In 1853, France annexed the Melanesian islands of New Caledonia to establish a convict colony and strategic port of call. Unlike other European settler–dominated countries in the Pacific, the territory’s indigenous people remained more numerous than immigrants for over a century. Despite military conquest, land dispossession, and epidemics, its thirty language groups survived on tribal reserves and nurtured customary traditions and identities. In addition, colonial segregation into the racial category of canaques helped them to find new unity. When neighboring anglophone colonies began to decolonize in the 1960s, France retained tight control of New Caledonia for its nickel reserves, reversing earlier policies that had granted greater autonomy for the islands. Anticolonial protest movements culminated in the 1980s Kanak revolt, after which two negotiated peace accords resulted in autonomy in a progressive form and officially recognized Kanak identity for the first time. But the near-parity of settlers and Kanak continues to make nation-building a challenging task, despite a 1998 agreement among Kanak and settlers to seek a “common destiny.” This study examines the rise in New Caledonia of rival identity formations that became increasingly polarized in the 1970s and examines in particular the emergence of activist discourses in favor of Kanak cultural nationalism and land reform, multiracial progressive sovereignty, or a combination of both aspirations. Most studies of modern New Caledonia focus on the violent 1980s uprising, which left deep scars on local memories and identities. Yet the genesis of that rebellion began with a handful of university students who painted graffiti on public buildings in 1969, and such activists discussed many of the same issues that face the country’s leadership today. After examining the historical, cultural, and intellectual background of that movement, this work draws on new research in public and private archives and interviews with participants to trace the rise of a nationalist movement that ultimately restored self-government and legalized indigenous aspirations for sovereignty in a local citizenship with its own symbols. Kanak now govern two out of three provinces and have an important voice in the Congress of New Caledonia, but they are a slight demographic minority. Their quest for nationhood must achieve consensus with the immigrant communities, much as the founders of the independence movement in the 1970s recommended.

This book stems from an examination of how Western philosophy has accounted for the foundations of law. In this tradition, the character of the “sovereign” or “lawgiver” has provided the solution to this problem. But how does the sovereign acquire the right to found law? As soon as we ask this question we are immediately confronted with a convoluted combination of jurisprudence and theology. The author begins by tracing a lengthy and deeply nuanced exchange between Derrida and Nancy on the question of community and fraternity and then moves on to engage with a diverse set of texts from the Marquis de Sade, Saint Augustine, Kant, Hegel, and Kafka. These texts—which range from the canonical to the apocryphal—all struggle in their own manner with the question of the foundations of law. Each offers a path to the law. If a reader accepts any path as it is and follows without question, the law is set and determined and the possibility of dialogue is closed. The aim of this book is to approach the foundations of law from a series of different angles so that we can begin to see that those foundations are always in question and open to the possibility of dialogue.
Antoine-Chrysosthôme Quatremère de Quincy (1755-1849) was the most distinguished writer on art and architecture at the end of the enlightenment. However, as David Gilks shows in Quatremère de Quincy: Art and Politics during the French Revolution, he was never simply an esoteric antiquarian and theoretician; he was also a zealous functionary and skilled publicist whose writings on the arts often served political purposes. Quatremère de Quincy: Art and Politics during the French Revolution demonstrates how Quatremère's early writings on art and antiquity formed the foundation for a politics grounded in faith, authority, and hierarchy that favoured gradual social and political evolution over destruction and experimentation. Gilks then traces how Quatremère set aside his antiquarian research and became a royalist politician and publicist during the revolutionary decade. Quatremère feared that the Revolution would destroy the cosmopolitan republic of letters that had flourished when states across Europe supported the papacy's rediscovery of the past, restoration of taste and, revival of learning. Yet Gilks reveals that Quatremère was also a resourceful and an opportunistic political actor who deployed his opponents' language for strategic reasons. Gilks therefore reinterprets Quatremère's interventions by situating them in their polemical contexts and treating them as contributions to debates and quarrels, by locating his sources and reconstructing his social and political networks. The resulting study revises our understanding of Quatremère's famous reflections on the Academy of Painting and Sculpture, the Panthéon, art plunder, and museums, but it also discovers and sheds light on previously ignored writings. Although the study focuses on the period 1789-1799, it examines the second half of Quatremère's life to substantiate his commitment to crown and altar and show how he fought against the Revolution's legacy of godless materialism and calculation that was inimical to the arts. This is a thoroughly researched and richly detailed contextual study of the most eventful period in Quatremère's life, but it also offers an original and unfamiliar history of the French Revolution. Gilks integrates the study of political power with the history of ideas and art history, and provides a window into institutional and legal reforms and debates about cultural patronage and education.
On 17 July 1791 the revolutionary National Guard of Paris opened fire on a crowd of protesters: citizens believing themselves patriots trying to save France from the reinstatement of a traitor king. To the National Guard and their political superiors the protesters were the dregs of the people, brigands paid by counter-revolutionary aristocrats. Politicians and journalists declared the National Guard the patriots, and their action a heroic defence of the fledgling Constitution. Under the Jacobin Republic of 1793, however, this "massacre" was regarded as a high crime, a moment of truth in which a corrupt elite exposed its treasonable designs. This detailed study of the events of July 1791 and their antecedents seeks to understand how Parisians of different classes understood "patriotism", and how it was that their different answers drove them to confront each other on the Champ de Mars. For victims of persecution around the world, attracting international media attention for their plight is often a matter of life and death. This study takes us back to the news revolution of seventeenth-century Europe, when people first discovered in the press a powerful new weapon to combat religiously inspired maltreatments, executions, and massacres. To affect and mobilize foreign audiences, confessional minorities and their advocates faced an acute dilemma, one that we still grapple with today: how to make people care about distant suffering? David de Boer argues that by answering this question, they laid the foundations of a humanitarian culture in Europe. As consuming news became an everyday practice for many Europeans, the Dutch Republic emerged as an international hub of printed protest against religious violence. De Boer traces how a diverse group of people, including Waldensians refugees, Huguenot ministers, Savoyard office holders, and many others, all sought access to the Dutch printing presses in their efforts to raise transnational solidarity for their cause. By generating public outrage, calling out rulers, and pressuring others to intervene, producers of printed opinion could have a profound impact on international relations. But crying out against persecution also meant navigating a fraught and dangerous political landscape, marked by confessional tension, volatile alliances, and incessant warfare. Opinion makers had to think carefully about the audiences they hoped to reach through pamphlets, periodicals, and newspapers. But they also had to reckon with the risk of reaching less sympathetic readers outside their target groups. By examining early modern publicity strategies, de Boer deepens our understanding of how people tried to shake off the spectre of religious violence that had haunted them for generations, and create more tolerant societies, governed by the rule of law, reason, and a sense of common humanity.
The Hundred Years War was a struggle for control over the French throne, fought as a series of conflicts between England, France, and their respective allies. The Soldier in Later Medieval England is the outcome of a project which collects the names of every soldier known to have served the English Crown from 1369 to the loss of Gascony in 1453, the event which is traditionally accepted as the end-date of the Hundred Years War. The data gathered throughout the project has allowed the authors of this volume to compare different forms of war, such as the chevauchées of the late fourteenth century and the occupation of French territories in the fifteenth century, and thus to identify longer-term trends. It also highlights the significance of the change of dynasty in England in the early 1400s. The scope of the volume begins in 1369 because of the survival from that point of the 'muster roll', a type of documentary record in which soldiers names are systematically recorded. The muster roll is a rich resource for the historian, as it allows closer study to be made of the peerage, the knights, the men-at-arms (the esquires), and especially the lower ranks of the army, such as the archers, who contributed the largest proportion of troops to English royal service. The Soldier in Later Medieval England seeks to investigate the different types of soldier, their regional and national origins, and movement between ranks. This is a wide-ranging volume, which offers invaluable insights into a much-neglected subject, and presents many opportunities for future research.
The French Revolution of 1789 was the central event of modern history. For the first time a major nation fell prey to political and then social revolution, with civil war and the Reign of Terror following the execution of Louis XVI in January 1793. Although the Revolution started with the resistance of a minority to absolutist government, it soon spread to involve the whole nation, including the men and women who made up by far the largest part of it - the peasantry, as well as towns and craftsmen, the poor and those living on the margins of society. The French Revolution and the People is a portrait of the common people of France, in the towns and in the countryside; in Paris and Lyon; in the Vendee, Britanny, Provence. Popular grievances and reactions affected the events and outcome of the Revolution at all stages, and in turn everyone in France was affected by the Revolution. The French Revolution and the People is a vivid story of conflict, violence and death, but there were winners as well as losers and not all the suffering was in vain, as the injustices of the Ancien Regime were thrown off.

