Volume II chronicles the high-water mark of anti-American terrorism overseas that occurred during the Reagan administration. The litany of terrorist attacks on US targets overseas during this period is well known and unmatched in American history: 1983 suicide attack on US Embassy Beirut, 1983 suicide attack on US Marine Barracks Beirut, 1983 suicide attack on US Embassy Kuwait, 1984 suicide attack on US Embassy Beirut, 1985 assault on the TWA counter at Rome airport, 1985 hijacking of TWA 847, 1986 mid-air bombing of TWA 840, 1988 mid-air bombing of Pan Am 103, and the 1982-1988 kidnappings of 18 Americans in Lebanon. This wave of anti-American terrorist attacks demanded an appropriate response. The Reagan administration proceeded to construct the most ambitious and costly counter-terrorism program in the pre-9/11 era. Although the terrorist threat was perceived to be in decline during the George H W Bush administration, it still had to deal with the potential terrorist threat emanating from the first Gulf War in 1990-1991, two assassination attempts on the president, and the ramifications of the Pan Am 103 bombing.

With his victory over the Russian army at the battle of Tannenberg in August 1914, Paul von Hindenburg became a war hero. By 1916 he had parlayed an exaggerated reputation for decisive victory into near dictatorial powers. After Germany's defeat at Verdun and War Minister Erich von Falkenhayn's dismissal in late 1916, Hindenburg, along with his chief of staff Erich Ludendorff, took over strategic direction of the war. The eponymous Hindenburg Program attempted with some success to mobilize Germany's economy for war. He also oversaw many of Germany's most important wartime decisions, including the resumption of unrestricted submarine warfare, Bethmann Hollweg's dismissal as chancellor, Russia's defeat and negotiation of the Treaty of Brest-Litovsk, and the "Ludendorff Offensives" of 1918, which sought decisive victory on the Western Front but ended in Germany's catastrophic defeat. After the war, Hindenburg played a crucial role in creating the Dolchstosslegende (the myth that the German Army had been "stabbed in the back" by a Jewish-Bolshevik conspiracy on the homefront), in leading Germany as president of the Weimar Republic, and, most tragically, in acquiescing to Adolf Hitler's rise to power.

Interpreting American Democracy in France is a study of the French savant, liberal, politician, and Americanist Edouard Laboulaye. Laboulaye, who was a professor at the College de France, is perhaps best known in America today as president of the Union Franco-Americaine, which raised funds in France for the Statute of Liberty. He was also well known to Americans in the nineteenth century, particularly for his staunch support of the Union in the American Civil War. He and his circle influenced French public opinion and were instrumental in preventing the government of Napoleon III from recognizing the Confederacy." "After the Revolutions of 1848, the aftermath of which disillusioned him, a dominant theme in Laboulaye's writings was that America provided France with a model constitution that guaranteed individual liberties and a stable political system; it was his great hope that his country would follow this example. As France's leading Americanist, Laboulaye's energies were devoted to lectures on American history and politics and work on behalf of the North during the Civil War. He was also a translator of the works of those Americans for whom he had a special devotion: Franklin, Channing, and Mann. As a founding father of the Third Republic, Laboulaye drew great satisfaction from the fact that some principles drawn from the American political tradition were embodied in its constitutional laws. Additionally, Laboulaye was the first Frenchman to give a course on American history at a French university, and he later published a three-volume history of the United States, which stands as his masterpiece. He was a member of the liberal opposition to Napoleon III and after 1870 became active in the Third Republic, serving as deputy and later senator for life." "In France Laboulaye is primarily known as a professor at the respected College de France, a position he maintained throughout his entire career, and as a member of the Institut de France. He was also president of the French Anti-Slavery Society. Laboulaye was, in fact, a savant of almost universal interests who held a place at the center of French intellectual life during the Second Empire and the early Third Republic. His bibliography, comprised of books, pamphlets, essays, children's stories, and articles, totals over two hundred entries. Fifteenth-Century Carthusian Reform" argues that monastic theology offers a medieval Catholic paradigm distinct from the scholastic theology that has been the conventional source for medieval-oriented interpretations of Renaissance and Reformation. It is based on thorough study of the manuscript record. Nicholas Kempf (ca. 1415-1497) taught at the University of Vienna before becoming the head of Carthusian monasteries in rural Austria and Slovenia. Faced with calls for reform in church and society, he placed his confidence in the patristic Christian idea of reform: the reform of the image of God in the human person. This contemplative monastic idea of reform depended on authoritative structures, especially the monastic rule and rational - yet divinely inspired - discernment by a spiritual director. What seemed like simpleminded submission to monastic structures was actually a way to avoid relying on human effort for salvation. By returning to one's true self (the image of God), one opened oneself up for genuine social relationships. To activist reformers, whether adherents of medieval scholasticism, Renaissance humanism, or modern Enlightenment, this monastic idea of reform has seemed escapist, backward-looking, and "womanish." Monks accepted these labels but read them as signs of hidden strength. This book attempts to read through monastic lenses.
