Drawing upon David Hume's observation that, on the one hand people readily submit to authority, while on the other hand, authority depends on their opinion, Keepers of the Common Good examines the intricate interplay between opinion and submission to authority. The author proposes and develops a novel social understanding of constitutional authority and the place of the people. Analysing selected episodes of rebellion throughout history, the book traces the relationship between the people and the officials who govern. From the peasants of Gagliano who rejected the Italian state as illegitimate, to a wealth of rebellions in English history, the book builds on the social foundation earlier eloquently expressed as 'peoples precede nations'. In developing this idea, the author identifies, first, a lower register of constitutional discourse and ideas that emerge naturally within communities, and then, secondly, an upper register that gives meaning and justification to the prevailing constitutional order. By examining both registers, the book reveals their foundations, upon which an illuminating account of social relations between rulers and the ruled, officials, and the people is constructed. The book then identifies three distinct forms of rule: princely rule, people ruling themselves, and rule by representatives. After evaluating each model's explanatory power in explaining how people experience and influence the constitutional field, a fourth model of rule is proposed: the keeper's model. This model is used to explain the place and practice of the people in modern constitutional systems, broadly considered democratic. Although the book is not a study of democracy, a fresh and realistic understanding emerges from the keeper's model of the place of the people within the constitutional field.
This book is about the measurement and prediction of the reliability behaviour of systems of physical items. It is not specifically concerned with human factors with safety analysis as such, although some of the techniques discussed are adaptable to these purposes. A machine or an electronic circuit exemplifies a system. Each machine or circuit may also be treated as an item in a larger system. However, this does not reduce it suddenly to basic component status; it remains complex and can only be treated as unitary under definable restrictions. In particular, the effects of maintenance and component renewal must be considered most carefully. Previous books on system reliability have concentrated on one or two only of the six principal techniques available to the analyst. These are: 1. probability theory; 2. distributional statistics; 3. markov methods (matrix algebra); 4. fault and event trees (Boolean logic); 5. theory of renewal processes; 6. directional graph theory (di-graphs). This book relates these methods to one another and to their applications. The authors feel that previous books which concentrated upon one tech nique and the contortions necessary to use it in every possible situation may have misled readers into believing that there were no other methods and that some real problems were intractable or more difficult to solve than need be. For example, several results which are proved in other books for items with exponentially distributed times to/between failures are shown to be independent of distribution.

Water resources exploitation has been regarded as a way of initiating economic development in many countries. Planning concepts are now changing. Thorough environmental studies, sociological and economic studies now preceed project formulation. Justification solely on the basis of benefit cost studies is no longer sufficient for many development agencies. The broader approach is introduced in this book, but the real emphasis is on the situation in and needs of developing countries.Some of the problems experienced in building water resources in developing countries are described in this book, and methods of solution based on the limited experience of the authors, are offered. These range from use of unbiased common sense, coupled with a close understanding of people's requirements, to a comprehensive computer simulated planning model. Some types of water resources development are described in more detail. These include irrigation, hydro electric power and rural water supply. Sections on socio-economics and human resource development are also included, as well as on data collection, and project planning.
