Dramatic and controversial changes in the funding of science over the past two decades, towards its increasing commercialization, have stimulated a huge literature trying to set out an "economics of science". Whether broadly in favour or against these changes, the vast majority of these frameworks employ ahistorical analyses that cannot conceptualise, let alone address, the questions of "why have these changes occurred?" and "why now?" Nor, therefore, can they offer much insight into the crucial question of future trends. Given the growing importance of science and innovation in an age of both a globalizing knowledge-based economy (itself in crisis) and enormous challenges that demand scientific and technological responses, these are significant gaps in our understanding of important contemporary social processes. This book argues that the fundamental underlying problem in all cases is the ontological shallowness of these theories, which can only be remedied by attention to ontological presuppositions. Conversely, a critical realist approach affords the integration of a realist political economy into the analysis of the economics of science that does afford explicit attention to these crucial questions; a ‘cultural political economy of research and innovation’ (CPERI). Accordingly, the book sets out an introduction to the existing literature on the economics of science together with novel discussion of the field from a critical realist perspective. In arguing thus across levels of abstraction, however, the book also explores how concerted engagement with substantive social enquiry and theoretical debate develops and strengthens critical realism as a philosophical project, rather than simply ‘applying’ it. Divided into two volumes, in this first volume the book explores the ‘top’ and ‘tail’ of the argument, regarding substantive and philosophical aspects. Starting with substantive illustrations, we explore the social challenges associated with the contemporary commercialization of science and the movement towards a knowledge-based bio-economy. Having shown the explanatory benefits of assuming a realist political economy perspective, the book then turns to the task of reconstructing and justifying that theoretical perspective. True to the overall argument regarding attention to ontological presuppositions, this starts with critical realism’s critique of mainstream economics but also develops critical realism itself towards what may be called a ‘transcendental constructivism’.

Debating Education puts two leading scholars in conversation with each other on the subject of education-specifically, what role, if any, markets should play in policy reform. David Schmidtz and Harry Brighouse each advance nuanced arguments and respond to each other, presenting contrasting views on education as a public good. Schmidtz argues on behalf of a market-driven approach, making the case that educational opportunities do not need to be equal in order to be good. The ideal of education is not equally preparing students to win a race but maximally preparing each student to make a contribution. Harry Brighouse instead focuses on inequality, particularly the unequal distribution of rewards. He argues that justice requires prioritizing the prospects of the bottom 30% of the population, whose life prospects are much worse than justice would demand, given the current wealth of society. The moral imperative of education should be to improve this group's range of opportunities. Brighouse expresses serious skepticism that market mechanisms are capable of this task, due to imperfections in educational markets, a lack of appropriate regulations, political influence, and other systemic obstacles. This monograph is about the semiotics of lexical signs, and is of particular interest for historical linguists, in particular those interested in etymology. Specialists in linguistic change have long noticed that certain classes of words seem to be in part exempt from regular patterns of sound change, or perhaps more likely to undergo unusual analogical shifts. The problem is far worse for the etymologist, since the lexicon of every language contains some hundreds of semiotically problematic vocables which must, if the etymological dictionaries are ever to be completed, be explained somehow. Always been struck by the sheer capriciousness of etymologies in which some sort of unusual form-meaning relations are involved, the author, with the help of C.S. Peirce, provides answers to crucial questions in his search to make sense of those capricious etymologies.
When is military force an acceptable tool of foreign policy? Why do democracies use force against each other? David R. Mares argues that the key factors influencing political leaders in all types of polities are the costs to their constituencies of using force and whether the leader can survive their displeasure if the costs exceed what they are willing to pay. Violent Peace proposes a conceptual scheme for analyzing militarized conflict and supports this framework with evidence from the history of Latin America. His model has greater explanatory power when applied to this conflict-ridden region than a model emphasizing U.S. power, levels of democracy, or the balance of power. Mares takes conflict as a given in international relations but does not believe that large-scale violence must inevitably result, arguing that it is the management of conflict, and not necessarily its resolution, that should be the focus of students, scholars, and practitioners of international relations. Mares argues that deterrence represents the key to conflict management by directly affecting the costs of using force. Conflicts escalate to violence when leaders ignore the requisites for credible and ongoing deterrence. Successful deterrence, he suggests, lies in a strategy that combines diplomatic and military incentives, allowing competition among heterogenous states to be managed in a way that minimizes conflict and maximizes cooperation.

