Economic reasoning has thus far dominated the field of public policy analysis. This new introduction to the field posits that policy analysis should have both a broader interdisciplinary base--including criteria from such fields as political science, sociology, law, and philosophy, as well as economics--and also a broader audience in order to foster democratic debate. To achieve these goals, MacRae and Whittington have organized their textbook around the construction of decision matrices using multiple criteria, exploring the uses of the decision matrix formulation more fully than other texts. They describe how to set up the matrix, fill in cells and combine criteria, and use it as an aid for decision making. They show how ethical assessment of the affects that alternatives have on various parties differs from political analysis, and then they extend the use of the decision matrix to consider alternatives by affected parties, periods of time, or combined factors. The authors also thoughtfully address the role of expert advice in the policy process, widening the scope of the field to describe a complex system for the creation and use of knowledge in a democracy. An extended case study of HIV/AIDS policy follows each chapter (in installments), immediately illustrating the application of the material. The book also contains a glossary. Expert Advice for Policy Choice provides a new basis for graduate education in public policy analysis and can also serve as a text in planning, evaluation research, or public administration. In addition, it will be of interest to students and professionals wishing to aid policy choice who work in such fields as sociology, political science, psychology, public health, and social work.
This paper argues that there are many challenges to designing and implementing water and sanitation interventions that actually deliver economic benefits to the households in developing countries. Perhaps most critical to successful water and sanitation investments is to discover and implement forms of service and payment mechanisms that will render the improvements worthwhile for those who must pay for them. In this paper, we argue that, in many cases, the conventional network technologies of water supply and sanitation will fail this test, and that poor households need alternative, non-network technologies. However, it will not necessarily be the case that specific non-network improved water supply and/or sanitation technologies will always be seen as worthwhile by those who must pay for them. We argue that there is no easy panacea to resolve this situation. For any intervention, the outcome is likely to be context-dependent. An intervention that works well in one locality may fail miserably in another. For any given technology, the outcome will depend on economic and social conditions, including how it is implemented, by whom, and often on the extent to which complementary behavioral, institutional and organizational changes also occur. For this reason, we warn against excessive generalization: one cannot, in our view, say that one intervention yields a rate of return of x% while another yields a return of y%, because the economic returns are likely to vary with local circumstances. More important is to identify the circumstances under which an intervention is more or less likely to succeed. Also for this reason, when we analyze a few selected water and sanitation interventions, we employ a probabilistic rather than a deterministic analysis to emphasize that real world outcomes are likely to vary substantially.
There are more than 60 international rivers within the continent of Africa, and these shared waters will need to be developed and managed in an equitable manner in order to meet the water resource needs of the African people whilst protecting the environment. Topics considered include: the economics of international rivers; the links between water resources management and economic growth and poverty; the concept of water as an economic good and its implications; and the challenges of co-operative, transboundary management.
