Venezuela has had a long and bloody history of military dictatorships. Yet, since 1958, it has developed one of the few effective, competitive democracies in Latin America. To explain this transformation Daniel H. Levine analyzes the development of modern mass-based political parties with pervasive organizations and commanding strong loyalties; the changing structure and content of social and political conflict; and the gradual emergence of common norms governing political behavior. This book does not pretend to be a general survey of Venezuelan politics. Rather, it is an attempt to understand, for both theoretical and practical purposes, the development of shared "rules of the game" for political action in a heterogeneous society. Once these norms are accepted by key elites, and then imposed on recalcitrant oppositions, they provide a means of controlling and managing political conflict without eliminating it. Mr. Levine's conclusions are based primarily on case studies of specific political conflicts. His study of conflicts over educational reform uncovers the conditions in which a traditional sector of society—Catholic groups and institutions—moved from violent, total opposition to the political system to a position of accommodation. In the second case study he examines the role of students in politics, with special reference to the integration of students in national patterns of conflict and opposition. Originally published in 1973. Latin America higher education has undergone an astonishing transformation in recent years, highlighted by the private sector's growth from 3 to 34 percent of the region's total enrollment. In this provocative work Daniel Levy examines the sources, characteristics, and consequences of the development and considers the privatization of higher education within the broader context of state-society relationships. Levy shows how specific national circumstances cause variations and identifies three basic private-public patterns: one in which the private and public sectors are relatively similar and those in which one sector or the other is dominant. These patterns are analyzed in depth in case studies of Chile, Mexico, and Brazil. For each sector, Levy investigates origins and growth, and then who pays, who rules, and whose interests are served. In addition to providing a wealth of information, Levy offers incisive analyses of the nature of public and private institutions. The field of pediatric oncology encompasses four groups of malignancies - acute leukemias, brain tumors, lymphomas and solid tumors. 1'he history, diagnosis and management of children with acute leukemias and lymphomas has been thoroughly examined in several excellent textbooks of pediatric hematology and oncology. Bl"ain tumors have historically been managed by neurosurgeons and radiation therapists. 1'he role of the pediatric oncologist in the management of these patients is evolving. This book was written to provide a thorough historical evaluation of the most frequent solid tumors of children. A detailed examination of the natural history of these tumors is essential to the design and evaluation of therapeutic trials. The highly lethal nature of many of these tumors, the occurrence of some of them at several different primary sites and the rarity of these tumors have made systematic study of them difficult. Conclusions regarding the efficacy of a particular modification of the therapeutic strategy can be strongly influenced by the assumed natural history of the tumor. I have tried to develop as accurateJy as the literature would allow a picture of the natural history of the common malignant solid tumors, knowing that the image would be imperfect. I adopted a convention which was employed in all graphs constructeil from case reports summarized from the literature.
