Water managers rely on predicting changes in the hydrologic cycle on seasonal-to-interannual time frames to prepare for water resource needs. Seasonal to interannual predictability of the hydrologic cycle is related to local and remote influences involving land processes and ocean processes, such as the El Niño Southern Oscillation. Although advances in understanding land-surface processes show promise in improving climate prediction, incorporating this information into water management decision processes remains a challenge since current models provide only limited information for predictions on seasonal and longer time scales. To address these needs, the Global Energy and Water Cycle Experiment (GEWEX) Americas Prediction Project (GAPP) was established in 2001 to improve how changes in water resources are predicted on intraseasonal-to-interannual time scales for the continental United States. The GAPP program has developed a science and implementation plan to guide its science activities, which describes strategies for improving prediction and decision support in the hydrologic sciences. This report by the National Research Council provides a review of the GAPP Science and Implementation Plan, outlining suggestions to strengthen the plan and the GAPP program overall.
The U.S. Climate Change Science Program (CCSP) coordinates the efforts of 13 federal agencies to understand why climate is changing, to improve predictions about how it will change in the future, and to use that information to assess impacts on human systems and ecosystems and to better support decision making. Evaluating Progress of the U.S. Climate Change Science Program is the first review of the CCSP's progress since the program was established in 2002. It lays out a method for evaluating the CCSP, and uses that method to assess the strengths and weaknesses of the entire program and to identify areas where progress has not met expectations. The committee found that the program has made good progress in documenting and understanding temperature trends and related environmental changes on a global scale, as well as in understanding the influence of human activities on these observed changes. The ability to predict future climate changes also has improved, but efforts to understand the impacts of such changes on society and analyze mitigation and adaptation strategies are still relatively immature. The program also has not met expectations in supporting decision making, studying regional impacts, and communicating with a wider group of stakeholders.
Climate change is one of the most important global environmental problems facing the world today. Policy decisions are already being made to limit or adapt to climate change and its impacts, but there is a need for greater integration between science and decision making. The 2013 report Solar and Space Physics; A Science for a Technological Society outlined a program of basic and applied research for the period 2013-2022. This publication describes the most significant scientific discoveries, technical advances, and relevant programmatic changes in solar and space physics since the publication of that decadal survey. Progress Toward Implementation of the 2013 Decadal Survey for Solar and Space Physics assesses the degree to which the programs of the National Science Foundation and the National Aeronautics and Space Administration address the strategies, goals, and priorities outlined in the 2013 decadal survey, and the progress that has been made in meeting those goals. This report additionally considers steps to enhance career opportunities in solar and space physics and recommends actions that should be undertaken to prepare for the next decadal survey.
This new book from the National Research Council finds serious weaknesses in the government's plan for research on the potential health and environmental risks posed by nanomaterials, which are increasingly being used in consumer goods and industry. An effective national plan for identifying and managing potential risks is essential to the successful development and public acceptance of nanotechnology-enabled products. The book recommends a robust national strategic plan for addressing nanotechnology-related EHS risks, which will need to focus on promoting research that can assist all stakeholders, including federal agencies, in planning, controlling, and optimizing the use of engineered nanomaterials while minimizing EHS effects of concern to society. Such a plan will ensure the timely development of engineered nanoscale materials that will bring about great improvements in the nation's health, its environmental quality, its economy, and its security.
The report examines the Environmental Protection Agency's three-year plan for a comprehensive response to a chemical or biological attack on a civilian or public sector facility. The report states that EPA has correctly identified the essential major research areas (detection, containment, decontamination, and disposal) but calls for an initial focus on decontamination and disposal efforts and a longer term research program.
The report reviews a draft strategic plan from the U.S. Climate Change Science Program, a program formed in 2002 to coordinate and direct U.S. efforts in climate change and global change research. The U.S. Climate Change Science Program incorporates the decade-old Global Change Research Program and adds a new component -the Climate Change Research Initiative-whose primary goal is to "measurably improve the integration of scientific knowledge, including measures of uncertainty, into effective decision support systems and resources.
