Northern schools began to abandon unwritten quotas limiting the number of blacks on the court at one time. Many information retrieval (IR) systems suffer from a radical variance in performance when responding to users' queries. Even for systems that succeed very well on average, the quality of results returned for some of the queries is poor. Thus, it is desirable that IR systems will be able to identify "difficult" queries so they can be handled properly. Understanding why some queries are inherently more difficult than others is essential for IR, and a good answer to this important question will help search engines to reduce the variance in performance, hence better servicing their customer needs. Estimating the query difficulty is an attempt to quantify the quality of search results retrieved for a query from a given collection of documents. This book discusses the reasons that cause search engines to fail for some of the queries, and then reviews recent approaches for estimating query difficulty in the IR field. It then describes a common methodology for evaluating the prediction quality of those estimators, and experiments with some of the predictors applied by various IR methods over several TREC benchmarks. Finally, it discusses potential applications that can utilize query difficulty estimators by handling each query individually and selectively, based upon its estimated difficulty. In this wider context, this book focuses upon the ways in which ethnic difference is writ through the banalities of everyday life: who one trusts, what one eats, where one shops, even what time one’s clocks are set to (Xinjiang being perhaps one of the only places where different ethnic groups live by different time-zones). Alongside chapters focusing upon the coercive ‘re-education’ campaign, and the devastating Ürümchi Riots in 2009, this book also unpacks how discourses of Chinese nationalism romanticise empire and promote racialised ways of thinking about Chineseness, how cultural assimilation (‘Sinicisation’) is being justified through the rhetoric of ‘modernisation’, how Islamic sites and Uyghur culture are being secularised and commodified for tourist consumption. We also explore Uyghur and Han perspectives, including of each other, giving insight into the diversity of opinions within both groups. Based on many years of living and working in China, and fieldwork and interviews specifically in Xinjiang, this book will be valuable to a variety of readers interested in the region and Uyghur and Han identity, ethnic/national identities in contemporary China, and racisms in non-western contexts.

In 1769–1770, Spanish Catholic missionaries, soldiers, and Cochimí Indians traveled to Alta California. They relied on domesticated animals, like horses and cattle, for food security in the continual expansion of the Spanish empire. These rapidly increasing herds consumed traditional sources of Indigenous foods, medicines, tools, and weapons and soon outstripped the ability of soldiers and priests to control them. This reality forced the Spanish missionaries to train trusted American Indian converts in the art of cowboying and cattle ranching. American Indian Cowboys in Southern California, 1493–1941: Survival, Sovereignty, and Identity by David G. Shanta provides new insights into the impact of horses and cattle on the Indigenous peoples of the Spanish Borderlands after early colonization. He examines how the American Indian cowboys formed the backbone of Spanish mission economies, the international trade in cowhides and tallow that created the Mexican ranchero class known as Californios, and later on American cattle operations. Shanta shows that California Native peoples adopted cowboying and cattle ranching, first as a survival strategy, but then also acquiring and running their own herds and forming a new, California American Indian economy based on cattle. Their new economy reinforced their demands for sovereignty over their ancestral lands with exclusive rights to essential elements, including the essential elements of pasturage and water. This book affirms the innovative nature of American Indian Cowboys and brings to light how they survived, kept their cultures alive, and gained recognition of their sovereign status.

Throughout the early years of the 20th century, Virginia was viewed as a Republican state. Citizens in the Commonwealth had not voted for a Democratic presidential candidate since 1964. In 2000, the GOP had just won the governor’s race, held both U.S. Senate seats, and had majorities in both the House of Delegates and the State Senate. By 2020, all of that had been reversed. During that period, Democrats won four of five governors contests, elected two US senators, and voted for Democratic presidential candidates in every year since 2008. In 2019, the House of Delegates, where Republicans maintained a 68-32 supermajority in 2011, flipped to Democratic control. With it, the state became a Democratic trifecta, where the party controlled all of the state’s levers of power. Bellwether tells the story of how this happened from someone who was “in the room at the time.” David Toscano began his service in the House in 2006 and became the Democratic Leader of the body in 2011. He examines the special nature of Virginia politics, the demographic changes that underpin much of its shifting political fortunes, and the policies and personalities at the center of the state’s dynamics for the last two decades.

