Coercion--the use of threatened force to induce an adversary to change its behavior--is a critical function of the U.S. military. U.S. forces have recently fought in the Balkans, the Persian Gulf, and the Horn of Africa to compel recalcitrant regimes and warlords to stop repression, abandon weapons programs, permit humanitarian relief, and otherwise modify their actions. Yet despite its overwhelming military might, the United States often fails to coerce successfully. This report examines the phenomenon of coercion and how air power can contribute to its success. Three factors increase the likelihood of successful coercion: (1) the coercer's ability to raise the costs it imposes while denying the adversary the chance to respond (escalation dominance); (2) an ability to block an adversary's military strategy for victory; and (3) an ability to magnify third-party threats, such as internal instability or the danger posed by another enemy. Domestic political concerns (such as casualty sensitivity) and coalition dynamics often constrain coercive operations and impair the achievement of these conditions. Air power can deliver potent and credible threats that foster the above factors while neutralizing adversary countercoercive moves. When the favorable factors are absent, however, air power--or any other military instrument--will probably fail to coerce. Policymakers' use of coercive air power under inauspicious conditions diminishes the chances of using it elsewhere when the prospects of success would be greater.

Daniel Hobbins argues for a new understanding of Gerson as a man of letters actively managing the publication of his works in a period of rapid expansion in written culture. More broadly, Hobbins casts Gerson as a mirror of the complex cultural and intellectual shifts of the fourteenth and fifteenth centuries. In contrast to earlier theologians, Gerson took a more humanist approach to reading and to authorship. He distributed his works, both Latin and French, to a more diverse medieval public. Unlike standard attempts to address the so-called ‘hard problem’ of consciousness, which assume our understanding of consciousness is unproblematic, this book begins by focusing on phenomenology and is devoted to clarifying the relations between intentionality, propositional content and experience. In particular, it argues that the subjectivity of experience cannot be understood in representationalist terms. This is important, for it is because many philosophers fail to come to terms with subjectivity that they are at a loss to provide a convincing solution to the mind-body problem. In this light the metaphysical problem is revealed to be a product of the misguided attempt to incorporate consciousness within an object-based schema, inspired by physicalism. A similar problem arises in the interpretation of quantum mechanics and this gives us further reason to look beyond physicalism, in matters metaphysical. Thus the virtues of absolute idealism are re-examined, as are the wider consequences of adopting its understanding of truth within the philosophy of science. The predominant “stewardship model” of creation is the result of an intentional effort to correct approaches that reinforce human sovereignty and the resulting environmental degradation. However, as All God’s Creatures argues, the stewardship model actually does not offer a correction but rather reinscribes many of the very same pitfalls. After close analysis of the stewardship model, this book identifies scriptural, theological, and philosophical sources to support the adoption of a “community of creation” paradigm. Drawing on postcolonial theory, this book proposes the concept of “planetarity” as a framework for conceiving the relationship between human and nonhuman creation, and the Creator, in a new way. This theoretical framework is grounded by a retrieval of the medieval Franciscan theological and philosophical tradition. The result is what can be called a postcolonial Franciscan theology of creation imagined in terms of planetarity, providing a constructive and nonanthropocentric response to the need for a new conceptualization of the doctrine of creation.

Daniel L. Smith-Christopher focuses on the life and efforts of Keir Hardie, one of the founders of the UK Labour Party and one of the foremost figureheads of trade unionism. Drawing upon the work of two contemporary and significant American theorists-Herbert Gutman's classic essay on “Working-Class Religion” and Michael Gold's call for “Proletarian Literature”-Smith-Christopher marries British and American historical and theoretical debates to argue that Hardie's work is surely the quintessential example of a “proletarian exegesis” of the Bible. Beginning with a summary of the major events in Hardie's life, Smith-Christopher draws both upon existing biographies and more recent historical discussions that question assumption of British social history. He then reviews previous debates upon the influence of Hardie's own Christian faith upon his journalistic output, and assesses three Christian Socialists whose work was advertised and reviewed by Hardie himself: Dennis Hird, John Morrison Davidson, and Caroline Martyn. Smith-Christopher proceeds to Hardie's copious writings, both for The Labour Leader and separately published lectures, pamphlets, and somewhat longer works of autobiography and comment. Highlighting Hardie's tendency to cite favorite texts (heavily from the Gospels and James, but also some notable Old Testament discussions), Smith-Christopher proves Hardie's serious discussion of these texts beyond mere political rhetoric; concluding by comparing a selection of Hardie's favorite Biblical arguments with contemporary research in Biblical Studies about these same passages, evaluating the problems and possibilities of proposing a “Proletarian Exegesis”.
In the articles included in this collection, Professor Daniel argues that Abbot Joachim of Fiore was a disciple of Bernard of Clairvaux whose tertius status was reformist, not millenialist. Like the other reformists, Gerhoch of Reichersberg and Hildegard of Bingen, Joachim looked forward to the coming of a thoroughly reformed, holy church to be achieved in the near future by reform of the episcopate and the clergy. The status of the Holy Spirit was the culmination of the preceding status, not a radically new beginning. Apocalypticism in both its reformist and in its imperialist versions was part of the mainstream, despite the efforts of the schoolmen to suppress it. The author also sheds significant new light on apocalyptic thinking in the mid-fourteenth century with a thorough analysis of Henry of Kirkstede's vade mecum, Cambridge Corpus Christi 404 and his first edition of Henry's De antichristo et de fine mundi. This study, and three others, are published here for the first time.
