This book is based on the papers presented at the conference on "Mecha nisms of DNA Damage and Repair: Implications for Carcinogenesis and Risk Assessment," held at the National Bureau of Standards on June 2-7, 1985, This volume deals with mechanisms of DNA damage and repair at the molecular level; consequences of unrepaired or misrepaired damage, with major emphasis on carcinogenesis; drugs which bind selectively to altered and potentially damaging DNA sequences; and potential utilization of DNA damage as an endpoint for assessing risks of UV light, ionizing radiations, chemicals, drugs, and hazardous agents in foods. Because the induction of mutations by radiation and genotoxic chemicals has been observed to follow one-hit kinetics in some instances, it is generally assumed that any level of exposure to a DNA-damaging agent may increase the risk of genetic disease or cancer in an exposed population. At the same time, however, there is evidence that although the DNA of living cells is continually damaged by natural background radiation, free radicals, and other naturally occurring processes, most of the damage is normally repaired.

The current second edition has integrated a large set of new data that have been published in numerous scientifc studies and meta-analyses over the past few years. Unfortunately, the harmful sequelae of tobacco smoking are played down by the ind- try and politicians in many industrialized countries. However, about 800,000 people/year in the EU die from the immediate consequences of smoking. The particularly insidious feature of tobacco consumption is that smoking-attributable harmful effects on health do not generally become apparent until three or four decades after smoking initiation. Although some positive changes in the legislative handling of tobacco have appeared in the past fve years, we still need to form a pact, sealed by politicians, the medical prof- sionals, teachers and the media, to target the problem across nations. In this respect, a minority of countries, including the US and the UK, have given positive examples. There are four areas that need to be improved in future: (1) strict bans on tobacco adv- tisement on a global level, (2) better measures to protect against side-stream (passive) smoke exposure, (3) establishment of prevention programs, especially for children and (4) tre- ment of tobacco addiction.

When the Constitution Act of 1867 was enacted, section 93 guaranteed certain educational rights to Catholics and Protestants in Quebec, but not to any others. Over the course of the next century, the Jewish community in Montreal carved out an often tenuous arrangement for public schooling as “honorary Protestants,” based on complex negotiations with the Protestant and Catholic school boards, the provincial government, and individual municipalities. In the face of the constitution’s exclusionary language, all parties gave their compromise a legal form which was frankly unconstitutional, but unavoidable if Jewish children were to have access to public schools. Bargaining in the shadow of the law, they made their own constitution long before the formal constitutional amendment of 1997 finally put an end to the issue. In Honorary Protestants, David Fraser presents the first legal history of the Jewish school question in Montreal. Based on extensive archival research, it highlights the complex evolution of concepts of rights, citizenship, and identity, negotiated outside the strict legal boundaries of the constitution.
