Herbert Simon held that the fundamental turn in the study of bounded rationality is the turn from substantive to procedural rationality. Theories of substantive rationality begin with normative questions about attitudes: what should we prefer, intend, or believe? By contrast, theories of procedural rationality begin with normative questions about processes of inquiry: how should we determine what to prefer, intend, or believe? If Simon was right, then the central task for theories of bounded rationality is to develop an account of rational inquiry for bounded agents. We need, that is, a theory of inquiry under bounds. Inquiry Under Bounds takes as its starting point a five-point bounded rationality program inspired by recent work in cognitive science. To elaborate on and defend that program, Thorstad argues we need an account of rational inquiry for bounded agents. Inquiry under bounds develops an account of rational inquiry for bounded agents: the reason-responsiveness consequentialist view. I use this account to clarify and defend key insights from the bounded tradition as well as to shed light on recent controversies in the epistemology of inquiry.

This book addresses water management issues in the State of New Mexico. It focuses on our current understanding of the natural world, capabilities in numerical modeling, existing and evolving regulatory frameworks, and specific issues such as water quality, endangered species and the evolution of new water management institutions. Similar to its neighboring states, New Mexico regularly experiences cycles of drought. It is also experiencing rapid economic growth while at the same time is experiencing a fundamental climate shift. These factors place severe demands on its scarce water resources. In addition to historical uses by the native inhabitants of the region and the agricultural sector, new competitive uses have emerged which will require reallocation. This effort is complicated by unadjudicated water rights, the need to balance the ever-increasing needs of growing urban and rural populations, and the requirements of the ecosystem and traditional users. It is clear that New Mexico, as with other semi-arid states and regions, must find efficient ways to reallocate water among various beneficial uses. This book discusses how a proper coordination of scientific understanding, modeling advancements, and new and emerging institutional structures can help in achieving improved strategies for water policy and management. To do so, it calls upon the expertise of academics from multiple disciplines, as well as officials from federal and state agencies, to describe in understandable terms the issues currently being faced and how they can be addressed via an iterative strategy of adaptive management.

Thirteen years have passed since the seminal book on knapsack problems by Martello and Toth appeared. On this occasion a former colleague exclaimed back in 1990: "How can you write 250 pages on the knapsack problem?" Indeed, the definition of the knapsack problem is easily understood even by a non-expert who will not suspect the presence of challenging research topics in this area at the first glance. However, in the last decade a large number of research publications contributed new results for the knapsack problem in all areas of interest such as exact algorithms, heuristics and approximation schemes. Moreover, the extension of the knapsack problem to higher dimensions both in the number of constraints and in the num ber of knapsacks, as well as the modification of the problem structure concerning the available item set and the objective function, leads to a number of interesting variations of practical relevance which were the subject of intensive research during the last few years. This book organizes principles and methods of signal processing and machine learning into the framework of coherence. The book contains a wealth of classical and modern methods of inference, some reported here for the first time. General results are applied to problems in communications, cognitive radio, passive and active radar and sonar, multi-sensor array processing, spectrum analysis, hyperspectral imaging, subspace clustering, and related. The reader will find new results for model fitting; for dimension reduction in models and ambient spaces; for detection, estimation, and space-time series analysis; for subspace averaging; and for uncertainty quantification. Throughout, the transformation invariances of statistics are clarified, geometries are illuminated, and null distributions are given where tractable. Stochastic representations are emphasized, as these are central to Monte Carlo simulations. The appendices contain a comprehensive account of matrix theory, the SVD, the multivariate normal distribution, and many of the important distributions for coherence statistics. The book begins with a review of classical results in the physical and engineering sciences where coherence plays a fundamental role. Then least squares theory and the theory of minimum mean-squared error estimation are developed, with special attention paid to statistics that may be interpreted as coherence statistics. A chapter on classical hypothesis tests for covariance structure introduces the next three chapters on matched and adaptive subspace detectors. These detectors are derived from likelihood reasoning, but it is their geometries and invariances that qualify them as coherence statistics. A chapter on independence testing in space-time data sets leads to a definition of broadband coherence, and contains novel applications to cognitive radio and the analysis of cyclostationarity. The chapter on subspace averaging reviews basic results and derives an order-fitting rule for determining the dimension of an average subspace. These results are used to enumerate sources of acoustic and electromagnetic radiation and to cluster subspaces into similarity classes. The chapter on performance bounds and uncertainty quantification emphasizes the geometry of the Cramèr-Rao bound and its related information geometry.

The International Thermal Conductivity Conference was started in 1961 with the initiative of Mr. Charles F. Lucks, who passed away on 8 July 1982 and to the memory of whom this volume is dedicated. These Conferences on thermal conductivity grew out of the needs of researchers in the field. The Conferences were held annu ally from 1961 to 1973 and have been held biennially since 1975 when our Center for Information and Numerical Data Analysis and Synthesis (CINDAS) of Purdue University became the Permanent Sponsor of the Conferences. These Conferences provide a broadly based forum for researchers actively working on the thermal conduc tivity and closely related properties to convene on a regular basis to exchange their ideas and experiences and report their findings and results. The Conferences have been self-perpetuating and are an example of how a technical community with a common purpose can transcend the invisible, artificial barriers between disciplines and gather together in increasing numbers without the need of national pub licity and continuing funding support, when they see something worthwhile going on. It is believed that this series of Conferences not only will grow stronger, but will set an example for research ers in other fields on how to jointly attack their own problem areas.

The Ricci flow uses methods from analysis to study the geometry and topology of manifolds. With the third part of their volume on techniques and applications of the theory, the authors give a presentation of Hamilton's Ricci flow for graduate students and mathematicians interested in working in the subject, with an emphasis on the geometric and analytic aspects. The topics include Perelman's entropy functional, point picking methods, aspects of Perelman's theory of $\kappa$-solutions including the $\kappa$-gap theorem, compactness theorem and derivative estimates, Perelman's pseudolocality theorem, and aspects of the heat equation with respect to static and evolving metrics related to Ricci flow. This Brief describes six basic models of buoyancy-driven convection in a fluid layer: three configurations of internally heated convection and three configurations of Rayleigh-Bénard convection. The author discusses the main quantities that characterize heat transport in each model, along with the constraints on these quantities. This presentation is the first to place the various models in a unified framework, and similarities and differences between the cases are highlighted. Necessary and sufficient conditions for convective motion are given. For the internally heated cases only, parameter-dependent lower bounds on the mean fluid temperature are proven, and results of past simulations and laboratory experiments are summarized and reanalyzed.
