The ninth edition of the book entitled Procedure and practice of the Assembly was published in 1990. Since then, significant political changes in Europe have also had an impact on the functioning of the Parliamentary Assembly. This new edition emphasises the practical way in which the Assembly operates and describes its political and institutional context. It will be of use both to the members of the Assembly and a wider audience: members and staff of national parliaments, representatives of civil society, and all those who wish to know more about the driving force of the Council of Europe. The 636 parliamentarians making up the Assembly come from the national parliaments of the 47 Council of Europe member states. They meet four times a year to discuss current affairs and ask European governments to take initiatives and report back. These parliamentarians speak on behalf of the 800 million Europeans who elected them. They are the democratic conscience of Europe.

This volume is a collection of the orders of the day and minutes of proceedings of the Parliamentary Assembly of the Council of Europe at the first part of the 2006 Ordinary Session (23-27 January 2006. The Assembly meets four times every time (January, April, June and October).The Parliamentary Assembly's publications include, among others, Adopted texts, Assembly documents, and the Official report of debates.
The Parliamentary Assembly of the Council of Europe publishes a volume of adopted texts for each of its four part-sessions and Standing Committee meetings. The Assembly, or the Standing Committee on its behalf, can adopt three different types of texts: opinions, recommendations and resolutions. Opinions are mostly expressed by the Assembly on questions put to it by the Committee of Ministers, such as the admission of new member states to the Council of Europe, but also on draft conventions, or the budget. Recommendations contain proposals addressed to the Committee of Ministers, the implementation of which is within the competence of governments. Resolutions embody decisions by the Assembly on questions which it is empowered to put into effect or expressions of views for which it alone is responsible. They can also be addressed to national parliaments. References to committees: the Bureau of the Assembly decides whether communications, in particular from the Committee of Ministers and from the Secretary General, and motions for recommendations and resolutions should be referred to the appropriate committee for action, if any. Referrals are then ratified by the Parliamentary Assembly.
Children's rights consist of finding a delicate balance between protection & autonomy. Based on existing international conventions, the Council of Europe recommends a greater participation on the part of tomorrow's adults in those decisions which affect them: within the family, at school & before the courts. In her foreword, Carol Bellamy, Executive Director of UNICEF, ranks the protection of children among the top political priorities of states & stresses Europe's vanguard role with regard to the rest of the world.
