The story of U. S. nuclear testing between 1945 and 1963 is a vivid and exciting one, but also one of profound importance. It is a story of trailblazing scientific progress, weapons of mass destruction, superpower rivalry, accidents, radiological contamination, politics, and diplomacy. The testing of weapons that defined the course and consequences of the Cold War was itself a crucial dimension to the narrative of that conflict. Further, the central question - Why conduct nuclear tests? - was fully debated among American politicians, generals, civilians, and scientists, and ultimately it was victory for those who argued in favor of national security over diplomatic and environmental costs that normalized nuclear weapons tests. A History of U. S. Nuclear Testing and Its Influence on Nuclear Thought, 1945–1963 is an examination of this question, beginning with the road to normalization and, later, de-normalization of nuclear testing, leading to the Nuclear Test Ban Treaty in 1963. As states continue to pursue nuclear weaponry, nuclear testing remains an important political issue in the twenty-first century.
The rising prevalence of dementia in the population continues to pose a serious public health challenge in both the developed and the developing world. An important milestone in medicine has been the recent completion of the Human Genome Project. The identification of 30,000 genes and their regulatory proteins provides the framework for understanding the metabolic basis of disease. This advance has also laid the foundation for a broad range of genomic tools that have opened the way for targeted genetic testing in a number of medical disorders. This book is designed to be the first major text to discuss genomics-based advances in disease susceptibility, diagnosis, prognostication, and prediction of treatment outcomes in various areas of medicine. After building a strong underpinning in the basic concepts of genomics, the authors of this book, all leaders in the field, proceed to discuss a wide range of clinical areas and the applications now afforded by genomic analysis.

This publication is intended to provide for the non-specialist a fresh look at provincial tax reform options and opportunities. Part I begins with the basic principles of tax reform, considering alternative objectives and general options in tax design. Part II examines the current differences among provincial economic circumstances and the tax structures. Part III deals with the process and implications of federal tax reform, from the 1987 proposals to the GST draft legislation.
This book provides a comprehensive analysis of the Organisation for Economic Cooperation and Development’s (OECD) war on offshore tax evasion. The authors explain the new emerging regulatory regimes on the global exchange of information to combat offshore tax evasion and analyse why Automatic Exchange of Information (AEOI) is not a “magic bullet” solution. Chapters include coverage of the Foreign Account Tax Compliance Act (FATCA), AEOI and the Common Reporting Standards (CRS), and the unprecedented extra-territorial enforcement by the United States of its tax and reporting laws, including the FBAR provisions of the Bank Secrecy Act. These new legal regimes directly impact nearly all financial institutions and financial service providers in the U.S., U.K., EU, Canada, and each of the 132 member jurisdictions of the OECD’s Global Forum, as well as 8 million U.S. expats. In light of The Panama Papers, this book offers a timely and valuable contribution on the prevalence and costs of international tax evasion for the global financial community, policy-makers, and practitioners alike.

In developing his interpretation, Brundage also provides new information and fresh insights on a variety of topics: the role of Irish nationalism in the Knights of Labor, the meanings of working-class temperance, the origins of syndicalist theory, the impact of populism on the working class, and the roots of the trade union-Democratic party alliance that came to dominate the twentieth-century labor movement.
In 1966 the Canadian government announced the abrupt termination of a longstanding conditional grant relationship with the provinces in the domain of technical and vocational education. It sought to substitute a radically new arrangement whereby it would purchase occupational training for adults as an integral part of an over-all manpower policy. This book examines what ensued with particular reference to the province of Ontario and offers unique insights into the conduct of federal-provincial relations from the level of first ministers through that of operating officials down to the grass roots of individual Canadian communities. It also assesses the opportunities and limitations attendant upon a major departure in manpower policy. By focusing on the role of public servants with quite distinct professional orientations – economists and educationists – the book yields new insights into the contribution of appointed specialists to policy development.
This book provides a comprehensive review of both the theoretical development and empirical study of the concept of cultural intelligence. A review of previous work on cross-cultural competence provides an historical backdrop against which the two main theories of cultural intelligence are presented. These two approaches, as well as the assessments derived from them, are compared and evaluated. Issues associated with the measurement of cultural intelligence are examined in detail. An important feature of the review of the empirical work on cultural intelligence is that results are discussed in terms of the relationship of the four sub dimensions of the Cultural Intelligence Scale (CQS) and also that results using the Short Form Cultural Intelligence Scale (SFCQ) and other measures of the concept are included. The review of empirical work includes studies that cast cultural intelligence as an antecedent, as a dependent variable, and as a moderator and a mediator. Cultural intelligence at the group and organizational levels are also discussed. Finally, this review sets the stage for a discussion of appropriate future directions in the study of cultural intelligence. Scholars in organizational psychology interested in the concept of cultural intelligence will find this an essential guide.
A collection of unconventional voices, BEYOND ECONOMIC EFFICIENCY IN UNITED STATES TAX LAW articulates alternative approaches to traditional economic analysis that provide a fuller understanding of tax law. Twelve original essays shed new light on classical tax theory by demonstrating that efficiency should not be the sole mechanism for examining the merits of the U.S. tax system. Factors such as race, gender, ethics, fairness, social justice, and political theory, to name a few should play a vital role in the design of the tax system. Reliance upon the myth that markets function solely by reference to efficiency concerns can be expected to result in a poorly functioning tax regime. Covering a broad range of topics including healthcare, housing, theories of justice, wealth transfer taxation, taxation as regulation, international taxation, state and local taxation, retirement security, and the charitable tax exemption this trail-blazing anthology scrutinizes the tax code along many neglected lines of analysis, including fairness, redistribution, organizational behavior and hierarchy, and social justice.

