The National Research Council (NRC) was asked by several federal agencies, foundations, and the private sector to provide guidance to the federal government on issues related to sustainability linkages. The NRC assigned the task to as committee with a wide range of expertise in government, academia, and business. The committee held public fact-finding meetings to hear from agencies and stakeholder groups; examined sustainability management examples; conducted extensive literature reviews; and more to address the issue. The Environmental Protection Agency (EPA) applies scientific results that have been provided by various parts of its own organization and by external organizations. The agency requires substantial high-quality inhouse scientific expertise and laboratory capabilities so that it can answer questions related to regulation, enforcement, and environmental effects of specific chemicals, activities, and processes. It is also usually faced with situations in which research or analytic work is time-critical, so it maintains dedicated laboratory staff and facilities that can respond quickly to such needs. In recent years, EPA has made several changes to improve the efficiency and effectiveness of its laboratories, such as the designation of national program directors to align the work of research laboratories with the needs of the agency's regulatory program offices. The agency is currently undertaking an integrated evaluation of it laboratories to enhance the management effectiveness and efficiency of its laboratory enterprise and to enhance its capabilities for research and other laboratory-based scientific and technical activities. The results of EPA's evaluation are expected to include options for colocation and consolidation of laboratory facilities. Rethinking the Components, Coordination, and Management of U.S. Environmental Protection Agency Laboratories assesses EPA's highest-priority needs for mission-relevant laboratory science and technical support, develops principles for the efficient and effective management of EPA's laboratory enterprise to meet the agency's mission needs and strategic goals, and develops guidance for enhancing efficiency and effectiveness now and during the next 10 years. EPA's laboratories play a vital role in the agency's work. The findings and recommendations of this report will help EPA to develop an implementation plan for the laboratory enterprise.
The workshop was convened to explore the region's approach to urban sustainability, with an emphasis on building the evidence base upon which new policies and programs might be developed. Participants examined how the interaction of various systems (natural and human systems; energy, water, and transportation systems) affected the region's social, economic, and environmental conditions. The objectives of the workshop were as follows: - Discuss ways that regional actors are approaching sustainability- specifically, how they are attempting to merge environmental, social, and economic objectives. - Share information about ongoing activities and strategic planning efforts, including lessons learned. - Examine the role that science, technology, and research can play in supporting efforts to make the region more sustainable. - Explore how federal agency efforts, particularly interagency partnerships, can complement or leverage the efforts of other key stakeholders. Pathways to Urban Sustainability: A Focus on the Houston Metropolitan Region: Summary of a Workshop was designed to explore the complex challenges facing sustainability efforts in the Houston metropolitan region and innovative approaches to addressing them, as well as performance measures to gauge success and opportunities to link knowledge with action. In developing the agenda, the planning committee chose topics that were timely and cut across the concerns of individual institutions, reflecting the interests of a variety of stakeholders. Panelists were encouraged to share their perspectives on a given topic; however, each panel was designed to provoke discussion that took advantage of the broad experience of the participants.
The frequency and severity of disasters over the last few decades have presented unprecedented challenges for communities across the United States. In 2005, Hurricane Katrina exposed the complexity and breadth of a deadly combination of existing community stressors, aging infrastructure, and a powerful natural hazard. In many ways, the devastation of Hurricane Katrina was a turning point for understanding and managing disasters, as well as related plan making and policy formulation. It brought the phrase "community resilience" into the lexicon of disaster management. Building and Measuring Community Resilience: Actions for Communities and the Gulf Research Program summarizes the existing portfolio of relevant or related resilience measurement efforts and notes gaps and challenges associated with them. It describes how some communities build and measure resilience and offers four key actions that communities could take to build and measure their resilience in order to address gaps identified in current community resilience measurement efforts. This report also provides recommendations to the Gulf Research Program to build and measure resilience in the Gulf of Mexico region.
The federal role in the management of nonfederal U.S. forests was once relatively simple: to assist in the prevention and control of wildfires. The administrative structure to carry out this role was similarly uncomplicated, with most programs under the aegis of the U.S. Department of Agriculture. In recent years, however, both the management and administrative landscapes have changed dramatically. Responsibility for the federal role in nonfederal forests has been expanded to include a number of cabinet departments and independent agencies, which must address critical issues such as reforestation, wetlands disruption, and biodiversity protection. With two-thirds of all U.S. forests on nonfederal lands, these issues are becoming increasingly more important. Now, a first-of-its-kind examination of the federal role in nonfederal forest management, Forested Landscapes in Perspective presents a comprehensive look at the current landscape and recommends improvements that best serve public and private interests. This timely volume includes an insightful description of the current situation and recent trends, followed by a thorough examination of major policy and program issues affecting nonfederal forests. Among these are emerging environmental concerns such as forest fragmentation and large-scale climate change, as well as issues of economic importance, such as the availability of timber supplies.

Determining the health risks to humans of exposure to toxic substances in the environment is made difficult by problems such as measuring the degree to which people have been exposed and determining causationâ€"whether observed health effects are due to exposure to a suspected toxicant. Building on the well-received first volume, Environmental Epidemiology: Hazardous Wastes and Public Health, this second volume continues the examination of ways to address these difficulties. It describes effective epidemiological methods for analyzing data and focuses on errors that may occur in the course of analyses. The book also investigates the utility of the gray literature in helping to identify the often elusive causative agent behind reported health effects. Although gray literature studies are often based on a study group that is quite small, use inadequate measures of exposure, and are not published, many of the reports from about 20 states that were examined by the committee were judged to be publishable with some additional work. The committee makes recommendations to improve the utility of the gray literature by enhancing quality and availability.
