When a family's problems become so severe that traditional community resources are unable to help them effectively, caseworkers are usually advised to place children outside the home. Family preservation services such as Homebuilders are designed to give caseworkers and families another option: services that are more intensive, accessible, flexible, and goal-oriented than conventional supports. Instead of relieving family pressure by removing a child, the approach described here adds resources to alleviate pressure and to facilitate the development of a nurturing environment for children within the context of the family. Whereas crisis intervention attempts to resolve immediate problems their approach enables the family to function better after the crisis than before. In addition to their obvious social benefits, family preservation services are cost effective. Straightforward and practice-oriented, Keeping Families Together profiles the kinds of families that are assisted by prevention services such as this, tracing the salient features of its innovative approach to crisis intervention, its organizational features, and its knowledge and research base. Rich in actual examples drawn from family practice, this book will be of great interest to beginning students as well as practitioners in family and children's services. The book is also intended for those who are considering beginning their own Family Preservation Services to evaluate whether or not the approach will be a good fit for them, to become aware of some of the complexities of program design and training so that they can make informed decisions. When the book first appeared, Contemporary Psychology said that it "speaks for itself as a wonderful description of how to be of help to families in crisis." Jill Kinney is executive director of Home, Safe, a private Seattle, Washington nonprofit corporation begun in 1992 to develop and implement innovative approaches to helping families throughout the United States. David Haapala co-founded the Homebuilders program with Jill Kinney, and has provided consultation to such diverse groups as Universal Studios, Hollywood, California; Ute Indian Nation, Ute Mountain, Towaoc, Colorado; and Community Services of Victoria, Melbourne, Australia. Charlotte Booth is executive director of Homebuilders and executive director of the Institute for Family Development.

Child abuse policy in the United States contains dangerous contradictions, which have only intensified as the public slowly accepted it as a middle class problem. One contradiction is the rapidly expanding child abuse industry (made up of enterprising psychotherapists and attorneys) which is consuming enormous resources, while thousands of poor children are seriously injured or killed, many while being "protected" by public agencies. This "rediscovery" has also led to the frenzied pursuit of offenders, resulting in the sacrifice of some innocent people. Moreover, the media's focus on the sensational details of high-visibility sexual abuse cases has helped to trivialize, if not commercialize, the child abuse problem. As such, child abuse has gone from a social problem to a social spectacle. By the 1980s the child welfare system had become a virtual "nonsystem," marked by a staggering turnover of staff, unmanageable caseloads, a severe shortage of funding, and caseloads composed of highly dysfunctional families (many with drug-related problems). To make room for these families, public agencies rationed services by increasingly screening-out child abuse reports which contained little likelihood of serious bodily harm. In The Politics of Child Abuse in America, the authors argue that child abuse must be viewed as a public safety problem. This redefinition would make it congruent with other family-based social trends, including the crackdown on domestic violence. Children must have the same legal protection currently extended to physically and sexually abused women. This can be done by creating a "Children's Authority," which would have the overall charge for protecting children. Specifically, Children's Authorities would have the responsibility for providing the six main functions of child protection: investigation, enforcement, placement services, prevention and education, family support, and research and development. Offering a unique perspective on the cold reality of this crisis, The Politics of Child Abuse in America will be a provocative work for social workers and human service personnel, as well as the general reader concerned with this timely issue.

l RNA tumor viruses have become increasingly utilized in studies of cellular transformation and gene regulation. The genes of retroviruses exist in two forms; as extrachromosomal, RNA-containing, infectious particles and as DNA pro 2 viruses stably associated with cell genes. Components from the extracellular form can be collected in large quantity and purified for the preparation of molec ular probes. These probes can be used to dissect the sequence of events required for the establishment and expression of the integrated form. Furthermore the 2 genomes of retroviruses originated from normal cell genes, genes called virogenes • The nucleic acid and protein probes isolated from these viruses are therefore useful for studying the nature and expression of this normal cell gene and in elucidating the physiological role of its products. RNA tumor viruses perhaps offer us one of the most complete sets of biochemical reagents and biological responses for examining gene regulation in vertebrates and for studying the consequences of aberrant gene regulation on cell growth in tissue culture and in animals. Further more, there is an increasing conviction that virogenes play an important role in normal development and/or differentiation (RISSER, STOCKERT and OLD, 1978). Consequently, there is a growing feeling that DNA proviruses are altered viro genes and are capable of interfering with normal development or differentiation, causing reprogrammed growth or the incapacity to specialize.
