Public pensions in the United States face an impending funding crisis in the wake of the financial crisis and the COVID-19 recession. Many cities and states will struggle to meet these growing obligations without major cuts in government services, reneging on pension promises, or raising taxes. This Element examines the development of the pension crisis through the lens of political economy. We analyze the knowledge and incentive problems inherent in the institutional structure, governance, and accounting of public pensions. We conclude by offering several institutional, governance, and reporting reforms to address the pension funding crisis.

In some special fields there exists a detailed knowledge of this radioelement whereas in other fields, such as M6Bbauer spectra, lower oxidation states, or radiation stability, there are large gaps. Due to the fact that the significance 23 of thorium as a breeder fuel ( 2"fh to be converted to fissile 233U after thermal neutron capture) has decreased within the last decade, the behavior of thorium is not as yet so thoroughly investigated as the heavier radioactive element uranium. Many of these data, however, are not only of academic interest, e.g., the knowledge of atomic spectra is needed for some analytical methods, especially in the trace concentration region. Due to the noble gaS-like electronic configuration of the tetravalent ion, there are no absorption bands in the visible region so that in general spectra and data are very scarce. By first critically reviewing the legal conception of misleading commercial practices manifest in EU law, the authors discuss whether and how it can be transposed into empirically measurable terms. Presenting four complementary experimental studies targeting recurrent grey-zone scenarios on the Danish food market, the book illustrates the potential of the so-called ShopTrip test paradigm which simulates and registers real-life e-shopping behaviour as it unfolds while yielding new types of data against which opposing assessments of potential misleadingness can be matched.
