To build upon this recommendation and begin to help communities formulate such a framework, the Resilient America Roundtable of the National Academies convened the workshop Measures of Community Resilience: From Lessons Learned to Lessons Applied on September 5, 2014 in Washington, D.C. The workshop's overarching objective was to begin to develop a framework of measures and indicators that could support community efforts to increase their resilience. The framework will be further developed through feedback and testing in pilot and other partner communities that are working with the Resilient America Roundtable. This report is a summary of the one-day workshop, which consisted of a keynote address and two panel sessions in the morning and afternoon breakout sessions that began the discussion on how to develop a framework of resilience measures.

As geological threats become more imminent, society must make a major commitment to increase the resilience of its communities, infrastructure, and citizens. Recent earthquakes in Japan, New Zealand, Haiti, and Chile provide stark reminders of the devastating impact major earthquakes have on the lives and economic stability of millions of people worldwide. The events in Haiti continue to show that poor planning and governance lead to long-term chaos, while nations like Chile demonstrate steady recovery due to modern earthquake planning and proper construction and mitigation activities. At the request of the National Science Foundation, the National Research Council hosted a two-day workshop to give members of the community an opportunity to identify "Grand Challenges" for earthquake engineering research that are needed to achieve an earthquake resilient society, as well as to describe networks of earthquake engineering experimental capabilities and cyberinfrastructure tools that could continue to address ongoing areas of concern. Grand Challenges in Earthquake Engineering Research: A Community Workshop Report explores the priorities and problems regions face in reducing consequent damage and spurring technological preparedness advances. Over the course of the Grand Challenges in Earthquake Engineering Research workshop, 13 grand challenge problems emerged and were summarized in terms of five overarching themes including: community resilience framework, decision making, simulation, mitigation, and design tools. Participants suggested 14 experimental facilities and cyberinfrastructure tools that would be needed to carry out testing, observations, and simulations, and to analyze the results. The report also reviews progressive steps that have been made in research and development, and considers what factors will accelerate transformative solutions.
The Resilience of the Electric Power Delivery System in Response to Terrorism and Natural Disasters is the summary of a workshop convened in February 2013 as a follow-up to the release of the National Research Council report Terrorism and the Electric Power Delivery System. That report had been written in 2007 for the Department of Homeland Security, but publication was delayed because of security concerns. While most of the committee's findings were still relevant, many developments affecting vulnerability had occurred in the interval. The 2013 workshop was a discussion of the committee\'s results, what had changed in recent years, and how lessons learned about the grid's resilience to terrorism could be applied to other threats to the grid resulting from natural disasters. The purpose was not to translate the entire report into the present, but to focus on key issues relevant to making the grid sufficiently robust that it could handle inevitable failures without disastrous impact. The workshop focused on five key areas: physical vulnerabilities of the grid; cybersecurity; mitigation and response to outages; community resilience and the provision of critical services; and future technologies and policies that could enhance the resilience of the electric power delivery system. The electric power transmission and distribution system (the grid) is an extraordinarily complex network of wires, transformers, and associated equipment and control software designed to transmit electricity from where it is generated, usually in centralized power plants, to commercial, residential, and industrial users. Because the U.S. infrastructure has become increasingly dependent on electricity, vulnerabilities in the grid have the potential to cascade well beyond whether the lights turn on, impacting among other basic services such as the fueling infrastructure, the economic system, and emergency services. The Resilience of the Electric Power Delivery System in Response to Terrorism and Natural Disasters discusses physical vulnerabilities and the cybersecurity of the grid, ways in which communities respond to widespread outages and how to minimize these impacts, the grid of tomorrow, and how resilience can be encouraged and built into the grid in the future.
No person or place is immune from disasters or disaster-related losses. Infectious disease outbreaks, acts of terrorism, social unrest, or financial disasters in addition to natural hazards can all lead to large-scale consequences for the nation and its communities. Communities and the nation thus face difficult fiscal, social, cultural, and environmental choices about the best ways to ensure basic security and quality of life against hazards, deliberate attacks, and disasters. Beyond the unquantifiable costs of injury and loss of life from disasters, statistics for 2011 alone indicate economic damages from natural disasters in the United States exceeded $55 billion, with 14 events costing more than a billion dollars in damages each. One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward. Disaster Resilience confronts the topic of how to increase the nation's resilience to disasters through a vision of the characteristics of a resilient nation in the year 2030. Increasing disaster resilience is an imperative that requires the collective will of the nation and its communities. Although disasters will continue to occur, actions that move the nation from reactive approaches to disasters to a proactive stance where communities actively engage in enhancing resilience will reduce many of the broad societal and economic burdens that disasters can cause.
