The U.S. Army Corps of Engineers released the Louisiana Coastal Protection and Restoration (LACPR) draft final technical report in March, 2009. In response to federal legislation, the Corps had to analyze hurricane protection, and design and present a full range of measures to protect against a storm equivalent to a category 5 hurricane. The request included measures for flood control, coastal restoration, and hurricane protection, and stipulated close coordination with the State of Louisiana and its appropriate agencies. This is the second and final report from the National Research Council (NRC) Committee on the Review of the Louisiana Coastal Protection and Restoration (LACPR) Program. The committee was charged to review two draft reports from the LACPR team and to assess the hurricane risk reduction framework, alternatives for flood control, storm protection, coastal restoration, and risk analysis. This report presents this committee's review and advice for improvements of the LACPR March 2009 draft final technical report.

The Klamath River basin, which spans parts of southern Oregon and northern California, has been the focus of a prominent conflict over competing uses for water. Management actions to protect threatened and endangered fish species in the basin have left less water available for irrigation in dry years and heightened tensions among farmers and other stakeholders including commercial fishermen, Native Americans, conservationists, hunters, anglers, and hydropower producers. This National Research Council book assesses two recent studies that evaluate various aspects of flows in the Klamath basin: (1) the Instream Flow Phase II study (IFS), conducted by Utah State University, and (2) the Natural Flow of the Upper Klamath Basin study (NFS), conducted by the U.S. Bureau of Reclamation (USBR). The book concludes that both studies offer important new information but do not provide enough information for detailed management of flows in the Klamath River, and it offers many suggestions for improving the studies. The report recommends that a comprehensive analysis of the many individual studies of the Klamath river basin be conducted so that a big picture perspective of the entire basin and research and management needs can emerge.
During the past 50 years, coastal Louisiana has suffered catastrophic land loss due to both natural and human causes. This loss has increased storm vulnerability and amplified risks to lives, property, and economies-a fact underscored by Hurricanes Katrina and Rita. Drawing Louisiana's New Map reviews a restoration plan proposed by the U.S. Army Corps of Engineers and the State of Louisiana, finding that, although the individual projects in the study are scientifically sound, there should be more and larger scale projects that provide a comprehensive approach to addressing land loss over such a large area. More importantly, the study should be guided by a detailed map of the expected future landscape of coastal Louisiana that is developed from agreed upon goals for the region and the nation.
The U.S. Army Corps of Engineers (the Corps) has played a large and important role in shaping water resources systems in the United States since Congress first tasked it in 1824 to improve navigation on the Ohio and Mississippi Rivers. Since then, rivers have been modified for navigation and flood control, harbors have been dredged for shipping, and coastlines are routinely fortified against erosion and beach loss. Recent decades have seen an overall decline in budgets for civil works project construction, yet the range of objectives for water resources projects has broadened as society places more value on environmental and recreational benefits. Thus, the Corps' portfolio of water resources projects has changed considerably. There is a reduced emphasis on traditional construction projects and an increased focus on maintenance and reoperation of existing projects such as locks, dams, and levees and on environmental restoration projects. An integrated approach to water resources planning at the scale of river basins and coastal systems is widely endorsed by the academic and engineering communities. The Corps' mission, expertise, and experience give it immense potential to alter the structure and functioning of the nation's waterways and coasts. As might be expected in a large and complex organization answering to a range of public and private demands, implementation of these new policies and objectives is neither consistent nor complete. River Basins and Coastal Systems Planning within the U.S. Army Corps of Engineers recommends improvements in the Corps' water resource project planning and review process. This report compares economic and environmental benefits and costs over a range of time and space scales, suggests multiple purpose formulation and evaluation methods, and recommends integration of water development plans with other projects in the region.
