An account of the little-known involvement of Royal Marines as they engaged the new Bolsheviks immediately after the Russian Revolution. After three years of great loss and suffering on the Eastern Front, Imperial Russia was in crisis and on the verge of revolution. In November 1917, Lenin’s Bolsheviks (later known as “Soviets”) seized power, signed a peace treaty with the Central Powers and brutally murdered Tsar Nicholas (British King George’s first cousin) and his children so there could be no return to the old order. As Russia fractured into loyalist “White” and revolutionary “Red” factions, the British government became increasingly drawn into the escalating Russian Civil War after hundreds of thousands of German troops transferred from the Eastern Front to France were used in the 1918 “Spring Offensive” which threatened Paris. What began with the landing of a small number of Royal Marines at Murmansk in March 1918 to protect Allied-donated war stores quickly escalated with the British government actively pursuing an undeclared war against the Bolsheviks on several fronts in support of British trained and equipped “White Russian” Allies. At the height of British military intervention in mid-1919, British troops were fighting the Soviets far into the Russian interior in the Baltic, North Russia, Siberia, Caspian and Crimea simultaneously. The full range of weapons in the British arsenal were deployed including the most modern aircraft, tanks and even poison gas. British forces were also drawn into peripheral conflicts against “White” Finnish troops in North Russia and the German “Iron Division” in the Baltic. It remains a little-known fact that the last British troops killed by the German Army in the First World War were killed in the Baltic in late 1919, nor that the last Canadian and Australian soldiers to die in the First World War suffered their fate in North Russia in 1919 many months after the Armistice. Despite the award of five Victoria Crosses (including one posthumous) and the loss of hundreds of British and Commonwealth soldiers, sailors and airmen, most of whom remain buried in Russia, the campaign remains virtually unknown in Britain today. After withdrawal of all British forces in mid-1920, the British government attempted to cover up its military involvement in Russia by classifying all official documents. By the time files relating to the campaign were quietly released decades later there was little public interest. Few people in Britain today know that their nation ever fought a war against the Soviet Union. The culmination of more than 15 years of painstaking and exhaustive research with access to many previously classified official documents, unpublished diaries, manuscripts and personal accounts, author Damien Wright has written the first comprehensive campaign history of British and Commonwealth military intervention in the Russian Civil War 1918-20. “Allied intervention in the Russian Civil War remains forgotten. In many low- and middle-income countries, health coverage has improved dramatically in the past two decades, but health outcomes have not. As such, effective coverage—a measure of service delivery that meets a minimum standard of quality—remains unacceptably low. Improving Effective Coverage in Health examines one specific policy approach to improving effective coverage: financial incentives in the form of performance-based financing (PBF), a package reform that typically includes performance pay to frontline health workers as well as facility autonomy, transparency, and community engagement. This Policy Research Report draws on a rich set of rigorous studies and new analysis. When compared with business-as-usual, in low-income settings with centralized health systems PBF can result in substantial gains in effective coverage. However, the relative benefits of PBF—the performance pay component in particular—are less clear when it is compared with two alternative approaches, direct facility financing, which provides operating budgets to frontline health services with facility autonomy on allocation, but not performance pay, and demand-side financial support for health services (that is, conditional cash transfers and vouchers). Although PBF often results in improvements on the margins, closing the substantial gaps in effective health coverage is not yet within reach for many countries. Nonetheless, important lessons and experiences from the rollout of PBF over the past decade can guide health financing into the future. In particular, to be successful, health financing reform may need to pivot from performance pay while retaining the elements of direct facility financing, autonomy, transparency, and community engagement.

He is the author of the book entitled Antarctic Mountaineering Chronology, published in 1998, and of detailed topographical maps of the Livingston Island (2004) and Vinson Mountain (2006). His articles and photographs were published in many periodicals around the world, as the American Alpine Journal or the American magazine called Alpinist. He also led a skiing expedition to the South Pole and took part in several expeditions in the Himalayas, in Karakorum and in the Andes. When he is not exploring, Damien Gildea lives in Australia. EXCERPT Introduction Climbing in Antarctica is a special experience that never fails to affect those fortunate enough to do it. For most of Antarctica’s human history this experience was restricted to those who worked as part of national government Antarctic programs, requiring great financial and logistical efforts. Visitors – and in Antarctica we are all visitors – were a small cog in a vast scientific and political machine. The scope and quality of work done by these programs has been incredible and continues to be so, providing us with critical insights into not only Antarctica but also our world as a whole. However, in purely mountaineering terms, the activity of such operations was understandably limited. Mountaineering merely enabled scientific work, with recreational climbing discouraged and usually unrecorded. In the following pages I hope to preserve at least some of those ascents, as often they have proven to be more significant to those involved than the official scientific record may indicate, and they are part of the rich human history of Antarctica that should be recorded for all to enjoy.

We list all data privacy definitions based on differential privacy, and partition them into seven categories, depending on which aspect of the original definition is modified. These categories act like dimensions: Variants from the same category cannot be combined, but variants from different categories can be combined to form new definitions. We also establish a partial ordering of relative strength between these notions by summarizing existing results. Furthermore, we list which of these definitions satisfy some desirable properties, like composition, post-processing, and convexity by either providing a novel proof or collecting existing ones.