Canada's House of Commons has come under considerable attack in recent years. Many critics have contended that the House has been unresponsive to public opinion, and that its party leaders have too much control, while leaving individual MPs essentially powerless. The House has also faced challenges by the courts since the introduction of the Charter, a powerful bureaucracy equipped with specialized knowledge, and new telecommunications systems that are redefining the transfer of information. Through an examination of academic, judicial, political, and legal commentary, The People's House of Commons explores the role of the House as a public institution. While addressing much of the criticism that has been levelled at the House, David E. Smith considers the competing political models and inherent tensions and their affect on public understanding. Smith maintains that court decisions are transforming the political system from one dominated by parties to one that promotes individual participation. He argues that reforms such as fixed election dates or stronger parliamentary committees have constitutional significance since their implementation would alter the practice of responsible government, which for more than a century has been a party government. A definitive work by one of Canada's foremost experts in the field of political science, The People's House of Commons explores the ramifications of many of the changes currently being proposed to Canada's political system, with particular reference to their affect on prerogative power, parliamentary privilege, party discipline, bicameralism, and the role of the opposition.

A Pulitzer Prize–winning, searing account of the 1898 white supremacist riot and coup in Wilmington, North Carolina. By the 1890s, Wilmington was North Carolina’s largest city and a shining example of a mixed-race community. It was a bustling port city with a burgeoning African American middle class and a Fusionist government of Republicans and Populists that included black aldermen, police officers and magistrates. There were successful black-owned businesses and an African American newspaper, The Record. But across the state—and the South—white supremacist Democrats were working to reverse the advances made by former slaves and their progeny. In 1898, in response to a speech calling for white men to rise to the defense of Southern womanhood against the supposed threat of black predators, Alexander Manly, the outspoken young Record editor, wrote that some relationships between black men and white women were consensual. His editorial ignited outrage across the South, with calls to lynch Manly. But North Carolina’s white supremacist Democrats had a different strategy. They were plotting to take back the state legislature in November “by the ballot or bullet or both,” and then use the Manly editorial to trigger a “race riot” to overthrow Wilmington’s multi-racial government. Led by prominent citizens including Josephus Daniels, publisher of the state’s largest newspaper, and former Confederate Colonel Alfred Moore Waddell, white supremacists rolled out a carefully orchestrated campaign that included raucous rallies, race-baiting editorials and newspaper cartoons, and sensational, fabricated news stories. With intimidation and violence, the Democrats suppressed the black vote and stuffed ballot boxes (or threw them out), to win control of the state legislature on November 8th. Two days later, more than 2,000 heavily armed Red Shirts swarmed through Wilmington, torching the Record office, terrorizing women and children, and shooting at least sixty black men dead in the streets. The rioters forced city officials to resign at gunpoint and replaced them with mob leaders. Prominent blacks—and sympathetic whites—were banished. Hundreds of terrified black families took refuge in surrounding swamps and forests. This brutal insurrection is a rare instance of a violent overthrow of an elected government in the United States. It halted gains made by blacks and restored racism as official government policy, cementing white rule for another half century. It was not a “race riot,” as the events of November 1898 came to be known, but rather a racially motivated rebellion launched by white supremacists. In Wilmington’s Lie, Pulitzer Prize–winner David Zucchino uses contemporary newspaper accounts, diaries, letters and official communications to create a gripping and compelling narrative that weaves together individual stories of hate and fear and brutality. This is a dramatic and definitive account of a remarkable but forgotten chapter of American history.
