Among communist states, Romania is, in several respects, a unique case. Romania has been the only Warsaw Pact member to deviate consistently from Soviet foreign policy norms and, alone within Eastern Europe, to avoid oil imports from the USSR. The leadership of Nicolae Ceausescu since 1965 has, meanwhile, governed through a studious commitment to socio-economic centralization and control often reminiscent of' Stalinist orthodoxy. Intellectual freedom, artistic liberty and workers' rights have changed little relative to Poland, Hungary or the transient Prague Spring. Such international and domestic policy distinctions, as well as a record of impressive industrial growth, necessitate an effort to understand the dynamics of Romania's socio-economic and political life. This volume is meant to delineate trends in political, social and economic life which will constitute dynamic elements for the Romanian system during the 1980s and beyond. Contributors, all scholars with lengthy research experience in Romania, the Balkans and communist states generally, have sought to identify factors likely to be influential during this and ensuing decades. In 1973, Romanians were beginning to recognize that the regime of Nicolae Ceausescu, contrary to what his first five or six years in power seemed to imply, would bring no respite from communism. Instead, after a 1971 "mini cultural revolution" ended hope for a Bucharest "spring" and intellectual latitude was curtailed further in 1972-73, the ominous possibilities of Ceausescu were becoming evident. In 1973, I went to Romania on a dissertation research grant from the International Research and Exchanges Board. It was a year in which wide-ranging survey research was still possible. But it was also a time when historians and writers who had different ideas, or workers who gave thought to non-party union organization, felt the heavy hand of Ceausescu's Securitate. As happens to most graduate students and their field research, it was a formative experience with indelible impressions that remain today.

We live in a period of great uncertainty about the fate of America's global leadership. Many believe that Donald Trump's presidency marks the end of liberal international order-the very system of global institutions, rules, and values that shaped the American international system since the end of World War II. Trump's repeated rejection of liberal order, criticisms of long-term allies of the US, and affinity for authoritarian leaders certainly undermines the American international system, but the truth is that liberal international order has been quietly eroding for at least 15 years. In Exit from Hegemony, Alexander Cooley and Daniel Nexon develop a new, integrated approach to understanding the rise and decline of hegemonic orders. Their approach identifies three distinct ways in which the liberal international order is undergoing fundamental transformation. First, Russia and China have targeted the order, positioning themselves as revisionist powers by establishing alternative regional institutions and pushing counter-norms. Second, weaker states are hollowing out the order by seeking patronage and security partnership from nations outside of the order, such as Saudi Arabia and China. Even though they do not always seek to disrupt American hegemony, these new patron-client relationships lack the same liberal political and economic conditions as those involving the United States and its democratic allies. Third, a new series of transnational networks emphasizing illiberalism, nationalism, and right-wing values increasing challenges the anti-authoritarian, progressive transnational networks of the 1990s. These three pathways erode the primacy of the liberal international order from above, laterally, and from below. The Trump administration, with its "America First" doctrine, accelerates all three processes, critically lessening America's position as a world power.

This book aims to highlight the particular situation faced by certain hydropower companies by the fact that they cannot fulfil their contracts due to force majeure. The first part of this book will be an analysis of how water is used in electricity production. It is important to point out that all types of energy sources use water, to a different extent, of course, and that its spatial and temporal availability is very important. The focus will be on hydropower, presenting the current situation at the global level, and the effect of reducing the amounts of water in the river system. The second part is based on the presentation of the concept of force majeure and the ways of presenting and drafting it in a contract. Many disputes or the success of a contract depended heavily on the provisions of this article of the contract. Obviously, there are also situations in which the signatory parties abuse or are not protected by these provisions of force majeure. Starting from a few brief examples from the international level, we reach a wide discussion of the situation created in Romania, when the largest supplier of electricity produced on the basis of water terminates several contracts invoking force majeure. The manner in which the opinion of the parties involved is presented to the court is analyzed and presented in detail.
