Policing Transnational Protest offers an original perspective on the history of police surveillance of anticolonial activists in France, Britain, and Germany in the first half of the twentieth century. Tracing the undertakings of anticolonial activists from Asia, Africa, and the Middle East in Europe and reconstructing the reaction of European governments, it illuminates the increasing cooperation of the police and secret services to monitor the activities of the "oriental revolutionaries" and curb their room to maneuver. But those efforts had an unintended inflammatory effect, provoking both supporters and opponents of colonial rule to understand the conflict in increasingly global and trans-imperial terms. The surveillance also exacerbated tensions between Europeans friendly to the anticolonial cause, and those who prioritized imperial security over civil liberties and national sovereignty. Tracking growing levels of transnational government cooperation against anticolonialists, this book pays special attention to Germany, where many activists were able to carry out their political work in relative safety after escaping surveillance in Britain and France. By analyzing the emergence of ever more sophisticated counter-terrorism schemes and surveillance apparatuses, Brückenhaus also contributes a pre-history of similar phenomena characterizing the post-9/11 world. He shows how, then as now, an intensification of a "war on terror" went hand in hand with concerns about encroachments on civil liberties, often expressed in open protest against such governance measures. Policing Transnational Protest informs current debates about intelligence gathering and surveillance in several European countries as well as their new cooperative partner, the United States.

Bolívar himself, shortly before his death, requested that O’Leary write the story of his life. O’Leary’s meticulous attention to military and diplomatic maneuvers and his keen, sometimes acrid, comments on both men and events give not only a vivid portrait of Bolívar—the man and his achievements—but also a remarkable insight into the autocratic-minded O’Leary. Though O’Leary’s devotion to, and admiration for, his Chief make for an occasionally partisan view, his stark account of the hardships and disappointments that Bolívar and his armies overcame against almost impossible odds does much to balance the narrative. In his abridged translation, Robert McNerney has omitted the Apéndice, documents that O’Leary, had he lived, undoubtedly would have used as the source for completing his account of Bolívar’s life. Numerous letters and documents scattered through the original text also have been omitted, leaving a highly readable biography.

Believers pray to either for aid in any number of life pursuits. Perhaps the most gratifying aspect of this catalogue is the fact that it is extremely up to date. Ewald provides not only the saints and blesseds of old but also those recently beatified and canonized. For example, he presents the Blessed Lindalva Justo de Oliveira, martyred in 1993 and beatified by Pope Benedict XVI just last year. This is a timely reference guide at least in part because the previous popeJohn Paul IIwas a prolific supporter of the path to sainthood. According to the Vatican, Pope John Paul II beatified and canonized more individuals than all the popes of the past five centuries combined. Thus, Ewald fulfills an important role in bringing his devout readership up to speed. But currentness is not the volumes only strength. Ewald paints quick but thorough sketches of his many subjects. His brief biographies never run much more than a page or two, but he has an eye for the fine points, and his portraits are always extremely pertinentthere are as few wasted details as there are wasted words. However, though his book serves best as a reference volume, it also provides a surprisingly gratifying reading experience. The argument is based on extensive field work and original data on the investigation and prosecution of more than 500 police homicides in five legal systems in Argentina, Brazil, and Uruguay. It includes both qualitative analyses of individual violations and prosecutions and quantitative analyses of broad patterns within and across jurisdictions. The book offers a structured comparison of police, prosecutorial, and judicial institutions in each location, and shows that analyses of any one of these organizations in isolation misses many of the essential dynamics that underlie an effective system of justice.

The processes look different in various suburban contexts, but the underlying narrative holds: immigrant populations converge on suburban areas and ambitious political actors develop careers by driving coethnics' political incorporation.

The “ASEAN Way” is based on the principle of consensus; any individual member state effectively has a veto over any proposal with which it disagrees. Dividing ASEAN and Conquering the South China Sea analyzes how China uses its influence to divide ASEAN countries in order to prevent them from acting collectively to resolve their territorial disputes with China in the South China Sea. Using comparative case studies of China’s relations with Cambodia, the Philippines, and Myanmar, O’Neill argues that the regime type in the country with which China is interacting plays an important role in enhancing or constraining China’s ability to influence the governments of developing states within ASEAN and globally. Authoritarian institutions facilitate Chinese influence while democratic institutions inhibit that influence. O’Neill argues that as long as ASEAN includes developing, authoritarian regimes, and given that the United States and other global powers are unlikely to risk any serious conflict over each push of China’s maritime boundaries, little by little, China will assert its sovereignty over the South China Sea.
