A Brookings Institution Press and Lincoln Institute of Land Policy publication Since the demise of urban renewal in the early 1970s, the politics of large-scale public investment in and around major American cities has received little scholarly attention. In Mega-Projects, Alan Altshuler and David Luberoff analyze the unprecedented wave of large-scale (mega-) public investments that occurred in American cities during the 1950s and 1960s; the social upheavals they triggered, which derailed large numbers of projects during the late 1960s and early 1970s; and the political impulses that have shaped a new generation of urban mega-projects in the decades since. They also appraise the most important consequences of policy shifts over this half-century and draw out common themes from the rich variety of programmatic and project developments that they chronicle. The authors integrate narratives of national as well as state and local policymaking, and of mobilization by (mainly local) project advocates, with a profound examination of how well leading theories of urban politics explain the observed realities. The specific cases they analyze include a wide mix of transportation and downtown revitalization projects, drawn from numerous regions—most notably Boston, Denver, Los Angeles, New York City, Chicago, Atlanta, Dallas, Portland, and Seattle. While their original research focuses on highway, airport, and rail transit programs and projects, they draw as well on the work of others to analyze the politics of public investment in urban renewal, downtown retailing, convention centers, and professional sports facilities. In comparing their findings with leading theories of urban and American politics, Altshuler and Luberoff arrive at some surprising findings about which perform best and also reveal some important gaps in the literature as a whole. In a concluding chapter, they examine the potential effects of new fiscal pressures, business mobilization to relax environmental constraints, and security concerns in the wake of September 11. And they make clear their own views about how best to achieve a balance between developmental, environmental, and democratic values in public investment decisionmaking. Integrating fifty years of urban development history with leading theories of urban and American politics, Mega-Projects provides significant new insights into urban and intergovernmental politics.

On a trip here from Scotland, David Dobson searched the archives of North and South Carolina and found a mass of material proving the presence of a large number of Scots in the Carolinas before and after the Revolution. He located similar records in university libraries and historical societies, and he also found in the 1850 Federal Census more information on persons of Scottish origin. The result of this research appears here in Volume 1 of Directory of Scots in the Carolinas (see also Directory of Scots in the Carolinas, 1680-1830, Volume 2). In this work Mr. Dobson presents, for the first time, a comprehensive list of Scottish settlers in the Carolinas from 1680 to 1830. In general, the details provided include age, place and date of birth, and often names of parents, names of spouse and children, occupation, place of residence, and the date of emigration from Scotland. About 6,000 Scots are identified in this book, and a small number are listed in Dobson's Scottish Settlers series, but the majority--90% or so--are listed here for the first time.

Through the 1950s and beyond, the Supreme Court issued decisions that appeared to provide immediate civil rights protections to racial minorities as it relegated Jim Crow to the past. For black Houstonians who had been hoping and actively fighting for what they called a “raceless democracy,” these postwar decades were often seen as decades of promise. In Houston and the Permanence of Segregation, David Ponton argues that these were instead “decades of capture”: times in which people were captured and constrained by gender and race, by faith in the law, by antiblack violence, and even by the narrative structures of conventional histories. Bringing the insights of Black studies and Afropessimism to the field of urban history, Ponton explores how gender roles constrained thought in black freedom movements, how the “rule of law” compelled black Houstonians to view injustice as a sign of progress, and how antiblack terror undermined Houston’s narrative of itself as a “heavenly” place. Today, Houston is one of the most racially diverse cities in the United States, and at the same time it remains one of the most starkly segregated. Ponton’s study demonstrates how and why segregation has become a permanent feature in our cities and offers powerful tools for imagining the world otherwise.

The New Scots, the men of the army the Scottish covenanters sent to Ireland, were the most formidable opponents of the Irish confederates for several crucial years in the 1640s, preventing them conquering all Ireland and destroying the Protestant plantation in Ulster. The greatest challenge to the power of the covenanters in Scotland at a time when they seemed invincible came from a largely Irish army, sent to Scotland by the confederates and commanded by the royalist marquis of Montrose. Thus the relations of Scotland and Ireland are clearly of great importance in understanding the complex 'War of the Three Kingdoms' and the interactions of the civil wars and revolutions of England, Scotland and Ireland in the mid-seventeenth century. But though historians have studied Anglo-Scottish and Anglo-Irish relations extensively, Scottish-Irish relations have been largely neglected. Scottish Covenanters and Irish Confederates attempts to fill this gap, and in doing so provides the first comprehensive study of the Scottish Army in Ireland.
