Maritime Counterproliferation Operations and the Rule of Law

Allen examines the maritime counterproliferation activities of nations participating in the Proliferation Security Initiative, as set out in their Statement of Interdiction Principles. He explains the framework for conducting maritime interception activities, examines the importance of intelligence to PSI operations, and assesses the legal issues raised by those operations. The threat of WMD use by terrorist groups and rogue regimes has added new urgency to global security discussions. Responses to the dangers posed by WMD include the nonproliferation regime, safeguards for WMD materials while in transit, export controls, treaties on terrorism, Security Council resolutions, and the new Protocol to the Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation. The existing nonproliferation regime will never, by itself, provide an adequate level of security. As a result, risk management strategies must include layered counterproliferation activities and consequence management. Counterproliferation measures may include maritime interdictions. The Proliferation Security Initiative, a cooperative undertaking launched in 2003, provides a framework for those interdictions. The framework was formalized in the Statement of Interdiction Principles. After providing an overview of the threats posed by WMD proliferation, this book surveys the nonproliferation regime and counterproliferation measures states have adopted to supplement it. It next provides an overview of maritime interception operations and the intelligence issues surrounding them, before turning to the laws governing such operations. It then examines each of the actions described in the PSI Statement of Interdiction Principles to assess their compliance with applicable laws. Finally, it looks at the laws that establish the responsibility of states for taking unwarranted counterproliferation actions against vessels.

The dead and wounded of the 47th lay everywhere underfoot". With these words Charles Bean, Australia's Official War Historian, described the battlefield of Dernancourt on the morning of the 5th of April, 1918, strewn with the bodies of the Australian dead. It was the final tragic chapter in the story of the 47th Australian Infantry Battalion in the First World War. One of the shortest lived and most battle hardened of the 1st Australian Imperial Force's battalions, the 47th was formed in Egypt in 1916 and disbanded two years later having suffered one of the highest casualty rates of any Australian unit. Their story is remarkable for many reasons. Dogged by command and discipline troubles and bled white by the desperate attrition battles of 1916 and 1917, they fought on against a determined and skilful enemy in battles where the fortunes of war seemed stacked against them at every turn. Not only did they have the misfortune to be called into some of the A.I.F.'s most costly campaigns, chance often found them in the worst places within those battles. Though their story is one of almost unrelieved tragedy, it is also story of remarkable courage, endurance and heroism. It is the story of the 1st A.I.F. itself - punished, beaten, sometimes reviled for their indiscipline, they fought on - fewer, leaner and harder - until final victory was won. And at its end, in an extraordinary gesture of mateship, the remnants of the 47th Battalion reunited. Having been scattered to other units after their disbandment, the survivors gathered in Belgium for one last photo together. Only 73 remained.

AIP first targeted teen audiences with science fiction, horror and fantasy, but soon grew to encompass many genres and demographics--at times, it was indistinguishable from many of the "major" studios. From Abby to Zontar, this filmography lists more than 800 feature films, television series and TV specials by AIP and its partners and subsidiaries. Special attention is given to American International Television (the TV arm of AIP) and an appendix lists the complete AITV catalog. The author also discusses films produced by founders James H. Submarines were responsible for about 55 percent of the tonnage of the Japanese fleets sunk during World War II. The 22 percent casualty rate of U.S. submariners was the highest of the military services. This volume traces the career of the submarine the USS Puffer from the laying of her keel and her commissioning on April 27, 1943, until her departure for the scrap yard in late 1960. Compiled from interviews with former crew members, including the author's father, Donald B. McDonald, as well as other contemporary sources, it follows the crew of the Puffer through nine war patrols. Events recollected include the First War Patrol, which resulted in a record-setting 38 hour submergence because of enemy fire; the dangerous transfer of torpedoes while surfaced in enemy waters; and the wild bombardment of Japanese shore installations with the 5-inch deck gun. There are numerous wartime photographs and appendices providing a list of awards earned by the crew and a summary of claimed successful attacks. Brief biographies of the seven commissioned officers are also included.