This second selection of essays by David Fallows draws the focus towards individual composers of the 'long' fifteenth century and what we can learn about their songs. In twenty-one essays on the secular works of composers from Ciconia and Oswald von Wolkenstein via Binchois, Ockeghem, Busnoys and Regis to Josquin, Henry VIII and Petrus Alamire, one repeated theme is how a consideration of the songs can help the way to a broader understanding of a composer's output. Since there are more song sources and more individual pieces now available for study, there are more handles for dating, for geographical location and for social alignment. Another theme concerns the various different ways in which particular songs have their impact on the next generations. Yet another concerns the authorshop of poems that were set to music by Binchois and Ciconia in particular. A group of essays on Josquin were parerga to the author's edition of his four-voice secular music for the New Josquin Edition (2005) and to his monograph on the composer (2009).

No sooner had the EPA established the Superfund program in 1980 to clean up the nation’s toxic waste dumps and other abandoned hazardous waste sites, than a little Montana town found itself topping the new program’s National Priority List. Milltown, a place too small to warrant a listing in the U.S. Census, sat alongside a modest hydroelectric dam at the confluence of the Clark Fork and Blackfoot Rivers. For three-quarters of a century, arsenic-laced waste from some of the world’s largest copper-mining operations had accumulated behind the dam. Soon, Milltown became the site of Superfund’s first dam removal and watershed restoration, marking a turning point in U.S. environmental history. The story of this dramatic shift is the tale of individuals rallying to reclaim a place they valued beyond its utility. In Restoring the Shining Waters, David Brooks gives an intimate account of how local citizens—homeowners, university scientists, county health officials, grassroots environmentalists, business leaders, and thousands of engaged residents—brought about the removal of Milltown Dam. Interviews with townspeople, outside environmentalists, mining executives, and federal officials reveal how the everyday actions of individuals got the dam removed and, in the process, pushed Superfund to allow more public participation in decision making and to emphasize restoration over containment of polluted environments. A federal program designed to deal with the toxic legacies of industrialization thus became a starting point for restoring America’s most damaged environments, largely through the efforts of local communities. With curiosity, conviction, and a strong sense of place, the small town of Milltown helped restore an iconic western river valley—and in doing so, shaped the history of Superfund and modern environmentalism.
