In the 1830s, the French aristocrat Alexis de Tocqueville warned that "insufferable despotism" would prevail if America ever acquired a national administrative state. Today's Tea Partiers evidently believe that, after a great wrong turn in the early twentieth century, Tocqueville's nightmare has come true. In those years, it seems, a group of radicals, seduced by alien ideologies, created vast bureaucracies that continue to trample on individual freedom. In Tocqueville's Nightmare, Daniel R. Ernst destroys this ahistorical and simplistic narrative. He shows that, in fact, the nation's best corporate lawyers were among the creators of "commission government" that supporters were more interested in purging government of corruption than creating a socialist utopia, and that the principles of individual rights, limited government, and due process were built into the administrative state. Far from following "un-American" models, American state-builders rejected the leading European scheme for constraining government, the Rechtsstaat (a state of rules). Instead, they looked to an Anglo-American tradition that equated the rule of law with the rule of courts and counted on judges to review the bases for administrators' decisions. Soon, however, even judges realized that strict judicial review shifted to courts decisions best left to experts. The most masterful judges, including Charles Evans Hughes, Chief Justice of the United States from 1930 to 1941, ultimately decided that a "day in court" was unnecessary if individuals had already had a "day in commission" where the fundamentals of due process and fair play prevailed. This procedural notion of the rule of law not only solved the judges' puzzle of reconciling bureaucracy and freedom. It also assured lawyers that their expertise in the ways of the courts would remain valuable, and professional politicians that presidents would not use administratively distributed largess as an independent source of political power. Tocqueville's nightmare has not come to pass. Instead, the American administrative state is a restrained and elegant solution to a thorny problem, and it remains in place to this day.

Yu-Tang Daniel Lew had a long and distinguished career as a diplomat, editor and professor. He served as consul general in Vancouver, minister in Brazil, and ambassador to New Zealand and at the United Nations. He also devoted many years to teaching-first at Tsing Hua University in Beijing in 1948, later at Mackinac College in Michigan in the late '60s and then at the Chinese Culture University in Taiwan from 1976 until his death in 2005. In 1974, he established the Sino-American Relations quarterly and was its editor-in-chief for all of its 30 years. A long admirer of Abraham Lincoln, Dr. Lew founded the Lincoln Society in 1984 to promote Lincoln's ideals of democracy among the Chinese. He also spent his final years teaching children the spirit of "Liang-zhi", espoused first by the philosopher Mencius. The oldest of six siblings, Dr. Lew was born on October 26, 1913 in Guangzhou, China. He attended Seattle's Broadway High School and obtained his doctorate at Harvard University. Married to Yalan Chang Lew, they had three sons.

The most important questions in life are questions about what we should do and what we should believe. The first kind of question has received considerable attention by normative ethicists, who search for a complete systematic account of right action. This book is about the second kind of question. Right Belief and True Belief starts by defining a new field of inquiry named 'normative epistemology' that mirrors normative ethics in searching for a systematic account of right belief. The book then lays out and defends a deeply truth-centric account of right belief called `truth-loving epistemic consequentialism.' Truth-loving epistemic consequentialists say that what we should believe (and what credences we should have) can be understood in terms of what conduces to us having the most accurate beliefs (credences). The view straight-forwardly vindicates the popular intuition that epistemic norms are about getting true beliefs and avoiding false beliefs, and it coheres well with how scientists, engineers, and statisticians think about what we should believe. Many epistemologists have rejected similar views in response to several persuasive objections, most famously including trade-off and counting-blades-of-grass objections.