In March 2008 the Government published "The National Security Strategy of the United Kingdom: Security in an interdependent world" (NSS) (Cm. 7291, 2008, ISBN 9780101729123). Part dealt with the contribution of the armed forces to the overarching security policy of the UK, and the Defence Committee set out to examine "how the MoD and the Armed Forces interact with other departments and agencies to ensure the safety and security of the UK". The report looks at the developing area of Parliamentary scrutiny of national security, welcomes the proposed creation of a Joint Committee on the National Security Strategy, but does question which minister will give evidence to that Committee. The vital role of the ministry of Defence is outlined, and the contribution must be appropriately understood, directed and resourced. The Committee recommends that the Government investigate how the Territorial Army could be used in civil emergencies, rather than always resorting to regular troops. It is essential that all activity relating to national security is appropriately funded from an indicative national security budget. The NSS should also make a clearer connection between the strategy and industry, and the Committee welcomes the Government's engagement with the UK Security and Resilience Industry Suppliers' Community. Current issues examined include: the London 2012 Olympic Games; maritime security - the Committee comments on only six Royal Navy ships being dedicated to this, and the level of action taken to address identified threats to aspects of critical infrastructure such as ports; the impact of current operations and the extent to which UK forces are stretched or overstretched.
Climate assessment activities are increasingly driven by subnational organizationsâ€"city, county, and state governments; utilities and private companies; and stakeholder groups and engaged publicsâ€"trying to better serve their constituents, customers, and members by understanding and preparing for how climate change will impact them locally. Whether the threats are drought and wildfires, storm surge and sea level rise, or heat waves and urban heat islands, the warming climate is affecting people and communities across the country. To explore the growing role of subnational climate assessments and action, the National Academies of Sciences, Engineering, and Medicine hosted the 2-day workshop on August 14-15, 2018. This publication summarizes the presentations and discussions from the workshop.
Even though slightly over half of the U.S. population is female, medical research historically has neglected the health needs of women. However, over the past two decades, there have been major changes in government support of women's health research-in policies, regulations, and the organization of research efforts. To assess the impact of these changes, Congress directed the Department of Health and Human Services (HHS) to ask the IOM to examine what has been learned from that research and how well it has been put into practice as well as communicated to both providers and women. Women's Health Research finds that women's health research has contributed to significant progress over the past 20 years in lessening the burden of disease and reducing deaths from some conditions, while other conditions have seen only moderate change or even little or no change. Gaps remain, both in research areas and in the application of results to benefit women in general and across multiple population groups. Given the many and significant roles women play in our society, maintaining support for women's health research and enhancing its impact are not only in the interest of women, they are in the interest of us all.

In 2005, Hurricane Katrina exposed the complexity and breadth of a deadly combination of existing community stressors, aging infrastructure, and a powerful natural hazard. In many ways, the devastation of Hurricane Katrina was a turning point for understanding and managing disasters, as well as related plan making and policy formulation. It brought the phrase "community resilience" into the lexicon of disaster management. Building and Measuring Community Resilience: Actions for Communities and the Gulf Research Program summarizes the existing portfolio of relevant or related resilience measurement efforts and notes gaps and challenges associated with them. It describes how some communities build and measure resilience and offers four key actions that communities could take to build and measure their resilience in order to address gaps identified in current community resilience measurement efforts. This report also provides recommendations to the Gulf Research Program to build and measure resilience in the Gulf of Mexico region.
The 2012 National Research Council report, Disaster Resilience: A National Imperative, identified the development and use of resilience measures as critical to building resilient communities. Although many kinds of resilience measures and measuring tools have and continue to be developed, very few communities consistently use them as part of their planning or resilience building efforts. Since federal or top-down programs to build resilience often yield mixed results, bottom-up approaches are needed, but are often difficult for communities to implement alone. A major challenge for many communities in developing their own approaches to resilience measures is identifying a starting point and defining the process. Other challenges include lack of political will due to competing priorities and limited resources, finite time and staff to devote to developing resilience measures, lack of data availability and/or inadequate data sharing among community stakeholders, and a limited understanding of hazards and/or risks. Building on existing work, the National Academies of Sciences, Engineering, and Medicine organized a workshop in July 2015 to facilitate the exchange of knowledge and information about ways to advance the development and implementation of resilience measures by and within diverse communities. Participants worked to gain a better understanding of the challenges these communities face in the pursuit of resilience and determine whether the approach used during this workshop can help guide communities in their efforts to build their own measures of resilience. This publication summarizes the presentations and discussions from the workshop.
