The 1983 shootdown of KAL 007 and the 1986 Chernobyl nuclear accident dramatically changed the Soviet Union in unpredictable ways. The Communist Party, which struggled to maintain control of political messaging after the KAL crisis, lost control in the aftermath of Chernobyl.
In Volume Three of this four-volume series, we examine the rhetorical development that occurred during the first two terms of Vladimir Putin’s tenure as president of the Russian Federation. Initially, Putin appeared to follow in the path set by his predecessor, Boris Yeltsin, vowing that Russia was, at heart, a European nation and would be a westward facing democracy going forward. He even mentioned partnering with the EU and NATO. Eight years later, at the 2007 Munich Security Conference, Putin excoriated the West for, in his words, attempting to create a “unipolar world” in which NATO expansion threatened Russia’s security, the United States acted as the world’s sole “hegemon,” and Europe simply followed orders, relinquishing any sense of agency in its own affairs.
Most Americans know Appalachia through stereotyped images: moonshine and handicrafts, poverty and illiteracy, rugged terrain and isolated mountaineers. Historian David Hsiung maintains that in order to understand the origins of such stereotypes, we must look critically at their underlying concepts, especially those of isolation and community. Hsiung focuses on the mountainous area of upper East Tennessee, tracing this area's development from the first settlementin the eighteenth century to the eve of the Civil War. Through his examination, he identifies the different ways in which the region's inhabitants were connected to or separated from other peoples and places. Using an interdisciplinary framework, he analyzes geographical and sociocultural isolation from a number of perspectives, including transportation networks, changing economy, population movement, and topography. This provocative work will stimulate future studies of early Appalachia and serve as a model for the analysis of regional cultures.

Free elections and political partisanship between reformist and conservative elements of Russian society, spurred on by Russia’s economic troubles, gave a “Wild West” tenor to public rhetoric that was reflected in the election campaigns of 1993, 1995, and 1996. In this volume, the authors examine, through a series of contemporaneously written essays, the arc of government rhetoric during the height of media freedom, the quest for a new national identity, and the struggle for self-government.
The essays in this book examine the arguments and rhetoric used by the United States and the USSR following two catastrophes that impacted both countries, as blame is cast and consequences are debated. In this environment, it was perhaps inevitable that conspiracy theories would arise, especially about the downing of Korean Air Lines Flight 007 over the Sea of Japan. Those theories are examined, resulting in at least one method for addressing conspiracy arguments. In the case of Chernobyl, the disaster ruptured the “social compact” between the Soviet government and the people; efforts to overcome the resulting disillusionment quickly became the focus of state efforts.
Alice Spencer Geddes Lloyd was a New England woman with a mission in life. In 1916 she settled on Caney Creek in Eastern Kentucky, determined to bring higher education to this remote corner of Appalachia. The school she founded, now Alice Lloyd College, continues to serve the area and its people and to stand as a tribute to Lloyd's remarkable energy, determination, and vision. Lloyd's program combined a rigorous academic curriculum with an intense effort to instill a sense of service in the school's graduates. This education was provided free and required only that the students abide by Lloyd's strict rules of conduct and pledge to remain in the mountains after graduating. In the first full-scale study of Lloyd's life and work and the institution she founded, David Searles shows how this courageous and complex woman struggled throughout her long life against seemingly insurmountable odds to create an institution dedicated to improving life in Appalachia. But, as he acknowledges, Lloyd's fundraising activities relied on harmful stereotypes that caused resentment among her mountain neighbors, and she often angered others working in the mountains. Despite the negative aspects of Lloyd's activities, Searles casts serious doubt on the now fashionable conclusion that the women who came to the mountains to do good created more problems than they solved. Lloyd's story, he argues, demonstrates that much good was indeed accomplished and that the people of the mountains recognized and appreciated her achievement.
