The book explores issues relating to contemporary youth cultures and citizenship within modern European societies. The papers presented discuss the structural inequalities and social disadvantage which often undermine youth citizenship, and consider how subculture activities influence the development of youth action, initiative and social responsibility. The case studies include: animal rights activists in Sweden; hip-hop music culture in France; rural youth in the UK; the influence of the media and mobile communications upon young people's experiences; the role of the family and peer groups; and gender issues and developments in the educational achievements of young women.

Advanced Training for Trainers in Europe (ATTE) is a part-time programme for trainers active in training youth multipliers. ATTE was implemented successfully as a pilot course from November 2001 to October 2003, involving 30 trainers from 21 countries; it is innovative in its approach, methodology, structure, long-term perspective and intensity. ATTE has been developed and organised within the Partnership Programme on European Youth Worker Training run by the European Commission and the Council of Europe. The Partnership Programme aims to contribute to quality in youth-worker training at European level, with an emphasis on integrating European Citizenship in youth work. Volume 1 of this publication presents a full description of the ATTE training programme and its curriculum.
Albania is the seventeenth country to have undergone an international review of its national youth policy, a series which was started by the Council of Europe in 1997. The review was performed in 2009 during two one-week visits by a team of international experts working on the basis of the Albanian National Youth Strategy, published in 2007. The report focuses on three issues identified by the Albanian government: the law, delivery mechanisms and youth participation, and three issues identified as important by the review team itself: youth information, leisure-time activities and youth crime and justice. While reviewing the youth policy in Albania with special attention to theses issues, the international team came across a number of specific or cross-sectoral subjects (education, health, minorities, etc.) which helped depict a broad picture of the situation of young people in the country. Recommendations made by the international team cover not only government action, but address steps to be taken by those who take part, at all levels, in the shaping of youth policy in Albania.
This publication details the activities of the Council of Europe during 2005, including the work of the Committee of Ministers, the Parliamentary Assembly, the Congress of Local and Regional Authorities, the European Court of Human Rights and the Commissioner for Human Rights. The highlight of the year was the third Summit of Heads of State and Government, held in Warsaw in May 2005, and four main themes emerged from the summit: to further promote common fundamental values (human rights, the rule of law and democracy); to make Europe a safer place by eradicating torture and inhuman and degrading treatment; to eliminate all forms of discrimination thus creating a more inclusive Europe; and to foster co-operation with other international and European organisations and institutions.

The aim of the Council of Europe's youth policy is to provide young people - girls and boys, young women and young men - with equal opportunities and experience which will enable them to develop the knowledge, skills and competencies to play a full part in all aspects of society. The programme of activities aims at associating young people, through governmental and non-governmental youth partners, with the aims and priorities of the youth policy of the Council of Europe. The participants in the education and training activities are multipliers who, within their youth organisations or institutions, are involved in training other young people and/or in designing activities and programmes that put into practice the values, standards and objectives that preside over the youth policy of the Council of Europe. The use of non-formal learning principles is combined with experiential learning approaches, the most apt at making the learning experiences meaningful and relevant. Activities are implemented in accordance with quality standards agreed with partners of and participants in the activities.The quality of these activities depends, to a large extent, on the competences and abilities of the facilitators of these educational processes, many of whom are volunteers within youth and community organisations. This manual was developed in order to support them in that role, particularly when they are part of the educational teams of study sessions at the European Youth Centre. The manual provides essential information and practical tips for all who are involved in planning and delivering non-formal education intercultural activities on an occasional basis. This manual is part of the endeavour of the Council of Europe's youth sector to support and develop the quality of non-formal education activities across Europe and, in doing so, contribute to further their recognition.
This international review of Hungarian national youth policy is the fifteenth in the series started in 1997 by the Directorate of Youth and Sport of the Council of Europe. Like preceding reviews, it aims to fulfil three distinct objectives: - to advise on national youth policy; - to identify components which might combine to form a harmonised approach to youth policy across Europe; and - to contribute to a learning process in relation to the development and implementation of youth policy. Hungary, at its own request, embarked on an international review to benefit from ten years of reviewing experience and to contribute to the European exchange of information on youth policies. This report includes information gathered by the international review team as well as its analyses and recommendations concerning the development, perspectives and challenges for the future of youth policy in Hungary.
The Diversity Youth Forum was organized at the European Youth Center within the framework of the "All Different -All Equal" European youth Campaign for Diversity, Human Rights and Participation. The forum identified key issues and objectives related to diversity, human rights and participation from the point of view of young people. The forum participants issued a Final Declaration with the conclusions and recommendations of the participants. European wood heritage is a living tradition still in use in some regions of Europe but also represents one of the most threatened forms of cultural expression. This publication contains a number of papers presented at a series of transnational meetings organised by the Council of Europe to examine traditional building methods and compare experience and techniques on preserving this form of cultural heritage. It seeks to raise awareness of the social and economic value of wooden traditions in local communities throughout Europe.
This publication contains papers presented at a conference, held in November 2004 in Barcelona and organised by the Council of Europe. The purpose of the conference (held to mark the end of the three-year integrated project "Making democratic institutions work") was to discuss issues relating to the challenges and opportunities facing governments in Europe to strengthen democratic reform and encourage greater public participation. Topics covered include: promoting inclusive elections; financing of political parties; popular initiatives and referendums; and how modern communication technologies can affect the democratic process.
Inequality limits young people's chances in life. Yet equality is the basis of democracy and Article 14 of the European Convention on Human Rights secures the rights and freedoms of the young "without discrimination on any ground". Research shows that inequality - in opportunities, wealth or health, for example - is widespread in Europe and that the citizens of richer countries do not necessarily have healthier profiles than those of poorer countries. The citizens of egalitarian countries, on the other hand, have the highest life expectancy. This book examines many aspects of inequality and opportunity for young people including schooling, employment, social exclusion, labour migration, trafficking, disability, cultural and religious discrimination, youth work, and opposition and resistance.