This monograph is concerned with mathematical aspects of compartmental an alysis. In particular, linear models are closely analyzed since they are fully justifiable as an investigative tool in tracer experiments. The objective of the monograph is to bring the reader up to date on some of the current mathematical prob lems of interest in compartmental analysis. This is accomplished by reviewing mathematical developments in the literature, especially over the last 10-15 years, and by presenting some new thoughts and directions for future mathematical research. These notes started as a series of lectures that I gave while visiting with the Division of Applied ~1athematics, Brown University, 1979, and have developed in to this collection of articles aimed at the reader with a beginning graduate level background in mathematics. The text can be used as a self-paced reading course. With this in mind, exercises have been appropriately placed throughout the notes. As an aid in reading the material, the e~d of a proof is indicated by ~. Sub section titles are utilized to make it easier for the reader to skim over detailed material on a first reading and make the entire manuscript somewhat more accessible, especially to nonmathematicians in the biosciences. Simulated test collections may find application in situations where real datasets cannot easily be accessed due to confidentiality concerns or practical inconvenience. They can potentially support Information Retrieval (IR) experimentation, tuning, validation, performance prediction, and hardware sizing. Naturally, the accuracy and usefulness of results obtained from a simulation depend upon the fidelity and generality of the models which underpin it. The fidelity of emulation of a real corpus is likely to be limited by the requirement that confidential information in the real corpus should not be able to be extracted from the emulated version. We present a range of methods exploring trade-offs between emulation fidelity and degree of preservation of privacy. We present three different simple types of text generator which work at a micro level: Markov models, neural net models, and substitution ciphers. We also describe macro level methods where we can engineer macro properties of a corpus, giving a range of models for each of the salient properties: document length distribution, word frequency distribution (for independent and non-independent cases), word length and textual representation, and corpus growth. We present results of emulating existing corpora and for scaling up corpora by two orders of magnitude. We show that simulated collections generated with relatively simple methods are suitable for some purposes and can be generated very quickly. Indeed it may sometimes be feasible to embed a simple lightweight corpus generator into an indexer for the purpose of efficiency studies. Naturally, a corpus of artificial text cannot support IR experimentation in the absence of a set of compatible queries. We discuss and experiment with published methods for query generation and query log emulation. We present a proof-of-the-pudding study in which we observe the predictive accuracy of efficiency and effectiveness results obtained on emulated versions of TREC corpora. The study includes three open-source retrieval systems and several TREC datasets. There is a trade-off between confidentiality and prediction accuracy and there are interesting interactions between retrieval systems and datasets. Our tentative conclusion is that there are emulation methods which achieve useful prediction accuracy while providing a level of confidentiality adequate for many applications.

The Chinese Communist Party points to the Hui—China’s largest Muslim ethnic group—as a model ethnic minority and touts its harmonious relations with the group as an example of the party’s great success in ethnic politics. The Hui number over ten million, but they lack a common homeland or a distinct language, and have long been partitioned by sect, class, region, and language. Despite these divisions, they still express a common ethnic identity. Why doesn’t conflict plague relationships between the Hui and the state? And how do they navigate their ethnicity in a political climate that is increasingly hostile to Muslims? Pure and True draws on interviews with ordinary urban Hui—cooks, entrepreneurs, imams, students, and retirees—to explore the conduct of ethnic politics within Hui communities in the cities of Jinan, Beijing, Xining, and Yinchuan and between Hui and the Chinese party-state. By examining the ways in which Hui maintain ethnic identity through daily practices, it illuminates China’s management of relations with its religious and ethnic minority communities. It finds that amid state-sponsored urbanization projects and in-country migration, the boundaries of Hui identity are contested primarily among groups of Hui rather than between Hui and the state. As a result, understandings of which daily habits should be considered “proper” or “correct” forms of Hui identity diverge along professional, class, regional, sectarian, and other lines. By channeling contentious politics toward internal boundaries, the state is able to manage ethnic politics and exert control.

It is the most famous home movie of all time, the most closely analyzed 26 seconds of film ever shot, the most disturbing visual record of what many have called “the crime of the century.” In 486 frames—a mere six feet of celluloid—Abraham Zapruder’s iconic film captures from beginning to end the murder of President John F. Kennedy in broad daylight. An essential piece of evidence, the film has become nearly synonymous with the assassination itself and has generated decades of debate among conspiracy theorists and defenders of the Warren Commission’s official report. Until now, however, no scholar has produced a comprehensive book-length study of the film and its relation to the tragic events of November 22, 1963. David Wrone, one of our nation’s foremost authorities on the assassination, re-examines Zapruder’s film with a fresh eye and a deep knowledge of the forensic evidence. He traces the film’s history from its creation on the “grassy knoll” by Dallas dressmaker Zapruder through its initial sale to Life magazine and early reproductions and its analysis by the Warren Commission and countless assassination researchers, licensing by the Zapruder family, legal battles over bootleg copies, and sale to the federal government for sixteen million dollars. Wrone’s major contribution, however, is to demonstrate how a close examination of the film itself necessarily refutes the Warren Commission’s lone-gunman and single-bullet theories. The film, as he reminds us, provides a scientifically precise timeline of events, as well as crucial clues regarding the timing, number, origins, and impact of the shots fired that day. Analyzing the film frame-by-frame in relation to other evidence—including two key photos by Phil Willis and Ike Altgens—he builds a convincing case against the official findings. Without fanfare, he concludes that more than three gunshots were fired from more than one direction and that most likely none were fired by alleged assassin Lee Harvey Oswald. If true, then JFK’s death was the result of a conspiracy, for the Commission’s nonconspiracy conclusion requires a maximum of three shots and one gunman. Wrone, however, does not speculate as to who actually shot JFK or why—or even if Oswald was a part of the conspiracy. In fact, he is no fan of conspiracy-think and is just as critical of the legion of conspiracy theorists as he is of the Warren Commission (which, he reveals, crushed dissent within its own ranks). Doggedly pursuing the evidence wherever it leads, Wrone has produced a meticulous, clear-eyed, and provocative new reading of this remarkable cinematic Rosetta Stone.