The United States' tradition of conserving fish, wildlife, habitats, and cultural resources dates to the mid-19th century. States have long sought to manage fish and wildlife species within their borders, whereas many early federal conservation efforts focused on setting aside specific places as parks, sanctuaries, or reserves. With advances in landscape ecology over the past quarter-century, conservation planners, scientists, and practitioners began to stress the importance of conservation efforts at the scale of landscapes and seascapes. These larger areas were thought to harbor relatively large numbers of species that are likely to maintain population viability and sustain ecological processes and natural disturbance regimes - often considered critical factors in conserving biodiversity. By focusing conservation efforts at the level of whole ecosystems and landscape, practitioners can better attempt to conserve the vast majority of species in a particular ecosystem. Successfully addressing the large-scale, interlinked problems associated with landscape degradation will necessitate a planning process that bridges different scientific disciplines and across sectors, as well as an understanding of complexity, uncertainty, and the local context of conservation work. The landscape approach aims to develop shared conservation priorities across jurisdictions and across many resources to create a single, collaborative conservation effort that can meet stakeholder needs. Conservation of habitats, species, ecosystem services, and cultural resources in the face of multiple stressors requires governance structures that can bridge the geographic and jurisdictional boundaries of the complex socio-ecological systems in which landscape-level conservation occurs. The Landscape Conservation Cooperatives (LCC) Network was established to complement and add value to the many ongoing state, tribal, federal, and nongovernmental efforts to address the challenge of conserving species, habitats, ecosystem services, and cultural resources in the face of large-scale and long-term threats, including climate change. A Review of the Landscape Conservation Cooperatives evaluates the purpose, goals, and scientific merits of the LCC program within the context of similar programs, and whether the program has resulted in measurable improvements in the health of fish, wildlife, and their habitats.
The Research and Analysis (R&A) program managed by NASA's Planetary Science Division (PSD), supports a broad range of planetary science activities, including the analysis of data from past and current spacecraft; laboratory research; theoretical, modeling, and computational studies; geological and astrobiological fieldwork in planetary analog environments on Earth; geological mapping of planetary bodies; analysis of data from Earth- and space-based telescopes; and development of flight instruments and technology needed for future planetary science missions. The primary role of the PSD R&A program is to address NASA's strategic objective for planetary science and PSD's science goals. Recently, PSD reorganized the R&A program to provide better alignment with the strategic goals for planetary sciences. The major changes in the R&A program involved consolidating a number of prior program elements, many of which were organized by subdiscipline, into a smaller number of thematic core research program elements. Despite numerous efforts by PSD to communicate the rationale for the reorganization and articulate clearly the new processes, there has been significant resistance from the planetary science community and concerns in some sectors regarding the major realignment of funding priorities. Review of NASA's Planetary Science Division's Restructured Research and Analysis Programs examines the new R&A program and determines if it appropriately aligns with the agency's strategic goals, supports existing flight programs, and enables future missions. This report explores whether any specific research areas or subdisciplinary groups that are critical to NASA's strategic objectives for planetary science and PSD's science goals are not supported appropriately in the current program or have been inadvertently disenfranchised through the reorganization.
This second report, entitled "The Department for Children, Schools and Families and the Children's Plan", (HCP 213, session 2007-08, ISBN 9780215514691) from the Children, Schools and Families Committee examines the creation of the new Department for Children, Schools and Families. The Department has sole responsibility for early years education and the schooling of children between 5 and 13, but in other areas, such as education for 14-19 year olds, it operates jointly with other Government departments, in partcular the Department for Innovation, Universities and Skills. The Committee welcomes the Departmental focus on children, but expresses some reservations in regard of joint responsibility which it sees as leading to a lack of clarity in regard of responsibility and a dilution in decision making. The Committee believes clarity on which Department has specific responsibility is important, particularly with the introduction of the new Diploma system for 14-19 year olds. Also the Departments' Children's Plan does not at present have a timetable of action or a clear set of priorities and that the Department needs to be explicit on how it intends to drive improvements in services for children and familes. In total the Committee has set out 14 conclusions and recommendations covering: the new Department; the Children's Plan; Public Service Agreements; schools' funding; efficiency and productivity.
