Authoritarianism seems to be everywhere in the political world—even the definition of authoritarianism as any form of non-democratic governance has grown very broad. Attempts to explain authoritarian rule as a function of the interests or needs of the ruler or regime can be misleading. Autocrats Can’t Always Get What They Want argues that to understand how authoritarian systems work we need to look not only at the interests and intentions of those at the top, but also at the inner workings of the various parts of the state. Courts, elections, security force structure, and intelligence gathering are seen as structured and geared toward helping maintain the regime. Yet authoritarian regimes do not all operate the same way in the day-to-day and year-to-year tumble of politics. In Autocrats Can’t Always Get What They Want, the authors find that when state bodies form strong institutional patterns and forge links with key allies both inside the state and outside of it, they can define interests and missions that are different from those at the top of the regime. By focusing on three such structures (parliaments, constitutional courts, and official religious institutions), the book shows that the degree of autonomy realized by a particular part of the state rests on how thoroughly it is institutionalized and how strong its links are with constituencies. Instead of viewing authoritarian governance as something that reduces politics to rulers’ whims and opposition movements, the authors show how it operates—and how much what we call “authoritarianism” varies.

In Becoming-Teacher: A Rhizomatic Look at First-Year Teaching, Strom and Martin employ rhizomatics to analyze the experiences of Mauro, Bruce, and June, three first-year science teachers in a highly diverse, urban school district. Reporting on the ways that they constructed their practices during the first several months of entry into the teaching profession, authors explore how these teachers negotiated their pre-professional learning from an inquiry and social-justice oriented teacher residency program with their own professional agendas, understandings, students, and context. Across all three cases, the work of teaching emerged as jointly produced by the activity of multiple elements and simultaneously shaped by macro- and micropolitical forces. This innovative approach to investigating the multiple interactions that emerge in the first year of teaching provides a complex perspective of the role of preservice teacher learning and the non-linear processes of becoming-teacher. Of interest to teachers, teacher educators, and education researchers, the cases discussed in this text provide theoretically-informed analyses that highlight means of supporting teachers in enacting socially-just practices, interrupting a dominant educational paradigm detrimental to students and teachers, and engaging with productive tools to theorize a resistance to the neoliberal education movement at the classroom level.

This issue contains the first of a planned set of three publications greatly expanding knowledge of the platygastroid genus Oxyscelio Kieffer. We recognize 90 species in the Indo-Malayan and Palearctic realms, 71 of which are described here as new species. We divided these species into 13 species groups in order to highlight unique or unusual morphological features shared by certain species. A total of 438 specimen photographs are provided to aid in specimen identification. Newly discovered species are described from Brunei, China, Christmas Island, India, Indonesia, Japan, Laos, Malaysia, Nepal, The Philippines, Singapore, South Korea, Sri Lanka, Taiwan, Thailand, and Vietnam.

" This short book, covering the literature up to the middle of 1979, describes MVS in organic chemistry; i. e. the reactions of metal atoms with various, predominantly organic, substrates in the synthesis and reactivity studies of organic and organometallic compounds. In order to effectively describe all the underlying principles and to present a coesive picture of pertinent metal atom processes in condensed organic phases, some inorganic substrates such as rare gases, dinitrogen, dioxygen, dihalo gens, and inorganic halides have been included. For similar reasons, we have used, where relevent, information provided by the closely related technique of Matrix Isolation Spec troscopy (MIS). The Ottoman Army had a significant effect on the history of the modern world and particularly on that of the Middle East and Europe. This study, written by a Turkish and an American scholar, is a revision and corrective to western accounts because it is based on Turkish interpretations, rather than European interpretations, of events. As the world's dominant military machine from 1300 to the mid-1700's, the Ottoman Army led the way in military institutions, organizational structures, technology, and tactics. In decline thereafter, it nevertheless remained a considerable force to be counted in the balance of power through 1918. From its nomadic origins, it underwent revolutions in military affairs as well as several transformations which enabled it to compete on favorable terms with the best of armies of the day. This study tracks the growth of the Ottoman Army as a professional institution from the perspective of the Ottomans themselves, by using previously untapped Ottoman source materials. Additionally, the impact of important commanders and the role of politics, as these affected the army, are examined. The study concludes with the Ottoman legacy and its effect on the Republic and modern Turkish Army. This is a study survey that combines an introductory view of this subject with fresh and original reference-level information. Divided into distinct periods, Uyar and Erickson open with a brief overview of the establishment of the Ottoman Empire and the military systems that shaped the early military patterns. The Ottoman army emerged forcefully in 1453 during the siege of Constantinople and became a dominant social and political force for nearly two hundred years following Mehmed's capture of the city. When the army began to show signs of decay during the mid-seventeenth century, successive Sultans actively sought to transform the institution that protected their power. The reforms and transformations that began frist in 1606successfully preserved the army until the outbreak of the Ottoman-Russian War in 1876. Though the war was brief, its impact was enormous as nationalistic and republican strains placed increasing pressure on the Sultan and his army until, finally, in 1918, those strains proved too great to overcome. By 1923, Mustafa Kemal Atatürk emerged as the leader of a unified national state ruled by a new National Parliament. As Uyar and Erickson demonstrate, the old army of the Sultan had become the army of the Republic, symbolizing the transformation of a dying empire to the new Turkish state make clear that throughout much of its existence, the Ottoman Army was an effective fighting force with professional military institutions and organizational structures.
