For three school years, from 2007 to 2010, about 200 high-needs New York City public schools participated in the Schoolwide Performance Bonus Program, whose broad objective was to improve student performance through school-based financial incentives. An independent analysis of test scores, surveys, and interviews found that the program did not improve student achievement, perhaps because it did not motivate change in educator behavior.

Popular sovereignty - the doctrine that the public powers of state originate in a concessive grant of power from "the people" - is the cardinal doctrine of modern constitutional theory, placing full constitutional authority in the people at large, rather than in the hands of judges, kings, or a political elite. This book explores the intellectual origins of this influential doctrine and investigates its chief source in late medieval and early modern thought - the legal science of Roman law. Long regarded the principal source for modern legal reasoning, Roman law had a profound impact on the major architects of popular sovereignty such as François Hotman, Jean Bodin, and Hugo Grotius. Adopting the juridical language of obligations, property, and personality as well as the classical model of the Roman constitution, these jurists crafted a uniform theory that located the right of sovereignty in the people at large as the legal owners of state authority. Islamic extremism is the dominant security concern of many contemporary governments, spanning the industrialized West to the developing world. Narrative Landmines explores how rumors fit into and extend narrative systems and ideologies, particularly in the context of terrorism, counter-terrorism, and extremist insurgencies. Its concern is to foster a more sophisticated understanding of how oral and digital cultures work alongside economic, diplomatic, and cultural factors that influence the struggles between states and non-state actors in the proverbial battle of hearts and minds. Beyond face-to-face communication, the authors also address the role of new and social media in the creation and spread of rumors. As narrative forms, rumors are suitable to a wide range of political expression, from citizens, insurgents, and governments alike, and in places as distinct as Singapore, Iraq, and Indonesia—the case studies presented for analysis. The authors make a compelling argument for understanding rumors in these contexts as “narrative IEDs,” low-cost, low-tech weapons that can successfully counter such elaborate and expansive government initiatives as outreach campaigns or strategic communication efforts. While not exactly the same as the advanced technological systems or Improvised Explosive Devices to which they are metaphorically related, narrative IEDs nevertheless operate as weapons that can aid the extremist cause.
During the presidency of Richard Nixon, homegrown leftist guerrilla groups like the Weather Underground and the Black Liberation Army carried out hundreds of attacks in the United States. The FBI had a long history of infiltrating activist groups, but this type of clandestine action posed a unique challenge. Drawing on thousands of pages of declassified FBI documents, Daniel S. Chard shows how America's war with domestic guerrillas prompted a host of new policing measures as the FBI revived illegal spy techniques previously used against communists in the name of fighting terrorism. These efforts did little to stop the guerrillas—instead, they led to a bureaucratic struggle between the Nixon administration and the FBI that fueled the Watergate Scandal and brought down Nixon. Yet despite their internal conflicts, FBI and White House officials developed preemptive surveillance practices that would inform U.S. counterterrorism strategies into the twenty-first century, entrenching mass surveillance as a cornerstone of the national security state. Connecting the dots between political violence and "law and order" politics, Chard reveals how American counterterrorism emerged in the 1970s from violent conflicts over racism, imperialism, and policing that remain unresolved today.
This book reviews the geochemical and petrological characteristics of potassic igneous rock complexes, and investigates the various tectonic settings in which these rocks occur. The authors provide an overview and classification of these rocks and elucidate the geochemical differences between barren and mineralized potassic igneous complexes. High-K rocks are genetically associated with a number of epithermal gold and porphyry copper-gold deposits. In recent years, there has also been growing recognition of an association of such rocks with iron-oxide copper-gold (IOCG) deposits, intrusion-related gold deposits (IRGDs) and Carlin-type gold deposits.
