The so-called nuclear renaissance has increased worldwide interest in nuclear power. This potential growth also has increased, in some quarters, concern that nonproliferation considerations are not being given sufficient attention. In particular, since introduction of many new power reactors will lead to requiring increased uranium enrichment services to provide the reactor fuel, the proliferation risk of adding enrichment facilities in countries that do not have them now led to proposals to provide the needed fuel without requiring indigenous enrichment facilities. Similar concerns exist for reprocessing facilities. Internationalization of the Nuclear Fuel Cycle summarizes key issues and analyses of the topic, offers some criteria for evaluating options, and makes findings and recommendations to help the United States, the Russian Federation, and the international community reduce proliferation and other risks, as nuclear power is used more widely. This book is intended for all those who are concerned about the need for assuring fuel for new reactors and at the same time limiting the spread of nuclear weapons. Efforts to understand climate variability and predict future climate change have highlighted many aspects of the hydrologic cycle and the exchange of energy and water at the atmosphere-surface interface as areas of critically needed study. The very nature of weather and climate demands that an international perspective and a comprehensive research approach be applied to understand these important issues. In response to this need, the international partners of the World Climate Research Program developed GEWEX (Global Energy and Water Experiment) as a major focus of international study. As the first of five continental-scale experiments, the GEWEX Continental Scale International Project (GCIP) was established to quantitatively assess the hydrologic cycle and energy fluxes of the Mississippi River basin. GCIP focuses on understanding the annual, interannual, and spatial variability of hydrology and climate within the Mississippi River basin; the development and evaluation of regional coupled hydrologic/atmospheric models; the development of data assimilation schemes; and the development of accessible, comprehensive databases. Improved water resource management on seasonal to interannual time scales is also a key GCIP goal. This book reviews the GCIP program, describes progress to date, and explores promising opportunities for future progress.
The Air Force (USAF) has continuously sought to improve the speed with which it develops new capabilities to accomplish its various missions in air, space, and cyberspace. Historically, innovation has been a key part of USAF strategy, and operating within an adversary's OODA loop (observe, orient, decide, act) is part of Air Force DNA. This includes the ability to deploy technological innovations faster than do our adversaries. The Air Force faces adversaries with the potential to operate within the USAF's OODA loop, and some of these adversaries are already deploying innovations faster than the USAF. The Role of Experimentation Campaigns in the Air Force Innovation Life Cycle examines the current state of innovation and experimentation in the Air Force and best practices in innovation and experimentation in industry and other government agencies. This report also explores organizational changes needed to eliminate the barriers that deter innovation and experimentation and makes recommendations for the successful implementation of robust innovation and experimentation by the Air Force.
The second "State of the Climate Cycle Report" (SOCCR2) aims to elucidate the fundamental physical, chemical, and biological aspects of the carbon cycle and to discuss the challenges of accounting for all major carbon stocks and flows for the North American continent. This assessment report has broad value, as understanding the carbon cycle is not just an academic exercise. Rather, this understanding can provide an important foundation for making a wide variety of societal decisions about land use and natural resource management, climate change mitigation strategies, urban planning, and energy production and consumption. To help assure the quality and rigor of SOCCR2, this report provides an independent critique of the draft document.
According to the Government Accountability Office, sustainment of weapon systems accounts for approximately 70 percent of the total life-cycle costs. When sustainment is not considered early in the development process or as an integral part of the systems engineering design, it can negatively affect the ability of the Air Force to maintain and improve the weapon system once it enters service. At the request of the Assistant Secretary of the Air Force for Acquisition, Technology, and Logistics, Weapons Systems Sustainment Planning Early in the Development Life Cycle identifies at what point or phase of the development of a weapons system sustainment planning should be integrated into the program; examines and provides recommendations regarding how sustainment planning should be evaluated throughout the development process; investigates and describes the current challenges with sustainment planning and determines what changes have occurred throughout the acquisition process that may have eroded sustainment planning; and identifies opportunities for acquisitions offices to gain greater access to sustainment expertise.
The first two decades of the U.S. Geological Survey's National Water Quality Assessment (NAWQA) Program have provided a successful and useful assessment of U.S. water-quality conditions, how they have changed over time, and how natural features and human activities have affected those conditions. Now, planning is underway for the third decade (Cycle 3) of the Program outlined in the Science Plan, with challenges including ensuring that the NAWQA remain a national program in the face of declining resources, balancing new activities against long-term studies, and maintaining focus amidst numerous and competing stakeholder demands. The Science Plan for Cycle 3 articulates a forward-thinking vision for NAWQA science over the next decade, building on the previous cycles' data, experience, and products. Preparing for the Third Decade (Cycle 3) of the National Water-Quality Assessment (NAWQA) Program explains the national needs outlined in the plan, NAWQA's need to emphasize collaboration with other USGS and external programs, other federal agencies, state and local governments, and the private sector.
