The global economic crisis has required governments across the globe to reconsider their spending priorities. It is within this demanding economic context that higher education systems have been steadily restructured with in many ways the English model in the vanguard of change. This book focuses in particular upon the policy of removing almost entirely public support for the payment of student fees. This has emerged from a steady process of change, which has broad political support and is underwritten by the idea that higher education is now seen more as a private than a public, good. As this shift has occurred (not a new innovation but rather a return to what once prevailed as more of a market in English higher education) so the relationship between government and the higher education has evolved with the latter now attempting to steer the development of the system through a state-regulated market. The book has a strong comparative dimension that draws upon US higher education to illustrate both the possible advantages and potential hazards to the marketization strategy. It concludes that any such strategy needs to be accompanied by state regulation if it is to function effectively, particularly to stimulate price competition, encourage innovation from new entrants, and provide consumer protection for students paying high fees.

To Michael David-Fox, Soviet history was shaped by interactions across its borders. By reexamining conceptions of modernity, ideology, and cultural transformation, he challenges the polarizing camps of Soviet exceptionalism and shared modernity and instead strives for a theoretical and empirical middle ground as the basis for a creative and richly textured analysis. This book proposes a novel approach to practising social and political analysis based on the role of logics. The authors articulate a distinctive perspective on social science explanation that avoids the problems of scientism and subjectivism by steering a careful course between lawlike explanations and thick descriptions. Drawing upon hermeneutics, poststructuralism, psychoanalysis, and post-analytical philosophy, this new approach offers a particular set of logics – social, political and fantasmatic – with which to construct critical explanations of practices and regimes. While the first part of the book critically engages with lawlike, interpretivist and causal approaches to critical explanation, the second part elaborates an alternative grammar of concepts informed by an ontological stance rooted in poststructuralist theory. In developing this approach, a number of empirical cases are included to illustrate its basic concepts and logics, ranging from the apartheid regime in South Africa to recent changes in higher education. In January 1942, Soviet press photographers came upon a scene like none they had ever documented. That day, they took pictures of the first liberation of a German mass atrocity, where an estimated 7,000 Jews and others were executed at an anti-tank trench near Kerch on the Crimean peninsula. Dmitri Baltermants, a photojournalist working for the Soviet newspaper Izvestiia, took photos that day that would have a long life in shaping the image of Nazi genocide in and against the Soviet Union. Presenting never before seen photographs, Grief: The Biography of a Holocaust Photograph shows how Baltermants used the image of a grieving woman to render this gruesome mass atrocity into a transcendentally human tragedy. David Shneer tells the story of how that one photograph from the series Baltermants took that day in 1942 near Kerch became much more widely known than the others, eventually being titled "Grief." Baltermants turned this shocking wartime atrocity photograph into a Cold War era artistic meditation on the profundity and horror of war that today can be found in Holocaust photo archives as well as in art museums and at art auctions. Although the journalist documented murdered Jews in other pictures he took at Kerch, in "Grief" there are likely no Jews among the dead or the living, save for the possible NKVD soldier securing the site. Nonetheless, Shneer shows that this photograph must be seen as an iconic Holocaust photograph. Unlike images of emaciated camp survivors or barbed wire fences, Shneer argues, the Holocaust by bullets in the Soviet Union make "Grief" a quintessential Soviet image of Nazi genocide.

This is a full-length political biography of John W. E. Thomas (1847-1899), the first African American to serve in the Illinois General Assembly and the leading Illinois African American politician in the years after the Civil War. Long forgotten by the public and historians alike, Thomas led a fascinating career which included opening the first school for African Americans in Chicago, serving three terms in the Illinois General Assembly, successfully passing the first Civil Rights Act in Illinois, and chairing two Illinois "colored conventions" in the 1880s.
