Transnational Actors in War and Peace explores the identities, organization, strategies, and influence of transnational actors involved in contentious politics, armed conflict, and peacemaking over the last one hundred years. While the study of transnational politics has been a rapidly growing field, to date, the disparate array of actors have not been analyzed alongside each other, making it difficult to develop a common theoretical framework or determine their relative influence on international stability, war, and peace. This work seeks to fill this gap by bringing together a diverse set of scholars focused on a range of transnational actors, such as: pirates, foreign fighters, terrorists, private military security companies, criminal networks, religious groups, diasporas, political exiles, NGOs, environmental activists, global news agencies, and feminist advocacy networks. Each chapter examines a different transnational actor and is structured around five components: how the actor is organized; how it interacts with other actors; how it communicates both internally and externally; how it influences conflict/peace; and how it reflects developments in transnationalism.

Today, tourism is still important to the area, and the county features two major ski resorts. Much of Greene County is also part of the Catskill Mountain Park, which attracts many nature-lovers all year round. Over the years, county natives and transplants have made many contributions to industry, entertainment, government, military, recreation, and the arts.

State fragility is a much-debated yet underinvestigated concept in the development and international security worlds. In October 1863, the Union Army of the Cumberland was besieged in Chattanooga, all but surrounded by familiar opponents: The Confederate Army of Tennessee. This book contributes to a “rethinking” Canadian aid at four different levels. First, it undertakes a collective rethinking of the foundations of Canadian aid, including both its normative underpinnings – an altruistic desire to reduce poverty and inequality and achieve greater social justice, a means to achieve commercial or strategic self-interest, or a projection of Canadian values and prestige onto the world stage – and aid’s past record. Second, it analyzes how the Canadian government government is itself rethinking Canadian aid, including greater focus on the Americas and specific themes (such as mothers, children and youth, and fragile states) and countries, increased involvement of the private sector (particularly Canadian mining companies), and greater emphasis on self-interest. Third, it rethinks where Canadian aid is or should be heading, including recommendations for improved development assistance. Much has been written on decision making but surprisingly little on decision making in the school principalship. Much has been also written on evaluation as well as on evaluation and decision making, but not much has been written on evaluation in decision making, especially decision making in the principalship. This book presents two messages. One is that decision making in the principalship can be studied and improved and not only talked about in abstract terms. The other message is that evaluation can contribute to the understanding of decision making in the principalship and to the improvement of its practice. In this book we call for the conception of an evaluation-minded principal, a principal who has a wide perspective on the nature of evaluation and its potential benefits, a principal who is also inclined to use evaluation perceptions and techniques as part of his/her decision-making process. This book was conceived in 1985 with the idea to combine thoughts about educational administration with thoughts about educational evaluation. Studies of decision making in the principalship had already been on their way. We decided to await the findings, and in the meantime we wrote a first conceptual version of evaluation in decision making. As the studies were completed we wrote a first empirical version of same.

It takes the position that the present approach, although seemingly hegemonic, is routinely ignored or manipulated by elites and society and converted into a miasma that to some degree wastes the energies and opportunities involved. Second, it is about alternatives which invoke the kind of peace people might seek in postconflict places if they had more control over the process of peacebuilding, a notion referred to here as ‘popular peace’. It is thus not the kind of critical work that some describe as ‘reflexive anti-liberalism’. Rather, it seeks alternatives that are grounded in the lives of people in postconflict spaces and which also reflect some of the essential values of Liberalism. Third, it is about the role of both informal and formal actors, institutions and practices in the creation of such a peace. For instance, it is concerned with the legitimacy of informal practices that lie beyond Liberal tolerance and which are vital in the pursuit of everyday peace. Fourth, it is about a ‘transversal’ (rather than vertical or hierarchical) relationship of global and local governance in securing a peace that reflects the needs and values of both. In short, this work is a response to the substantial inconsistencies that appear between peacebuilding rhetoric and everyday outcomes in postconflict places. This book will be of much interest to students of peacebuilding, post-conflict statebuilding, conflict studies, global governance and International Relations in general.