The Federal Emergency Management Agency's (FEMA) Federal Insurance and Mitigation Administration (FIMA) manages the National Flood Insurance Program (NFIP), which is a cornerstone in the U.S. strategy to assist communities to prepare for, mitigate against, and recover from flood disasters. The NFIP was established by Congress with passage of the National Flood Insurance Act in 1968, to help reduce future flood damages through NFIP community floodplain regulation that would control development in flood hazard areas, provide insurance for a premium to property owners, and reduce federal expenditures for disaster assistance. The flood insurance is available only to owners of insurable property located in communities that participate in the NFIP. Currently, the program has 5,555,915 million policies in 21,881 communities3 across the United States. The NFIP defines the one percent annual chance flood (100-year or base flood) floodplain as a Special Flood Hazard Area (SFHA). The SFHA is delineated on FEMA's Flood Insurance Rate Maps (FIRM's) using topographic, meteorologic, hydrologic, and hydraulic information. Property owners with a federally back mortgage within the SFHAs are required to purchase and retain flood insurance, called the mandatory flood insurance purchase requirement (MPR). Levees and floodwalls, hereafter referred to as levees, have been part of flood management in the United States since the late 1700's because they are relatively easy to build and a reasonable infrastructure investment. A levee is a man-made structure, usually an earthen embankment, designed and constructed in accordance with sound engineering practices to contain, control, or divert the flow of water so as to provide protection from temporary flooding. A levee system is a flood protection system which consists of a levee, or levees, and associated structures, such as closure and drainage devices, which are constructed and operated in accordance with sound engineering practices. Recognizing the need for improving the NFIP's treatment of levees, FEMA officials approached the National Research Council's (NRC) Water Science and Technology Board (WSTB) and requested this study. The NRC responded by forming the ad hoc Committee on Levee and the National Flood Insurance Program: Improving Policies and Practices, charged to examine current FEMA treatment of levees within the NFIP and provide advice on how those levee-elated policies and activities could be improved. The study addressed four broad areas, risk analysis, flood insurance, risk reduction, and risk communication, regarding how levees are considered in the NFIP. Specific issues within these areas include current risk analysis and mapping procedures behind accredited and non-accredited levees, flood insurance pricing and the mandatory flood insurance purchase requirement, mitigation options to reduce risk for communities with levees, flood risk communication efforts, and the concept of shared responsibility. The principal conclusions and recommendations are highlighted in this report.
A nuclear weapon or a significant quantity of special nuclear material (SNM) would be of great value to a terrorist or other adversary. It might have particular value if acquired from a U.S. facility-in addition to acquiring a highly destructive tool, the adversary would demonstrate an inability of the United States to protect its nuclear assets. The United States expends considerable resources toward maintaining effective security at facilities that house its nuclear assets. However, particularly in a budget-constrained environment, it is essential that these assets are also secured efficiently, meaning at reasonable cost and imposing minimal burdens on the primary missions of the organizations that operate U.S. nuclear facilities. It is in this context that the U.S. Congress directed the National Nuclear Security Administration (NNSA)-a semi-autonomous agency in the U.S. Department of Energy (DOE) responsible for securing nuclear weapons and significant quantities of SNM-asked the National Academies for advice on augmenting its security approach, particularly on the applicability of quantitative and other risk-based approaches for securing its facilities. In carrying out its charge, the committee has focused on what actions NNSA could take to make its security approach more effective and efficient. The committee concluded that the solution to balancing cost, security, and operations at facilities in the nuclear weapons complex is not to assess security risks more quantitatively or more precisely. This is primarily because there is no comprehensive analytical basis for defining the attack strategies that a malicious, creative, and deliberate adversary might employ or the probabilities associated with them. However, using structured thinking processes and techniques to characterize security risk could improve NNSA's understanding of security vulnerabilities and guide more effective resource allocation.
This book is the second biennial evaluation of progress being made in the Comprehensive Everglades Restoration Plan (CERP), a multibillion-dollar effort to restore historical water flows to the Everglades and return the ecosystem closer to its natural state. Launched in 2000 by the U.S. Army Corps of Engineers and the South Florida Water Management District, CERP is a multiorganization planning process that includes approximately 50 major projects to be completed over the next several decades. Progress Toward Restoring the Everglades: The Second Biennial Review 2008 concludes that budgeting, planning, and procedural matters are hindering a federal and state effort to restore the Florida Everglades ecosystem, which is making only scant progress toward achieving its goals. Good science has been developed to support restoration efforts, but future progress is likely to be limited by the availability of funding and current authorization mechanisms. Despite the accomplishments that lay the foundation for CERP construction, no CERP projects have been completed to date. To begin reversing decades of decline, managers should address complex planning issues and move forward with projects that have the most potential to restore the natural ecosystem.
