Media assistance boomed after the 1989 transitions in Central Europe, but now flows to virtually all regions of the world. Today the media assistance industry is focused on the problem of sustainability: How are free and independent public affairs media supposed to maintain their editorial mission while facing hostile political systems or the demands of the consumer marketplace? Many media in developing countries have been or are grant-dependent. When grants are exhausted or withdrawn, media that were funded to further democratic consolidation typically wither and die. Some become mere grant chasers. Others abandon public service to the demands of market competition, or political patronage. As a result, governmental and non-governmental grant makers now emphasize the need for sustainability in considering grants in the media sector. Many grant recipients have grown frustrated, sometimes bitter, and have sought to take a much more active role in the way assistance programs are put together. Just how is sustainability to be achieved while also ensuring a public-service editorial mission? Exporting Press Freedom examines the history and practice of media assistance, and argues that the dilemma of media independence and sustainability is best understood as an economic problem rather than one of poor editorial standards or lack of will. It includes profiles of news and public affairs media in developing and democratizing countries, and also of two non-governmental organizations that have pioneered the use of low-interest loans in media assistance. During the 1970s and 1980s, a hazardous waste management industry emerged in the U.S., driven by government and polluting industry responses to a hazardous waste crisis. In 1979, labor unions began to seek federal health and safety protections for workers in that industry and for firefighters responding to hazardous materials fires. Those efforts led to a worker health and safety section in the Superfund Amendments and Reauthorization Act of 1986. The legislation mandated regulation of hazardous waste operations and emergency response worker protection, and establishment of a national health and safety training grant program - which became the Worker Education and Training Program (WETP).Craig Slatin provides a history of labor's success on the coattails of the environmental movement and in the middle of a rightward shift in American politics. He explores how the WETP established a national worker training effort across industrial sectors, with case studies on the health and safety training programs of two unions in the WETP - the Oil, Chemical, and Atomic Workers and the Laborers' Union. Lessons can be learned from one of the last major worker health and safety/environmental protection victories of the 1960s-1980s reform era, coming at the end of the golden age of regulation and just before the new era of deregulation and market dominance. Following a mainly chronological development of concepts, the book focuses on classical cryptology in the first part. It covers Greek and Viking cryptography, the Vigenère cipher, the one-time pad, transposition ciphers, Jefferson’s cipher wheel, the Playfair cipher, ADFGX, matrix encryption, World War II cipher systems (including a detailed examination of Enigma), and many other classical methods introduced before World War II. The second part of the book examines modern cryptology. The author looks at the work of Claude Shannon and the origin and current status of the NSA, including some of its Suite B algorithms such as elliptic curve cryptography and the Advanced Encryption Standard. He also details the controversy that surrounded the Data Encryption Standard and the early years of public key cryptography. The book not only provides the how-to of the Diffie-Hellman key exchange and RSA algorithm, but also covers many attacks on the latter. Additionally, it discusses Elgamal, digital signatures, PGP, and stream ciphers and explores future directions such as quantum cryptography and DNA computing. With numerous real-world examples and extensive references, this book skillfully balances the historical aspects of cryptology with its mathematical details. It provides readers with a sound foundation in this dynamic field.