This collection of essays looks at the food culture of 40 European countries describing such things as traditions, customs, festivals, and typical recipes. It illustrates the diversity of the European cultural heritage.
As part of the Institutional Capacity Building Plan, which is the first of the three components of the Regional Programme for Cultural and Natural Heritage in South-East Europe launched in 2003, a "transnational theme-based debate" was organised. The second step in this debate stemmed from an assessment of requests from the countries/regions participating in the Regional Programme: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Kosovo/ UNMIK, Montenegro, Romania, Serbia and "the former Yugoslav Republic of Macedonia".The first step was concerned with current heritage policies and legislation. Its aim was to take stock of the position regarding legislative reforms and heritage policies in the countries of South-East Europe. It also highlighted the need for an in-depth analysis of certain key areas where difficulties still arose in implementation.The second step was concerned with tools for integrated management of the cultural and natural heritage, in the broad sense of the term "heritage" (the concept of cultural environment). It linked together three key topics previously identified: documentation systems, incorporating the heritage dimension in environment, regional development and town planning documents, permits, controls and penalties related to heritage conservation work.

As part of this plan, a "translational theme-based debate" was held, the structure of which was based on an assessment of requests from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, Romania, Serbia, "the former Yugoslav Republic of Macedonia" and Kosovo. The results of this debate have been published across three volumes in the European Heritage series. The first volume concerned current heritage policies and legislation; the second covered the tools for integrated management of cultural and natural heritage, in the broad sense of the term (the concept of "cultural environment"). This third volume examines how the enhancement of cultural and natural heritage can contribute to the implementation of sustainable development projects. The participants' reports and presentations on European best practices should inspire institutions to define rules and guidelines for structuring their national heritage policies so that they can also contribute to regional and local development strategies.

Youth participation is not an end in itself, but a means of achieving positive changes in young people’s lives and of building better democratic societies. Participation is a fundamental human right recognised, among others, in the Universal Declaration of Human Rights and the Convention on the Rights of the Child. Participation is also a core principle of human rights and is a condition for effective democratic citizenship for all people. The aim of the Council of Europe’s youth policy is to provide young people with equal opportunities and experience which enable them to develop the knowledge, skills and competencies to play a full part in all aspects of society. Youth participation is at the core of youth policy in the Council of Europe, which includes co-management as a form of sharing power with youth representatives. Youth participation is promoted across the various sectors of the Council of Europe. The revised European Charter on the Participation of Young People in Local and Regional Life, adopted in May 2003 by the Congress of Local and Regional Authorities of the Council of Europe, is a standard-setting instrument for youth participation. It supports young people, youth workers, youth organisations and local authorities in promoting and enhancing meaningful youth participation at local and regional level across Europe. The manual “Have your say!” was produced to support local and regional authorities, youth organisations and young people who want to give young people a real say for a meaningful democratic youth participation. According to the Charter, participation is about having the right, the means, the space and the opportunity and, where necessary, the support to participate in and influence decisions and engage in actions and activities so as to contribute to building of a better society. The manual “Have your say!” is an educational and practical tool to support all those committed to making that right a reality for more young people in the Council of Europe member states.
In 1998, the Council of Europe and the European Commission decided to take common action in the field of youth. Both institutions initiated a partnership agreement with the aim "to promote active European citizenship and civil society by giving impetus to the training of youth leaders and youth workers working within a European dimension". In 2003, additional agreements were signed in the fields of "youth research" and "Euro-Mediterranean youth co-operation". Since 2005, the partnership between the European Commission and the Council of Europe in the field of Youth activities have been focusing on the following topics: European Citizenship, human rights education and intercultural dialogue, quality and recognition of youth work and training, better understanding and knowledge of youth and youth policy development. The partnership between the Council of Europe and the European Commission in the field of Youth brings together the two institutions' experience in non formal education, youth policy, youth research and youth work practice. The co-operation between the two institutions covers a wide spectrum of activities such as training, seminars, workshops, networking and dialogue design. Results and other material are made available on the partnership website (http://youth-partnership.coe.int) and in various publications, including the Training Kits (T-Kits). T-Kits are thematic publications written by experienced youth trainers and experts and constitute easy to use handbooks for educational activities. All activities and publications enhance the exchange of experience and good practice between the actors involved and contribute to the implementation of the political objectives of both partners.
Youth policy in Moldova, is the latest in the Council of Europe series of youth policy reviews. As Moldova is the 16th country to be reviewed since 1997, this report has been enriched by the experience gained from the previous reviews of countries in western and eastern Europe and one in the Commonwealth of independent States (Armenia). These reviews have nurtured the development of an informed way of thinking about youth policy and strategies for implementation. The report is based on a cross-sectoral understanding of youth policy, it focuses on youth policy structures, education (formal and especially non-formal), transition to the labour market and entrepreneurship. There are overviews of policy related to social security (health and social protection, childcare), juvenile justice and sport.
