Charting the Future of Methane Hydrate Research in the United States

Methane hydrate is a natural form of clathrate - a chemical substance in which one molecule forms a lattice around a "guest" molecule with chemical bonding. In this clathrate, the guest molecule is methane and the lattice is formed by water to form an ice-like solid. Methane hydrate has become the focus of international attention because of the vast potential for human use worldwide. If methane can be produced from hydrate, a reasonable assumption given that there are no obvious technical or engineering roadblocks to commercial production, the nation's natural gas energy supply could be extended for many years to come. This report reviews the Department of Energy's (DOE) Methane Hydrate Research and Development Program, the project selection process, and projects funded to date. It makes recommendations on how the DOE program could be improved. Key recommendations include focusing DOE program emphasis and research in 7 priority areas; incorporating greater scientific oversight in the selection, initiation, monitoring, and assessment of major projects funded by the DOE; strengthening DOE's contribution to education and training through funding of fellowships, and providing project applicants with a set of instructions and guidelines outlining requirements for timely and full disclosure of project results and consequences of noncompliance.

Realizing the Energy Potential of Methane Hydrate for the United States

Natural gas, composed mostly of methane, is the cleanest of all the fossil fuels, emitting 25-50% less carbon dioxide than either oil or coal for each unit of energy produced. In recent years, natural gas supplied approximately 20-25% of all energy consumed in the United States. Methane hydrate is a potentially enormous and as yet untapped source of methane. The Department of Energy's Methane Hydrate Research and Development Program has been tasked since 2000 to implement and coordinate a national methane hydrate research effort to stimulate the development of knowledge and technology necessary for commercial production of methane from methane hydrate in a safe and environmentally responsible way. Realizing the Energy Potential of Methane Hydrate for the United States evaluates the program's research projects and management processes since its congressional re-authorization in 2005, and presents recommendations for its future research and development initiatives.

Attention has been drawn to the subject of how ocean noise affects marine mammals by a series of marine mammal strandings, lawsuits, and legislative hearings, and most recently, the report from the U.S. Commission on Ocean Policy. One way to assess the impact of ocean noise is to consider whether it causes changes in animal behavior that are "biologically significant," that is, those that affect an animal's ability to grow, survive, and reproduce. This report offers a conceptual model designed to clarify which marine mammal behaviors are biologically significant for conservation purposes. The report is intended to help scientists and policymakers interpret provisions of the federal Marine Mammal Protection Act.

Through direct exploration of the subseafloor, U.S.-supported scientific ocean drilling programs have significantly contributed to a broad range of scientific accomplishments in Earth science disciplines, shaping understanding of Earth systems and enabling new fields of inquiry. Scientific Ocean Drilling: Accomplishments and Challenges reviews the scientific accomplishments of U.S.-supported scientific ocean drilling over the past four decades. The book evaluates how the programs (Deep Sea Drilling Project [DSDP], 1968-1983, Ocean Drilling Program [ODP], 1984-2003, and Integrated Ocean Drilling Program [IODP], 2003-2013) have shaped understanding of Earth systems and Earth history and assessed the role of scientific ocean drilling in enabling new fields of inquiry. This book also assesses the potential for transformative discoveries for the next proposed phase of scientific ocean drilling, which is scheduled to run from 2013 to 2023. The programs' technological innovations have played a strong role in these accomplishments. The science plan for the proposed 2013-2023 program presents a strong case for the continuation of scientific ocean drilling. Each of the plan's four themes identifies compelling challenges with potential for transformative science that could only be addressed through scientific ocean drilling, although some challenges appear to have greater potential than others. Prioritizing science plan challenges and integrating multiple objectives into single expeditions would help use resources more effectively, while encouraging technological innovations would continue to increase the potential for groundbreaking science.

Understanding, quantifying, and tracking atmospheric methane and emissions is essential for addressing concerns and informing decisions that affect the climate, economy, and human health and safety. Atmospheric methane is a potent greenhouse gas (GHG) that contributes to global warming. While carbon dioxide is by far the dominant cause of the rise in global average temperatures, methane also plays a significant role because it absorbs more energy per unit mass than carbon dioxide does, giving it a disproportionately large effect on global radiative forcing. In addition to contributing to climate change, methane also affects human health as a precursor to ozone pollution in the lower atmosphere. Improving Characterization of Anthropogenic Methane Emissions in the United States summarizes the current state of understanding of methane emissions sources and the measurement approaches and evaluates opportunities for methodological and inventory development improvements. This report will inform future research agendas of various U.S. agencies, including NOAA, the EPA, the DOE, NASA, the U.S. Department of Agriculture (USDA), and the National Science Foundation (NSF).