The results from PISA 2015 and TIMSS 2015 were published in November and December 2016. All the Nordic countries participated in PISA. Denmark, Finland, Norway and Sweden participated in TIMSS grade 4 and Norway and Sweden participated in TIMSS grade 8. The Nordic countries have similarities but also differences, which makes it interesting and valuable to carry out analyses in a Nordic perspective. In this report researchers from all the Nordic countries have done in-depth analyses on different policy relevant themes based on the results presented in 2016. The purpose of this report has been to present policy relevant analyses of TIMSS and PISA in a way that is accessible for policy makers on different levels in the Nordic countries, with the aim to contribute to further development in the education area.
For many British visitors, the fighting in the Somme starts on 1 July 1916 and few consider what happened in the area before the British took over the line, part in later 1915 and some in 1916.In fact there was extensive fighting during the opening phase of he war, as both the French and Germans tried to outflank each other. Through the autumn and winter there was a struggle to hold the best tactical ground, with small scale but ferocious skirmishes from Beaumont Hamel to the Somme.The conflict in what became known as the Glory Hole, close to the well known Lochnagar Crater, was particularly prolonged. Evidence of the fighting, mainly in the form of a large mine crater field, is visible today. The underground war was not confined to la Boisselle, with a similar crater field developing on Redan Ridge; whilst south of the Somme, to be covered in a future volume, great lengths of No Man's Land were dominated by mine craters.Serre, best known to British readers for its association with the Pals Battalions on 1 July 1916, witnessed a significant, if local, French offensive in June 1915, with casualties running into the several thousands. It is a battle that has left its mark on the landscape today, with a French national cemetery and a commemorative chapel acting as memorials to the battle.The book is introduced by a chapter describing the role of the area in the Franco-Prussian War of 1870-71, a war which arguably provided the seed bed for the outbreak of war in 1914. Several battles were fought in Somme villages that were to become the victims of war all over again forty plus years later.

With a few notable exceptions, the French efforts on the Somme have been largely missing or minimized in British accounts of the Battle of the Somme. And yet they held this sector of the Front from the outbreak of the war until well into 1915 and, indeed, in parts into 1916. It does not hurt to be reminded that the French army suffered some 200,000 casualties in the 1916 offensive.David OMaras book provides an outline narrative describing the arrival of the war on the Somme and some of the notable and quite fierce actions that took place that autumn and, indeed, into December of 1914. Extensive mine warfare was a feature of 1915 and beyond on the Somme; for example under Redan Ridge and before Dompierre and Fay. The French limited offensive at Serre in June 1915 is reasonably well known, but there was fighting elsewhere for example the Germans launched a short, sharp, limited attack at Frise in January 1916, part of the diversionary action before the Germans launched their ill-fated offensive at Verdun.The book covers the Somme front from Gommecourt, north of the Somme, to Chaulnes, at the southern end of the battle zone of 1916. The reader is taken around key points in various tours. For many British visitors the battlefields south of the Somme will be a revelation; there is much to see, both of cemeteries and memorials, but also substantial traces of the fighting remain on the ground, some of which is accessible to the public.It has always been something of a disgrace that there is so little available, even in French, to educate the public in an accessible written form about the substantial effort made by Frances army on the Somme; this book and subsequent, more detailed volumes to be published in the coming years will go some way to rectify this. British visitors should be fascinated by the story of these forgotten men of France and the largely unknown part of the Somme battlefield.
