During and after the Cultural Revolution, radical leaders in the Chinese Communist Party tried to mobilize rural society for socioeconomic and political changes and move rural China to even higher stages of collectivism. David Zweig argues that because advocates of agrarian radicalism formed a minority group within China's central leadership, they acted in opposition to the dominant moderate forces and resorted to alternative strategies to mobilize support for their unofficial policies. The limited institutionalization of the system allowed the radicals to promote their principles through "policy winds," speeches generated by newspaper articles, networks of political allies, and organized visits; they also linked their policies to ongoing political and economic campaigns. In spite of this radical ideology and frequent upheavals in the countryside, Zweig finds that Chinese peasants had no ideological affinity for Mao's theory of the continuing revolution and reacted to each policy change on the basis of how it affected their personal, family, or collective interests. Despite intense propaganda, cadres adjusted the impact of these radical policies so that the peasants' conservative mindset, entrepreneurial spirit, and desire to improve their own lot remained intact. Zweig examines the local realities of the radicals' program by describing the results of specific policies; he discriminates among the responses of officials at different bureaucratic levels, peasants of varying income levels and family structures, and villages with specific geographic and socioeconomic characteristics. He draws on his own field research in Chinese villages and interviews with Chinese college students and their friends who had lived in the countryside and emigrès in Hong Kong who had lived and worked in rural China.

A non-Marxist who came to sympathize with the Communists, Fei was gradually constrained in his activities after the Revolution until, in the 1950s, a massive propaganda campaign vilified him as a bourgeois rightist intellectual. Almost twenty years of silence and disgrace followed. Following the death of Mao, Fei suddenly reemerged as a leader in the effort to revitalize the social sciences in China. The story of Fei's life told here is, in a sense, the story of Westernized intellectuals in China at a time of peasant revolution. His writings enunciate the views of a sensitive observer of Chinese and Western society during that period of dramatic change.

Civil war and other types of radical domestic upheaval are replacing international war as the preeminent threat to American security and economic well-being, according to Steven R. David. Catastrophic Consequences argues that civil conflicts are of even greater importance than deliberate efforts to harm the United States because the damage they inflict is unintended and therefore impossible to deter. David examines the prospects for and potential aftereffects of instability in four nations vital to U.S. national interests: Saudi Arabia, Pakistan, China, and Mexico. It is not a rising China that threatens America, but one that is falling apart. Likewise, the United States should not worry over a hostile Pakistani regime, but rather one that cannot keep the country together. Similarly, a conflict-torn Mexico or Saudi Arabia poses a far greater danger to America than does either of those states growing stronger. In assessing these threats, David contends that the United States’s only viable option is to view other-state civil upheaval similarly to natural disasters and to develop a coherent, effective emergency response mechanism, which does not exist today in any systemic, nationwide form. “David is not a doomsayer or an advocate or liberal interventionism. He does not argue that the United States can or should mediate in civil wars. The current second edition has integrated a large set of new data that have been published in numerous scientifc studies and meta-analyses over the past few years. Unfortunately, the harmful sequelae of tobacco smoking are played down by the ind- try and politicians in many industrialized countries. However, about 800,000 people/year in the EU die from the immediate consequences of smoking. The particularly insidious feature of tobacco consumption is that smoking-attributable harmful effects on health do not generally become apparent until three or four decades after smoking initiation. Although some positive changes in the legislative handling of tobacco have appeared in the past fve years, we still need to form a pact, sealed by politicians, the medical prof- sionals, teachers and the media, to target the problem across nations. In this respect, a minority of countries, including the US and the UK, have given positive examples. There are four areas that need to be improved in future: (1) strict bans on tobacco adv- tisement on a global level, (2) better measures to protect against side-stream (passive) smoke exposure, (3) establishment of prevention programs, especially for children and (4) tre- ment of tobacco addiction.

A homicide committed by a mentally disordered person who is under the care of health service professionals is a shocking event. Otherwise known as a 'patient homicide', these incidents are followed by an investigation into the care and treatment received by the perpetrator. These investigations are often regarded as a way to 'learn lessons', establish accountability and provide catharsis to families and the public. The book argues however that patient homicide events and the circumstances in which they occur are communicated about within closed systems of life (eg law, medicine). These systems operate according to unique internal logics. The communications produced by these systems, nevertheless, resonate in society and enable a diverse and complex space of governance to emerge – a space of governance in which universal understandings about patient homicides, health care, public safety and risk are unachievable. The Scottish Government initiated reform of their patient homicide investigation procedures in 2017 and plans to reform patient homicide investigations in England are slowly germinating. This original and compelling book is therefore a timely and important contribution. It concludes that health policy makers should re-evaluate their normative commitments to patient homicide risk reduction in a world of disharmony, objection and resistance.

To what extent can contemporary socialist economies be reformed by the introduction of markets? The question is usually debated in either a Chinese or an East European context; this collection of eleven essays is unique in taking the first steps toward a comparative analysis. Twenty years of experience with reforms in Hungary and a decade of experimentation with reforms in China proivde a critical mass of evidence for analyzing the problems endemic to cnetrally planned economies and the dilemmas faced in efforts to reform them. In reflecting on the Chinese and East European experiences, these essays trace the shift from a conception of reform as a mix of planning and makrets within the state sector to a socialist mixed economy with implications for the emergence of new social groups and autonomous social organizations. The essays exemplify a new perspective in the study of state socialism that changes the focus from ideologies to economic institutions, examining how the activities of subordinate groups place limits on the power of state elites. The authors include scholars who have shaped debates in Eastern Europe and whose work is now stimulating much discussion in China, as well as representatives of a younger generation of economists, sociologists, and political scientists writing on the basis of field research recently conducted in factories, cities, and villages in China and Eastern Europe. The contributors are: Wlodzimierz Brus, Walter D. Connor, Zhiren Lin, Victor Nee, Susan Shirk, David Stark, Ivan Szelenyi, and Martin King Whyte.
