The problem of banks being 'too big to fail' was the defining regulatory issue of the global financial crisis. However, attempts to tackle the problem by separating retail banking from higher risk trading activities - known as structural reform - proved to be highly divisive and contributed to significant regulatory divergence. In this book, David Howarth and Scott James explain this variation by examining the politics of bank structural reform across six key jurisdictions: the United States, the European Union, the United Kingdom, France, Germany, and the Netherlands. Integrating political economy and public policy approaches, they develop a novel 'comparative financial power' framework to analyse how financial industry influence is mediated by two factors: first, whether bank lobbying is unified and centralized (cooperative financial power) or divided and fragmented (competitive financial power); and second, policy makers' use of venue shifting to depoliticize contentious policy issues. The book explains that the US and UK governments implemented major reforms because the banking industry was divided and faced significant opposition. However, venue shifting to an independent committee led to durable reform in the UK, while political polarization in the US contributed to contested reform. By contrast, the French and German governments balanced unified bank lobbying and political pressures to act by pursuing limited symbolic reforms; the Dutch government deflected the issue through delegation to multiple commissions (no reform); while political stalemate at the EU level resulted from early venue shifting and concerted pan-European bank lobbying. We examine how bank competition in the run-up to the 2007–2009 crisis affects banks’ systemic risk during the crisis. We then investigate whether this effect is influenced by two key bank characteristics: securitization and bank capital. Using a sample of the largest listed banks from 15 countries, we find that greater market power at the bank level and higher competition at the industry level lead to higher realized systemic risk. The results suggest that the use of securitization exacerbates the effects of market power on the systemic dimension of bank risk, while capitalization partially mitigates its impact.

From the Introduction: You have economic hard times to thank for this book. I am by profession a bookseller. In 2007, a friend suggested a newsletter as a way of enhancing book sales. I think she had monthly specials, promo sheets and upcoming new titles in mind, but I was too dense for that. Instead I wrote on topics of my own fancy. The first two years, 2007-9, when the newsletter appeared monthly were, well, dreadful. The week that Venus went retrograde in March, 2009, with the stock market stabilizing after months of plunging, I shifted from a monthly single-page newsletter, to a weekly three-pager. I followed a three-page format for a couple of years. Most of the worth-while essays were compiled in my first book, Skeet Shooting for Astrologers. Two years later in March, 2011, with the economy ever more bleak and myself running out of ideas, I started writing celebrity delineations and in the process broke out of a rigid format. The delineation of Jon Stewart, of the Daily Show, was the first of these. Retrograde Venus has turned up in a surprising number of the charts I've written about, given its rarity, among them, the chart for the Republican Party, as well as the charts for Rep. Ron Paul, Mayor Michael Bloomberg, Jon Stewart, and some others. No, my Venus is not retrograde. Essays are in order of publication, in part as I think organizing by topic makes for a boring block of reading. The book starts with the last of the 2-column essays from the original 3-page weekly. Meanwhile the economy is now in the fifth year of straight decline. I do wish the people in charge of the country would just send us all envelopes stuffed with cash. I can live on barter just as well as money, but when that happens there will be no authors, there will be no books, there will be no commerce. Money has its uses.

This is the first book-length study of the development of civility in Chinese societies. Although some social scientists and political philosophers have discussed civility, none has defined it as an analytical tool to systematically measure attitudes and behavior, and few have applied it to a non-Western society. By comparing the development of civility in mainland China and Taiwan, Civility and Its Development: The Experiences of China and Taiwan analyzes the social conditions needed for civility to become established in a society. Schak argues that the attempts to impose civility top-down from the state are ineffective. Civility appeared in Taiwan only after state efforts to impose it ceased at the end of the 1980s when Taiwan began to democratize, and the PRC government civility campaigns have so far had only limited success. The book concludes with an examination of various differences between Taiwan and the PRC relevant to Taiwan’s having become a society with civility while the PRC still encounters difficulties in doing so. The populations of American cities have always included poor people, but the predicament of the urban poor has worsened over time. Their social capital, that is, the connections and organizations that traditionally enabled them to form communities, has shredded. Economically comfortable Americans have come to increasingly care less about the plight of the urban poor and to think of them in terms of “us and them.” Considered lazy paupers in the early nineteenth century, the urban poor came to be seen as a violent criminal “underclass” by the end of the twentieth.
