American reluctance to join the International Criminal Court illuminates important trends in international security and a central dilemma facing U.S. Foreign policy in the 21st century. The ICC will prosecute individuals who commit egregious international human rights violations such as genocide. The Court is a logical culmination of the global trends toward expanding human rights and creating international institutions. The U.S., which fostered these trends because they served American national interests, initially championed the creation of an ICC. The Court fundamentally represents the triumph of American values in the international arena. Yet the United States now opposes the ICC for fear of constraints upon America's ability to use force to protect its national interests. The principal national security and constitutional objections to the Court, which the volume explores in detail, inflate the potential risks inherent in joining the ICC. More fundamentally, they reflect a belief in American exceptionalism that is unsustainable in today's world. Court opponents also underestimate the growing salience of international norms and institutions in addressing emerging threats to U.S. national interests. The misguided assessments that buttress opposition to the ICC threaten to undermine American leadership and security in the 21st century more gravely than could any international institution.

Studies of international labour migration typically assume that foreign labour is a universal feature of wealthy economies. However, some wealthy societies do not import workers on a large scale, despite employers' pressures. Using Israel and Japan as empirical cases, this comparative-historical work investigates why some governments allow employers relatively free access to foreign labour, while others require alternative responses to labour shortages.

In recent years, the study and teaching of Native American oral and written art have flourished. During the same period, there has been a growing recognition among historians, anthropologists, and ethnohistorians that Indians must be seen not as the voiceless, nameless, faceless Other but as people who had a powerful impact on the historical development of the United States. Literary critics, however, have continued to overlook Indians as determinants of American—rather than specifically Native American—literature. The notion that the presence of Indian peoples shaped American literature as a whole remains unexplored. In The Demon of the Continent, Joshua David Bellin probes the complex interrelationships among Native American and Euro-American cultures and literatures from the mid-seventeenth to the mid-nineteenth centuries. He asserts that cultural contact is at the heart of American literature. For Bellin, previous studies of Indians in American literature have focused largely on the images Euro-American writers constructed of indigenous peoples, and have thereby only perpetuated those images. Unlike authors of those earlier studies, Bellin refuses to reduce Indians to static antagonists or fodder for a Euro-American imagination. Drawing on works such as Henry David Thoreau's Walden, William Apess' A Son of the Forest, and little known works such as colonial Indian conversion narratives, he explores the ways in which these texts reflect and shape the intercultural world from which they arose. In doing so, Bellin reaches surprising conclusions: that Walden addresses economic clashes and partnerships between Indians and whites; that William Bartram's Travels encodes competing and interpenetrating systems of Indian and white landholding; that Catherine Sedgwick's Hope Leslie enacts the antebellum drama of Indian conversion; that James Fenimore Cooper and Henry Wadsworth Longfellow struggled with Indian authors such as George Copway and David Cusick for physical, ideological, and literary control of the nation. The Demon of the Continent proves Indians to be actors in the dynamic processes in which America and its literature are inescapably embedded. Shifting the focus from textual images to the sites of material, ideological, linguistic, and aesthetic interaction between peoples, Bellin reenvisions American literature as the product of contact, conflict, accommodation, and interchange.

This is a history of the Alabama Environmental Quality Association (AEQA). The AEQA helped to establish environmental protection and natural resource preservation policies for the state and the region and grew into one of the nation's most progressive environmental education efforts.
EASTWICK LETTERS transcribes and illustrates 117 individual sheets written 1844–51 by Andrew McCalla Eastwick, his wife Lydia, their children, and business associates as the family set up works, and home in 19th century St. Petersburg, Russia. Eastwick was one of three partners in the Philadelphia firm of Harrison, Winans & Eastwick. The business had been awarded a $3 million/ five-year contract to build rolling stock, (locomotive engines and cars) for Czar Nicholas I for a railroad to connect St. Petersburg and Moscow. The enterprise required Eastwick and partners to take possession of a large Imperial industrial complex on the Neva River, known as Alexandroffsky Head Mechanical Works. Once in operation they were to use serf labor and Russian materials to fulfill the contract. Concurrently, Major George Washington Whistler (West Point civil engineer and father of the famous artist), was to oversee the construction of the 420 miles of railway track and railbed required. Presented chronologically and extensively illustrated, EASTWICK LETTERS opens a window into the private emotions of the writers, and illustrates a colorful story of Russian life and times at the dawn of the Industrial Revolution. More so than early photographs, the letters vividly reveal the inner thoughts of each writer, and what they observed in a foreign land. In 1851 the Eastwick family returned to Philadelphia where Andrew purchased Bartram’s Garden along the Schuylkill River and saved it from industrial development. Years later after Andrew’s passing, Lydia Eastwick bequeathed the property to the City of Philadelphia where today, Bartram’s Garden is a landmark. The conservatory is open to the public and carries on the legacy of John Bartram, first American botanist to the Colonies.

Traveling South is the first major study of how narratives of travel through the antebellum South helped construct an American national identity during the years between the Revolutionary War and the Civil War. John Cox makes his case on the basis of a broad range of texts that includes slave narratives, domestic literature, and soldiers’ diaries, as well as more traditional forms of travel writing. In the process he extends the boundaries of travel literature both as a genre and as a subject of academic study. The writers of these intranational accounts struggled with the significance of travel through a region that was both America and “other.” In writings by J. Hector St. John de Crèvecoeur and William Bartram, for example, the narrators create personal identities and express their Americanness through travel that, Cox argues, becomes a defining aspect of the young nation. In the narratives of Frederick Douglass and Solomon Northup, the complex relationship between travel and slavery highlights contemporary debates over the meaning of space and movement. Both Fanny Kemble and Harriet Jacobs explore the intimate linkings of women’s travel and the construction of an ideal domestic space, whereas Frederick Law Olmsted seeks, through his travel writing, to reform the southern economy and expand a New England yeoman ideology throughout the nation. The Civil War diaries of Union soldiers, written during the years that witnessed the largest movement of travelers through the South, echo earlier themes while concluding that the South should not be transformed in order to become sufficiently “American”; rather, it was and should remain a part of the American nation, regardless of perceived differences.
