thief and burglar who left clean dishes and swept floors in the houses he robbed. He investigated the 1988 shootings in Big Bend’s Colorado Canyon and tried to understand the motives of the Mexican teenagers who terrorized three river rafters and killed one. He even helped train Afghan mujahedin warriors to fight the Soviet Union. Jackson’s tenure in the Texas Rangers began when older Rangers still believed that law need not get in the way of maintaining order, and concluded as younger Rangers were turning to computer technology to help solve crimes. Accusations of partisan bias in Presidential election coverage are suspect at best and self-serving at worst. They are generally supported by the methodology of instance confirmation, tainted by the hostile media effect, and based on simplistic visions of how the news media are organized. Media Bias in Presidential Election Coverage 1948-2008 by Dave D’Alessio, is a revealing analysis that shows the news media have four essential natures: as journalistic entities, businesses, political actors, and property, all of which can act to create news coverage biases, in some cases in opposing directions. By meta-analyzing the results of 99 previous examinations of media coverage of Presidential elections from 1948 to 2008, D’Alessio reveals that coverage has no aggregate partisan bias either way, even though there are small biases in specific realms that are generally insubstantial. Furthermore, while publishers used to control coverage preferences, this practice has become negligible in recent years. Media Bias proves that, at least in terms of Presidential election coverage, The New York Times is not the most liberal paper in America and the Fox News channel is substantially more conservative in news coverage than the broadcast networks. Finally, Media Bias in Presidential Election Coverage 1948-2008 predicts that no amount of evidence will cause political candidates to cease complaining about bias because such accusations have both strategic potential in campaigns and an undeniable utility in ego defense.

Jochen Peiper was a Colonel in the Waffen SS. One of the wars more divisive men who was accused and convicted of more than 900 murders yet he walked free after only a few years in prison, why? This book covers his whole life, from his humble beginnings in Berlin to his rise to full Colonel in the SS, and his participation in numerous campaigns in Europe and the Eastern Front. The story leads to the war crimes trial held in Dachau in 1946, the results of that trial, and the use of coercion and dubious interrogation methods leading up to it. Many guilty men walked free and many innocent men remained in jail. Others who were clearly guilty and named were never prosecuted at all. Rules were dismissed and what was supposed to be a shining example of justice became an embarrassing mess. If Peiper and his men were guilty of the crimes convicted of, why were the sentences never carried out? Thoroughly researched using original archived documents and other material this book sheds new light on an old story.

This book does not tell a story. Instead, it is about stories. Or rather, in technical terms, it is about scenarios. Scenarios of system behavior. It con centrates on reactive systems, be they software or hardware, or combined computer-embedded systems, including distributed and real-time systems. We propose a different way to program such systems, centered on inter object scenario-based behavior. The book describes a language, two tech niques, and a supporting tool. The language is a rather broad extension of live sequence charts (LSCs), the original version of which was proposed in 1998 by W. Damm and the first-listed author of this book. The first of the two techniques, called play-in, is a convenient way to 'play in' scenario based behavior directly from the system's graphical user interface (QUI). The second technique, play-out, makes it possible to execute, or 'play out', the behavior on the QUI as if it were programmed in a conventional intra object state-based fashion. All this is implemented in full in our tool, the Play-Engine. The book can be viewed as offering improvements in some ofthe phases of known system development life cycles, e.g., requirements capture and anal ysis, prototyping, and testing. However, there is a more radical way to view the book, namely, as proposing an alternative way to program reactivity, which, being based on inter-object scenarios, is a lot closer to how people think about systems and their behavior.

Why do states still need diplomats? Despite instantaneous electronic communication and rapid global travel, the importance of ambassadors and embassies has in many ways grown since the middle of the nineteenth century. However, in theories of international relations, diplomats are often neglected in favor of states or leaders, or they are dismissed as old-fashioned. David Lindsey develops a new theory of diplomacy that illuminates why states find ambassadors indispensable to effective intergovernmental interaction. He argues that the primary diplomatic challenge countries face is not simply communication—it is credibility. Diplomats can often communicate credibly with their host countries even when their superiors cannot because diplomats spend time building the trust that is vital to cooperation. Using a combination of history, game theory, and statistical analysis, Lindsey explores the logic of delegating authority to diplomats. He argues that countries tend to appoint diplomats who are sympathetic to their host countries and share common interests with them. Ideal diplomats hold political preferences that fall in between those of their home country and their host country, and they are capable of balancing both sets of interests without embracing either point of view fully. Delegated Diplomacy is based on a comprehensive dataset of more than 1,300 diplomatic biographies drawn from declassified intelligence records, as well as detailed case studies of the U.S. ambassadors to the United Kingdom and Germany before and during World War I. It provides a rich and insightful account of the theory and practice of diplomacy in international relations.