This report provides guidance to the Gulf Ecosystem Monitoring (GEM) program to help ensure that it is based on a a science plan that is robust, far-reaching, and scientifically sound. The report commends the Trustee Council for its foresight in setting aside funds to create a trust fund to provide long-term research support; it notes that the GEM program offers an unparalleled opportunity to increase understanding of how large marine ecosystems function and change over time. The report outlines elements of a sound long-term science plan, including conceptual foundation, scope and geographic focus, organizational structure, community involvement, data and information management, and synthesis, modeling, and evaluation.
NASA operates a large number of space science missions, approximately three-quarters of which are currently in their extended operations phase. They represent not only a majority of operational space science missions, but a substantial national investment and vital national assets. They are tremendously scientifically productive, making many of the major discoveries that are reported in the media and that rewrite textbooks. Extending Science â€" NASA's Space Science Mission Extensions and the Senior Review Process evaluates the scientific benefits of missions extensions, the current process for extending missions, the current biennial requirement for senior reviews of mission extensions, the balance between starting new missions and extending operating missions, and potential innovative cost-reduction proposals for extended missions, and makes recommendations based on this review.
The Science and Technology Committee warns that the UK's prominence in astronomy and particle physics, and its ability to attract and inspire the next generation of scientists in these areas, could be at risk if reduced budgets hit the UK's growth prospects, reputation and expertise. Although science did relatively well in the recent Spending Review, funding for astronomy sees a total reduction of 21% over the next four years compared with 2010-11. More starkly, comparing 2014/15 with 2005, spending in astronomy and particle physics will be around 50% lower than its level six years ago. This is worrying, particularly when set against the planned increased investment in science and innovation by the UK's international peers as part of long-term strategies to ensure economic growth. The Science and Technology Facilities Council (STFC) - the research council which funds research and facility development in astronomy, particle physics and nuclear physics - is risking the UK's ability to stay at the forefront of future developments by focusing its astronomy and particle physics programmes into fewer areas. A case in point is the UK's planned withdrawal from all Northern Hemisphere optical and ground based astronomical facilities, which could see UK leadership and competitive advantage being handed over to international peers. The Committee is also highly critical of past STFC strategies, especially its failure to incorporate into policy documents details of the planned withdrawals. The report also addresses the future of the National Schools Observatory and outreach, which is essential to inspire the next generation of scientists.
Protecting Earth's environment and other solar system bodies from harmful contamination has been an important principle throughout the history of space exploration. For decades, the scientific, political, and economic conditions of space exploration converged in ways that contributed to effective development and implementation of planetary protection policies at national and international levels. However, the future of space exploration faces serious challenges to the development and implementation of planetary protection policy. The most disruptive changes are associated with (1) sample return from, and human missions to, Mars; and (2) missions to those bodies in the outer solar system possessing water oceans beneath their icy surfaces. Review and Assessment of Planetary Protection Policy Development Processes addresses the implications of changes in the complexion of solar system exploration as they apply to the process of developing planetary protection policy. Specifically, this report examines the history of planetary protection policy, assesses the current policy development process, and recommends actions to improve the policy development process in the future.
Since the 1990s, the pace of discovery in the field of solar and space physics has accelerated, largely owing to NASA investments in its Heliophysics Great Observatory fleet of spacecraft. These enable researchers to investigate connections between events on the Sun and in the space environment by combining multiple points of view. Recognizing the importance of observations of the Sun-to-Earth system, the National Research Council produced a solar and space physics decadal survey in 2003, laying out the Integrated Research Strategy. This strategy provided a prioritized list of flight missions, plus theory and modeling programs, that would advance the relevant physical theories, incorporate those theories in models that describe a system of interactions between the Sun and the space environment, obtain data on the system, and analyze and test the adequacy of the theories and models. Five years later, this book measures NASA's progress toward the goals and priorities laid out in the 2003 study. Unfortunately, very little of the recommended priorities will be realized before 2013. Mission cost growth, reordering of survey mission priorities, and unrealized budget assumptions have delayed nearly all of the recommended NASA spacecraft missions. The resulting loss of synergistic capabilities in space will constitute a serious impediment to future progress.