This first volume of the Official History studies the background to privatisation, and the privatisations of the first two Conservative Governments led by Margaret Thatcher from May 1979 to June 1987. First commissioned by the then Prime Minister Tony Blair as an authoritative history, this volume addresses a number of key questions: To what extent was privatisation a clear policy commitment within the Thatcher Governments of the 1980s - or did Government simply stumble on the idea? Why were particular public corporations sold early in the 1980s and other sales delayed until well into the 1990s? What were the privatisation objectives and how did they change over time, if at all? How was each privatisation planned and executed, how were different City advisers appointed and remunerated, what precise roles did they play? How was each privatisation administered; in what ways did the methods evolve and change and why? How were sale prices determined? Which government departments took the lead role; what was the input of the Treasury and Bank of England; and what was the relationship between Ministers and civil servants? The study draws heavily from the official records of the British Government to which the author was given full access and from interviews with leading figures involved in each of the privatisations – including ex-Ministers, civil servants, business and City figures, as well as academics that have studied the subject. This new official history will be of much interest to students of British political history, economics and business studies.
How do parties with official opposition status influence Canadian politics? Across the Aisle is an innovative examination of the theory and practice of opposition in Canada, both in Parliament and in provincial legislatures. Extending from the pre-Confederation era to the present day, it focuses on whether Canada has developed a coherent tradition of parliamentary opposition. David E. Smith argues that Canada has in fact failed to develop such a tradition. He investigates several possible reasons for this failure, including the long dominance of the Liberal party, which arrested the tradition of viewing the opposition as an alternative government; periods of minority government induced by the proliferation of parties; the role of the news media, which have largely displaced Parliament as a forum for commentary on government policy; and, finally, the increasing popularity of calls for direct action in politics. Readers of Across the Aisle will gain a renewed understanding of official opposition that goes beyond Stornoway and shadow cabinets, illuminating both the historical evolution and recent developments of opposition politics in Canada.

This edition collects both volumes of Modernity Britain for the first time Following Austerity Britain and Family Britain, the third volume in David Kynaston's landmark social history of post-war Britain 'Triumphant ... A historian of peerless sensitivity and curiosity about the lives of individuals' Financial Times 'This superb history captures the birth pangs of modern Britain ... It is a part of Kynaston's huge achievement that such moments of insight and pleasure should accompany what has become a monumental history of our recent past' The Times ____________________ David Kynaston's history of post-war Britain has so far taken us from the radically reforming Labour governments of the late 1940s in Austerity Britain and through the growing prosperity of Family Britain's more placid 1950s. Now Modernity Britain 1957–62 sees the coming of a new Zeitgeist as Kynaston gets up close to a turbulent era in which the speed of social change accelerated. The late 1950s to early 1960s was an action-packed, often dramatic time in which the contours of modern Britain began to take shape. These were the 'never had it so good' years, when the Carry On film series got going, and films like Room at the Top and the first soaps like Coronation Street and Z Cars brought the working class to the centre of the national frame; when CND galvanised the progressive middle class; when 'youth' emerged as a cultural force; when the Notting Hill riots made race and immigration an inescapable reality; and when 'meritocracy' became the buzz word of the day. In this period, the traditional norms of morality were perceived as under serious threat (Lady Chatterley's Lover freely on sale after the famous case), and traditional working-class culture was changing (wakes weeks in decline, the end of the maximum wage for footballers). The greatest change, though, concerned urban redevelopment: city centres were being yanked into the age of the motor car, slum clearance was intensified, and the skyline became studded with brutalist high-rise blocks. Some of this transformation was necessary, but too much would destroy communities and leave a harsh, fateful legacy. This profoundly important story of the transformation of Britain as it arrived at the brink of a new world is brilliantly told through diaries, letters newspapers and a rich haul of other sources and published in one magnificent paperback volume for the first time.
